Discussion
CalRecycle recently approved changes to the City/County Annual Payment Program as of the
FY 2016/17 payment cycle. Since CalRecycle provides funding in advance of expenditures, the
new procedure has been put in place to provide additional accountability on behalf of the
jurisdictions. As a result, the attached resolution must be approved by participating cities and
uploaded onto CalRecycle's webpage as part of the approval process.
Fiscal Analvsis
No impact to general fund. The City has been allocated $13,194 through CalRecycle for the FY
2016/17 City/County Annual Payment Program.

RESOLUTION NO. 2016- 55
RESOLUTION OF THE CITY COUNCIL OF THE CITY OF PALM
DESERT AUTHORIZING SUBMITTAL OF APPLICATION FOR
PAYMENT PROGRAMS AND RELATED AUTHORIZATIONS
WHEREAS, pursuant to Public Resources Code sections 48000 et seq., 14581, and 42023.1(g), the
Department of Resources Recycling and Recovery (CalRecycle) has established various payment
programs to make payments to qualifying jurisdictions; and
WHEREAS, in furtherance of this authority CalRecycle is required to establish procedures governing
the administration of the payment programs; and
WHEREAS, CalRecycle's procedures for administering payment programs require, among other things,
an applicant's governing body to declare by resolution certain authorizations related to the
administration of the payment program.
NOW, THEREFORE, BE IT RESOLVED that City of Palm Desert is authorized to submit an application
to CalRecycle for any and all payment programs offered; and
BE IT FURTHER RESOLVED that the Interim City Manager, or his/her designee, is hereby authorized
as Signature Authority to execute all documents necessary to implement and secure payment; and
BE IT FURTHER RESOLVED that this authorization is effective until rescinded by the Signature
Authority or this governing body.
PASSED, APPROVED, and ADOPTED at a regular meeting of the City Council of the City of
Palm Desert held on this 30th day of June, 2016, by the following vote, to wit:
