Request: Adopt Resolution No. 2016- 70 authorizing the establishment of a cash
drawer in the amount of $100.00 for the Business License Department.

Recommendation
By Minute Motion, that the City Council adopt Resolution No. 2016- 70
authorizing the establishment of a cash register drawer in the amount of $100.00
for the Business License Department.

This request is an operational request and does not relate to a strategic plan objective
Discussion
The Business License Department is responsible for the collection of business license fees.
This is often an over-the-counter cash transaction. The business license function was previously
part of the Finance Department and cash transactions were processed through the Finance
cash register drawer.
In July 2015, the function was relocated to the Code Compliance Department for easier access
by customers that come to City Hall to conduct other business with the Community
Development Departments. This change has resulted in the need for an additional cash register
location for Business License. This cash drawer will be reconciled daily and sent to the Finance
Department for inclusion in the City's total cash receipts.

RESOLUTION NO. 2016- 70
A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF PALM
DESERT, ESTABLISHING A BUSINESS LICENSE CASH REGISTER
DRAWER IN THE AMOUNT OF $100.00 FOR THE BUSINESS LICENSE
DEPARTMENT
BE IT RESOLVED by the City Council of the City of Palm Desert as follows:
Section 1: There is hereby created a business license cash register drawer in
the amount of $100.00 for the Business License Department for the purpose of
processing cash transactions.
Section 2: Said cash register drawer shall be reconciled daily by the Business
License Department and submitted to the Finance Department for inclusion in the city's
daily cash receipts.
Section 3: Said cash register drawer shall be located in the Business License
Department and under the supervision of the Director of Community Development.
PASSED, APPROVED, and ADOPTED by the City Council of the City of Palm
Desert this 28th day of July, 2016, by the following vote to wit:

Subject: Increase of daily cash for business license cash drawer
I am requesting for an increase in the business license cash register from $50 to $100.
Since relocating business licensing from Finance to Code Compliance we have been
operating two work stations to better serve the public and expedite counter transactions
and renewals. The request to increase the daily cash limit will improve our ability to
better serve the public as we utilize both work stations.
Currently there are a number of cash transactions that can deplete the drawer, for
example, if a customer purchases an $11 garage sale permit and pays with a $100 bill,
we would not have enough money in the cash drawer to complete the transaction.
There are many other scenarios when there has not been enough cash in the drawer to
complete transactions and we have had to inconvenience the customer to wait while we
obtain change or ask them for another form of payment.
Therefore, the increase in business license cash register drawer is necessary. We
would continue to still utilize only one cash register drawer used by both staff members
in the licensing division and submit the reconciliation to the Finance Department daily.
