REQUEST: By Minute Motion, provide direction to staff by selecting a
consultant to deliver recruitment services for the position of City
Manager, and direct staff to negotiate an agreement with the
selected firm for amount not to exceed $30,000.

Recommendation:
By Minute Motion:
1. Provide direction to staff by selecting a consultant to deliver
recruitment services for the position of City Manager, and direct staff to
negotiate an agreement with the selected firm for amount not to
exceed $30,000.
2. Appropriate $30,000 from unobligated reserves to Human Resources
Professional Services, account number 1104154- 4309000.
Executive Summarv:
At its April 14, 2016, meeting the City Council gave direction to staff to
bring forward proposals for the selection of a consultant to provide
recruitment services for the position of City Manager. Staff contacted five
firms well known in the area and received proposals from each.
Each of the proposals outlines a similar workplan and fairly similar
schedules of work. Council can anticipate that from the time the
consultant is hired, through appointment of a new City Manager will be
three — four months.

Based on the proposals and references staff would recommend Ralph
Anderson and Associates; however, all firms included here are qualified
and have provided similar services in other communities. Ralph Anderson
and Associates has recommended David Morgan as Project Director. Mr.
Morgan previously served as City Manager for the City of Anaheim.
Staff requests that Council select one of the following firms:
A. Ralph Anderson and Associates
B. Bob Murray and Associates
C. Peckham & McKenney, Inc.
D. Avery and Associates
E. Mathis Group
Background:
The City of Palm Desert has not conducted an open recruitment for City
Manager in over 25 years. Each of the last three City Managers had been
longstanding City employees prior to their appointment. Due to the
unexpected separation of City Manager John Wohlmuth on April 15, 2016,
the City has an urgent need to identify and retain a replacement.
The City Manager is the chief executive of the City and reports directly to
the City Council and as such it is prudent to use a consultant with
experience recruiting and hiring such a high profile and important position.
Staff contacted firms with experience in California performing recruitment
services for Cities to fill executive positions.
When reviewing proposals the following factors should be considered:
• Experience working with California municipalities. Due regard
should be given to the types of communities and how they compare
to Palm Desert;
• Qualifications of staff and depth of resources available to the
project;
• Quality of sample recruitment materials provided;
• Network and contacts available to the firm;
• Cost and timelines.

While cost is not the deciding factor for professional services it is a
consideration. The proposers provided the following cost estimates:

Staff believes that using these criteria, Ralph Anderson and Associates
provides the best mix of experience, staff and resources for this
recruitment.
