Recommendation
By Minute Motion, authorize the purchase of three solar powered message
boards from Tops N Barricades, Inc., of Indio, California, in the amount of
$46,963.80.
Funds are available in Account No. 5304310-4404000, Equipment Replacement.
Strateqic Plan Obiective
The purchase of the message boards for use on public streets as a means of advising
motorists contributes to Priority 3 of the Public Safety and Emergency Services section
of the Strategic Plan. Maintaining and upgrading the City's changeable message
boards allows staff to quickly advise motorists during a public safety incident such as a
traffic accident or road closure, therefore, enhancing public safety services.
Backqround
The Maintenance Services Division had four changeable message boards and two
arrow boards in the equipment inventory. In early 2015, one of the changeable
message boards was significantly damaged by a vehicle during a special event, and
was no longer operational. The two arrow boards were 26 and 29 years old,
respectively, and were no longer functional. On January 28, 2016, the City Council
authorized disposal of these three pieces of equipment leaving only one usable
message board.

This equipment is constantly in use during City -sponsored special events, planned
maintenance projects, and unforeseeable emergencies. In order to ensure the safety of
City staff and the public, this equipment needed to be replaced. Therefore, during the
Fiscal Year 2016/17 budget preparation, staff submitted a white paper for the purchase
of three solar powered, changeable message boards. The purchase was subsequently
approved as part of the budget.
On September 30, 2016, staff advertised and called for sealed bids for furnishing the
three message boards. On October 19, 2016, the bids were opened and read aloud
with the following results:

Staff has reviewed the bid and finds the cost to be reasonable.
Fiscal Analysis
Purchase of the message boards is funded through the equipment replacement fund so
there is no direct impact on the General Fund. It will require regular maintenance;
however, because it is new, the cost to maintain the new equipment is expected to be
less than the old message boards.
