REQUEST: REQUEST TO IMPLEMENT AND FUND THE 2016 "SHOP WITH
A COP" PROGRAM IN THE AMOUNT OF $2,380.

Recommendation
By Minute Motion, approve participation in the 2016 "Shop with a Cop"
program, in the amount of $2,380.
Strateqic Plan Obiective
Participation in the 2016 Shop with a Cop program does not directly tie into the
strategic results portion identified in the Palm Desert Strategic Plan. However, the
program enhances the relationship between the Palm Desert Police Department
and the citizens it serves through community engagement. Such collaboration is a
fundamental philosophy within the Public Safety portion of the Plan.
Background
The "Shop with a Cop" program began in 2009 when the Palm Desert Sheriffs Station
was contacted by Toys "R" Us executives, who wanted to donate $1,000 in gift cards.
Palm Desert Station Administration recommended using these cards to organize a
shopping trip for disadvantaged children in the community, via a "Shop with a Cop"
program.
For the last seven years, Palm Desert Station personnel organized this annual
charitable event. The Cities of Palm Desert, Rancho Mirage, and Indian Wells not only
provided officers to participate in this program, but also assisted funding it. Last year,
thirty-five (35) children, twenty-four (24) officers, six (6) Palm Desert Citizens on Patrol
volunteers, and numerous Wal-Mart employees were involved in the program.
Selected children are identified as being disadvantaged by school staff and/or officers
working in the three cities. The siblings of those invited are also asked to participate.
All children are accompanied by officers who assist them during their shopping spree.

The program was held at Toys "R" Us in Palm Desert the first two years. As Toys "R"
Us, relocated to the City of Indio, the event is now held at the Palm Desert Wal-Mart
Superstore. Wal-Mart has once again agreed to donate $2,500 towards the 2016
program.
In previous years, at the conclusion of the shopping spree, any remaining funds were
used to purchase bicycles and additional toys. These items are then distributed to
children within affordable housing communities by uniformed officers. Staff respectfully
requests that the City Council approve implementing and funding the 2016 "Shop with a
Cop" program.
Fiscal Analysis
The Riverside County Sheriff's Department recommends that the Cove Communities
fund the 2016 "Shop with a Cop" program, in the amount of $3,500, utilizing the Cove
Commission Funding Formula shown below. As noted, Wal-Mart has also donated
$2,500 towards this program. Funds for Palm Desert's contribution of $2,380 are
available within the Police Department Budget Contingency Account.
