Recommendation:
By Minute Motion,
Authorize the Mayor to execute a Grant of Easement to Southern
California Edison (SCE) for the relocation of a generator from the
Sheriff Substation to the Joslyn Center; and
2. Appropriate $180,000 from Unobligated Fund 450 to Account
No. 4504164-4400100, Improvements to City -Owned Facilities.
Strateqic Plan Obiective
The proposed action will further the goals of the strategic plan by providing a safe area
for residents in the event of power loss during an emergency. This is a key component
of the Public Safety and Emergency Services area of the Strategic Plan.
Background:
On June 30, 2016, Council authorized staff to advertise for bids for the refurbishment
and relocation of an emergency generator from the Sheriff Substation to the Joslyn
Center. The plans for the relocation have been completed and reviewed by SCE. In
order to bring the system up to current SCE standards, a transformer must be relocated
and an easement must be granted to SCE to accommodate their infrastructure.

The electrical engineer that designed the generator relocation has provided a cost
estimate for a contractor to remove the generator from the Sheriff Substation facility,
upgrade the generator system to comply with air quality regulations, and install the
generator at the Joslyn Center. The cost for the work is estimated at $164,000, and
SCE fees would increase the project cost by approximately $10,000. The fees charged
by SCE are for the upgrades to their electrical system, to be performed by SCE
contractors, and it is not work that the City can bid out. In addition, staff is requesting
that an additional $6,000 be allocated to cover any unforeseen conditions.
Fiscal Analvsis:
In addition to the estimated $180,000 cost of the project, the generator will require
periodic maintenance, and annual fees must be paid to the Air Quality Management
District. The cost for annual maintenance and fees for the generator is estimated to be
less than $1,000 per year.

CITY OF PALM DESERT, a municipal corporation (hereinafter referred to as "Grantor"), hereby grants to

Grantor agrees for himself, his heirs and assigns, not to erect, place or maintain, nor to permit the erection, placement or

property. The Grantee, and its contractors, agents and employees, shall have the right to trim or cut tree roots as may endanger
or interfere with said systems and shall have free access to said systems and every part thereof, at all times, for the purpose of
exercising the rights herein granted, provided, however, that in making any excavation on said property of the Grantor, the
Grantee shall make the same in such a manner as will cause the least injury to the surface of the ground around such excavation,
and shall replace the earth so removed by it and restore the surface of the ground to as near the same condition as it was prior to
such excavation as is practicable.
