Authorize the Interim City Manager to sign FY 2016/2017 CDBG One -Year Action Plan Certifications; and 4. Authorize staff to submit the FY 2016/2017 CDBG One -Year Action Plan to the U.S. Department of Housing and Urban Development (HUD). Strateqic Plan Obiective N/A Executive Summary The City's Outside Agency Funding Committee met on March 15, 2016, to review and make recommendations on Community Development Block Grant (CDBG) applications for FY 2016/2017. The U.S. Department of Housing and Urban Development (HUD) announced Palm Desert's FY 2016/2017 allocation of $294,678.00, which is an increase of $25,164 from FY 2015/2016. In addition to the City's coming year's allocation, the City had $16.80 in un- programmed CDBG funds bringing the total funding available to $294,694.80. As part of the annual CDBG process, a Notice of Public Hearing and 30-day public input period was published in the Desert Sun and posted on the City's webpage relative to the CDBG Action Plan. In addition, City Council was provided a copy of the Action Plan for review prior to the May 12, 2016, meeting. No comments have been received. STAFF REPORT FY 2016/2017 COMMUNITY DEVELOPMENT BLOCK GRANT FUNDING AND ONE-YEAR ACTION PLAN MAY 12, 2016 PAGE 2 Background The City conducted its first public hearing to open the 30-day comment period and receive public input regarding the Community Development Block Grant (CDBG) FY 2016/2017 funding cycle at the December 10, 2015, City Council meeting. On March 15, 2016, the Outside Agency Funding Committee reviewed all FY 2016/2017 CDBG applications received and made recommendations for funding as outlined in the tables below. These tables outline all organizations that submitted CDBG applications, funding recommendation, proposed award amount, and the original amount requested. Those applicants listed in the recommended for funding column have been identified as potential funding recipients. The award distribution formula as stipulated by HUD is provided below and reflected in the awards as shown in the aforementioned tables: • 15% (maximum) for public service; • 20% (maximum) for administration; and • 65% to 85% (if all 20% administration funds are not utilized) for capital improvement projects. The specific funding recommendations for each category is Capital Improvement at 65% = $191,542 (including un-programmed funds); Pubic Service at 15% = $44,201; and Administration at 20% = $58,935. (The only category that may exceed the maximum cap is Capital Improvement.) In addition, it should be noted that qualifying programs/projects recommended for award of CDBG funding must meet one of the three National Objectives as identified by HUD, which are: 1) to benefit low and moderate income persons (51 % or more must be low income); 2) to aid in the prevention of or elimination of slum or blight; and 3) to meet an urgent need such as a natural disaster. City Administrative Costs $26,968.00 (Davis Bacon, NEPA, Analysis to Impediments (Al) issues, and staff costs) Totals: $58,935.00 The Outside Agency recommended that staff determine if a small turf removal project could be undertaken at the Joslyn Center in the amount of $6,558. Staff met with Joslyn Center staff, as well as the contractor working on the turf removal project at the site to determine if there was a viable turf project. Unfortunately, the only remaining portion of turf removal planned at the Center is the courtyard area, which is quite large and will exceed the available funds. Since combining CDBG funds with other non -prevailing wage funds, would contaminate the project and require the whole project to be subject to prevailing wage and Davis -Bacon regulations, staff is recommending that the $6,558 be awarded to The Ranch Recovery Center as noted in the above table. In addition, recommendation was made to fund the Red Hot Ballroom, Inc. upon approval from Lincoln Elementary School to provide necessary student tracking documentation. Principal Mary Alice Owings agreed to provide information with the understanding that the documents be kept confidential. As a result, as recommended, Coachella Valley Rescue Mission funding was reduced to $6,000 with $5,000 awarded to Red Hot Ballroom, Inc. The Committee based its funding recommendation on organizations with programs that provide the most benefit to the Palm Desert community, identified needs within the community (e.g. homelessness, food, counseling, persons with disabilities, etc.), previous funding history, type of program and target recipients, new programs, benefit to Palm Desert residents, and if the programs qualified for CDBG funding. See notes in the attached table for specific reasoning of funding recommendations made pertaining to each applicant. STAFF REPORT FY 2016/2017 COMMUNITY DEVELOPMENT BLOCK GRANT FUNDING AND ONE-YEAR ACTION PLAN MAY 12, 2016 PAGE 4 Per CDBG regulations, staff will monitor funded organizations through various means such as on -site visits; monthly, quarterly, and annual reports; and phone calls and emails until programs/projects have been completed. For capital improvement type projects, staff will be on -site throughout the project to monitor progress of work, as well as to conduct random employee interviews of contractors and subcontractors, which is required per Davis -Bacon Prevailing Wage regulations. City Council's approval of CDBG applicants and awards will be included within the One -Year Action Plan and submitted to HUD upon approval. Staff recommends approval of the Outside Agency Funding Committee's FY 2016/2017 CDBG funding recommendation and the One -Year Action Plan as submitted so that staff may remit items to the U.S. Department of Housing and Urban Development (HUD). Anyone interested in providing input for inclusion into the proposed Final Plans is encouraged to attend the meeting or contact the City staff person designated below. The hearing will be held in the Palm Desert Civic Center, Council Chambers located at 73-510 Fred Waring Drive, Palm Desert. The City, as part of the existing Consolidated Plan process completed a Needs Assessment of which is also available to assist in providing public comment. If desired, a copy may be obtained from the City's website at www.citvofoalmdesert.ora or by request to the City of Palm Desert's Special Programs Department. The City as part of the Citizen's Participation Plan will accept public input during the 30-day public comment period that commenced Friday, April 8, 2016, through the City's website at www.citvofoalmdesert.orct and end on Wednesday, May 11, 2016. The City will make available the One-year Action Plan at the following location: Palm Desert Civic Center at 73-510 Fred Waring Dr., Palm Desert, CA 92260.
