REQUEST: APPROVE HONORARIUMS TO THREE COLLEGE OF THE
DESERT STUDENTS FOR THE DESIGN OF THE CHARGER
TURF REMOVAL AND LANDSCAPING PROJECT IN THE TOTAL
AMOUNT OF $2,000 (PROJECT NO. 960-17)

Recommendation
By Minute Motion, approve honorariums to three College of the Desert (COD)
students for the design of the Charger Turf Removal and Landscaping Project
in the total amount of $2,000 (Project No. 960-17).
Funds are available in Account No. 4004650-4391503, Art in Public Places Turf Retrofit.
Strateqic Plan Obiective
Removal of the turf surrounding the Charger Sculpture and the redesign of the
landscape meets the goals outlined in the Strategic Plan Objectives in the following
areas: the renovations will reduce water use, helping in the conservation of this natural
resource; and it will also promote the goal of a community -based education coalition
that will support student career success.
Background
During the FY 2016-17 budget process, a white paper was approved and $50,000 was
included in the budget to remove the turf in front of the Charger Sculpture and install
drought -tolerant landscaping.
On May 12, 2016, City Council directed staff to explore the possibility of working with
the COD School of Agriculture (Horticulture) to design the landscape renovation of the
Charger Sculpture site. Staff met with Mr. Jeff Place, a representative of COD, to
discuss the project, and he was enthusiastic about the potential this collaboration offers.
With City staff providing all relevant items (i.e., base plans, maps, record drawings,

etc.); Mr. Place's students will be able to fully concentrate on the actual design of the
site. Mr. Place noted that the Landscape Design class is not being offered until Spring
Semester 2017, and suggested that this be the class project for the students at that
time. This timeline will work well with the capital improvement schedule as construction
is not anticipated until the summer of 2017. After the students complete their designs, a
panel comprised of City staff will review the designs and award the honorariums in the
amounts of $1,000, $600, and $400 to the top three students. The top submission
would be selected for implementation.
Fiscal Analysis
Beyond the amount of award there is no on -going fiscal impact.
