Background
The Family YMCA of the Desert ("YMCA") has a Management & Operations Agreement
("Agreement") with the City of Palm Desert ("City") to oversee the Palm Desert Aquatic
Center. Pursuant to that Agreement, YMCA has established a checking account at
FirstBank for Aquatic Center operations. The Agreement stipulates that two signatures
(one YMCA and one City) are required on checks drawn on that account if the check
amount exceeds $1,500.
Since Janet M. Moore is the City's new Director of Finance & City Treasurer, the bank
signature card for the Aquatic Center checking account must be updated.
Staff recommends that the Palm Desert City Council adopt the attached resolution
which authorizes Janet M. Moore, Jose Luis Espinoza, and Clayton von Helf as City
signers on the YMCA / City of Palm Desert Aquatic Center bank account.
Fiscal Analvsis
The addition of a second City signer on checks exceeding $1,500 will ensure that there
is appropriate City oversight on large item purchases for the Aquatic Center.

A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF PALM
DESERT, CALIFORNIA, AUTHORIZING SIGNING AUTHORITY FOR
CITY EMPLOYEES ON THE YMCA / CITY OF PALM DESERT
AQUATIC CENTER BANK ACCOUNT
WHEREAS, pursuant to California Government Code Section 53631, the City of
Palm Desert Director of Finance & City Treasurer is authorized to open depository
accounts at financial institutions in order to receive deposits, and to pay liabilities;
WHEREAS, the City of Palm Desert ("City") has executed a Management &
Operations Agreement, dated July 1, 2014, with the Family YMCA of the Desert
("YMCA") to operate the Palm Desert Aquatic Center ("Aquatic Center"), and said
agreement requires that the City establish a bank account for the Aquatic Center, and
that the YMCA deposit into that account all monies received from Aquatic Center
operations; and
WHEREAS, said bank account will be established at the Palm Desert Branch of
First Bank, and will require account signers from both the YMCA and the City.
NOW THEREFORE, BE IT RESOLVED, that the City Council does hereby
authorize the following City officers or their successors in office to have signing
authority on the YMCA / City of Palm Desert Aquatic Center bank account:
