SUBMITTED BY: Kimberly Warpinski, Management Analyst DATE: August 25, 2016 ATTACHMENTS: Aerial Map of 2016 Event Space Recommendation By Minute Motion, approve request for funding of the water barricade and traffic signs in conjunction with the Wednesday morning Palm Desert Farmers Market Events in the amount not to exceed $15,000. Funds are available in account No. 1104417-4322200. Backqround The Palm Desert Farmer's Market on Wednesday mornings is returning for the 2016/2017 season. Staff discussions with the event promoter have led to a new proposed event space that utilizes both the Chamber of Commerce parking area, as well as the Galen's drive that extends behind their building, past the sculpture garden. In addition to improving the ambiance of the event space, this allows for the Farmers' market to be visible from Highway 111, which is very desirable to the event producer in hopes of increasing event attendance. In order to make this space work, the Highway 111 driveway at Entrada del Paseo must be barricaded to secure the perimeter of the event space and eliminate any traffic -pedestrian related hazards. Additionally, this layout will provide more parking for the event as vendors will be utilizing the entry driveway, and carriage lane instead of the parking area (see attached map). City staff would like to contract weekly with Tops and Barricades to set up water barricades blocking off this driveway from Highway 111. Traffic signs will also be placed as needed, informing the public of the drive closure. The closure will take place every Wednesday morning from October through April in the early hours of the morning, prior to the event start time of 8:OOAM and will be removed immediately following the event at 12:OOPM. The amount not to exceed $15,000 will cover roughly 28 event recurrences, including an initial traffic plan.
