HomeMy WebLinkAboutSunline Transit Agency Bus Shelter Advertising PgrmCITY OF PALM DESERT SPECIAL PROGRAMS DEPARTMENT INTEROFFICE MEMORANDUM To: Honorable Mayor, Members of the City Council, and Acting City Manager From: Frankie Riddle, Director of Special Programs Date: April 14, 2016 Subject: SUNLINE PUBLIC TRANSPORTATION AMENITIES AND POTENTIAL IMPROVEMENT NEEDS As per City Council's request, the following information has been prepared regarding SunLine's existing routes, bus stops, and amenities, as well as rough estimated costs associated with potential site improvements and amenities: • How many active and inactive stops in Palm Desert? 0 66 active stops 0 6 inactive stops (i.e., route changes are the general reason for stops to be inactivated) • How many stops with and without shelters? 0 37 stops with shelters 0 29 stops without shelters (includes those removed as a result of damage) • Location of all stops? o Bus Stops By Jurisdiction, Palm Desert (attached) provides location and types of amenities at each stop within the city • Ridership of each stop? o Per SunLine, the computer program that provides ridership data is down and they are unable to provide this information at this time. System should be operational in the next week or two. • Site improvements required at each stop and cost? o Site improvements do not include shelter cost. o Rough estimated cost of $15,000 per site (Per SunLine, this is based on full [i.e., site work, pads, permits, etc.] improvements at each site) o Total estimated cost for 29 sites without shelters: $435,000. (This cost is strictly based on full improvements at each site.) o Rough estimated cost is not site specific. SunLine would need to conduct a physical inspection of each site to determine the exact conditions and improvements needed per site at which time a more accurate cost could be determined. However, this cost could potentially decrease if site inspections were undertaken at each site. Further negotiate and review options with regard to the City's participation in SunLine Transit Agency's Bus Shelter Advertising Program; or 2. Cease negotiations and continue with current SunLine Bus Shelter Maintenance Agreement. Executive Summary If so directed, staff will continue to work with SunLine to negotiate free advertising space for Palm Desert use as well as all standard items generally included within the contract. In addition, consideration of implementation of new methods/technologies for bus shelter advertising (e.g., standalone panels and/or electronic sign boards) will be reviewed so as to create interest and uniqueness at bus stops. It should be noted that SunLine is currently reviewing the potential to retrofit their shelters that previously had advertising panels; however, this may not be possible and alternative methods may be required if participation by the City is desired. Discussion The City of Palm Desert previously had a (2006) contract with SunLine Transit Agency for Bus Shelter Advertising at bus shelters throughout the City, which included revenue sharing, free maintenance, and 50% (one side) of each shelter for marketing of community events, programs, etc. However, over time the revenue was not sufficient to cover the cost of maintenance as cities were eliminating advertising from their shelters and maintenance costs increased. Palm Desert decided to eliminate bus shelter STAFF REPORT SUNLINE BUS SHELTER ADVERTISING PROGRAM MARCH 10, 2016 PAGE 2 advertisements as well and renegotiated a new contract with SunLine that included an increased maintenance cost and elimination of revenue sharing and the 50% advertisement space. Recently staff has been in contact with SunLine regarding its current Bus Shelter Marketing Program. The basic program provides SunLine to pay each City $25 per space per month and covers the cost of maintenance for all shelters (City and SunLine); however, no free advertising is provided. Staff has requested consideration to receive advertising space to promote the City, community events, and other activities. However, SunLine noted that it would have to determine the interest and feasibility of entering a contract with different provisions than that of other cities. The City currently pays $137.93 per bus shelter per month for 37 active shelters/stops and $68.97 per month for seven non -active shelters/stops for a total of 44 bus shelters. In FY 2015/16, the City will pay SunLine Transit Agency approximately $67,000+/- for bus shelter maintenance. Potential benefits of participating in SunLine's Bus Shelter Advertising Program: • Could eliminate approximately $65,000 - $70,000 (or a portion thereof) in yearly maintenance costs. Since the amount fluctuates based on the active or inactive status of each shelter and the addition of new shelters, the total expended each year may change. (Note: The City does expend $65,000 - $70,000 each year and there are four (4) new shelters planned for 2016/2017). • Maintenance service provided by SunLine Transit Agency at no cost for all bus shelters (City and SunLine) including those with and without advertising panels. • Potentially receive $4,200 annually ($25 per month per shelter x 14 shelters with the potential for advertisement.). This amount is determined on how many shelters have been identified as having the potential for advertisement, if parts are available for retrofitting of shelters is available and not cost prohibitive. • Potential for additional revenue is possible if alternative advertising options are available and considered and placed at more than 14 sites. In addition to bus shelter advertising, the placement of additional shelters within Palm Desert at stops that only have a bench and trash container was discussed. SunLine informed the City that they currently have no extra shelters available for relocation and that there are no funds available within the current budget, nor may funds be available within the FY 2016/17 budget to purchase new shelters. SunLine has applied for funds through Proposition 1 B, which will cover the cost of Phase 6 implementation of four (4) new bus stops identified within Palm Desert that includes shelters, with a target installation date between June to October 2016. Through Proposition 1 B, Phase 7 (FY 2016/17 budget cycle) another 25 sites will be identified throughout all local cities and include all site work and shelters, if necessary. It was noted that Proposition 1 B may have only two (2) more cycles of funding remaining and no other known state funds are available at this time.
