By Minute Motion, approve the following:
1. Martha's Village & Kitchen's Bunny Hop 5K RunNValk on Sunday, April 9, 2017;
2. Road closures on El Paseo between Highway 74 and Portola Avenue; and
3. Allow the Consumption of Alcoholic Beverages on City -owned Property Pursuant to
Palm Desert Municipal Code 9.58.040.
Strategic Plan Objective
Approval of Martha's Village & Kitchen's 2017 Bunny Hop 5K RunMalk would help address the
following Parks and Recreation, Economic Development, and Tourism and Marketing priorities
as specified in the Envision Palm Desert strategic plan:
o Parks and Recreation — Priority 3: Make recreational and exercise opportunities
available in all public spaces.
o Economic Development — Priority 3: Create and attract entertainment and events to
enhance and expand the Palm Desert economy and lifestyle.
o Tourism and Marketing — Priority 2: Grow existing events and develop new events to
enhance the desirability of Palm Desert as a year round destination.
Committee Recommendation
At its meeting of August 25, 2016, the El Paseo Business Improvement District Board of
Directors unanimously recommended approval to close El Paseo the morning of Sunday, April
9, 2017, for Martha's Village & Kitchen's Bunny Hop 5K RunNValk.
Executive Summary
In 2013, Family Services of the Desert held a Bunny Hop 5K Run/Walk on El Paseo the Sunday
before Easter. Despite the event being well attended, the organization opted not to move
forward with holding the event in consecutive years. Martha's Village & Kitchen recently
approached the City with a request to produce the Bunny Hop 5K event on Sunday, April 9,
2017 (Sunday before Easter), in effort to raise funds to feed the hungry in the community. As
the producer of the Thanksgiving 5K event on El Paseo, which draws roughly 2,000 participants
and 200 volunteers each year, the organization has proven their ability to produce a safe and

successful event. This event falls within the approved number of predetermined events that
require road closures on El Paseo and the El Paseo Business Improvement District
unanimously expressed their support of this event. There is no direct fiscal impact to the City
associated with this request.
Discussion
Martha's Village & Kitchen's Bunny Hop 5K Run/Walk, scheduled for Sunday, April 9, 2017, will
utilize the City's certified 5K course with the start/finish line located on San Pablo. This course
requires full closure of El Paseo from Highway 74 to Portola Avenue. (As a refresher, at its
meeting of April 25, 2013, City Council approved a total of six events that require road closures
on El Paseo annually and the Bunny Hop 5K was one of those events.) Set-up will begin around
4 a.m., event starts at 8 a.m., and full cleanup is anticipated by 10 a.m. As a courtesy, event
organizers will be conditioned to provide advance notice of the event to residents on San Pablo
between El Paseo and Shadow Mountain. The organizers will also work with the Gardens on El
Paseo management on approval to place portable restrooms, sinks, and trash/recycle bins in
the El Paseo Village parking lot. As with previous events, for safety precautions, hard closures
will be utilized at all major intersections and sworn police officers will be required at designated
locations along the route.
Following the recent trend in recreational events, the organizers are requesting permission to
set-up a gated beer garden during the event which requires City Council approval to allow the
consumption of alcoholic beverages on City -owned property pursuant to Palm Desert Municipal
Code 9.58.040. If approved, staff will ensure that the organizer obtains the proper permits from
the Department of Alcohol and Beverage Control (ABC) and works directly with the police
department to secure the required public safety services that go along with serving alcoholic
beverages at these types of events.
Fiscal Analysis
There is no direct fiscal impact to the City associated with this request. Martha's Village &
Kitchen will be responsible for all costs related to the event.
