Thank you for the opportunity to review the materials posted for the November 10, 2016 City
Council hearing. In connection with agenda item XVII(B), I submit the following comments.
.Staff'Report: The Staff Report for City Council hearing includes the version of the
University Neighborhood Specific Plan (UNSP) planning areas figure from the August
2016 version of the UNSP, rather than the updated figure in the October 2016 version of
the UNSP (see UNSP Figure 2.4). We recommend noting this prior to or at Thursday's
hearing.
2. UNSP: We note that Figure 2.3 and Table 2.1 of the UNSP has been revised to better
reflect the division of City -owned and privately -property ownership. As shown in the
survey attached as Exhibit A, the privately owned property varies with respect to the new
planning Sub -Area 8. We note that the UNSP states that "final zone configuration is
subject to refinement through the Precise Plan process"(p. 2-14) and anticipate that a
proposal for development within the portion of Planning Area 8 that reflects the property
ownership as shown in the survey can be processed as part of a Precise Plan.
3. UNSP: The response to our comment letter in the Final EIR indicated that our Comment
Number 7 had been incorporated in the revised UNSP. Our comment requested that the
total unit count on page 6-12 of the UNSP corrected the maximum development yield

from 1,290 units to 2,618 units. We do not see that this typo has been corrected in the
October 13, 2016 version of the UNSP (see UNSP, p. 6-12).
4. UNSP: The response to our comment letter in the Final EIR indicated that our Comment
Number 8 had been incorporated in the revised UNSP. Our comment requested that the
following sentence discussing density transfers be corrected: "Any approval by Planning
Director for density transfer between neighborhoods cannot exceed the potential
maximum of each individual planning area, providing that the maximum total
development potential of the entire project is not exceeded." The response to comment
states that the word "cannot" has been replaced with the word "may" in this portion of the
UNSP. We do not, however, see that this error has been corrected in the October 13,
2016 version of the UNSP (see UNSP, p. 6-12).
5. UNSP: The response to our comment letter indicate in the Final EIR indicated that our
comment Number 9 requesting definitions of certain capitalized terms had been
incorporated in the revised UNSP. We have not located the Glossary and would
appreciate receiving a copy.

Steve Manos ALUC has identified a minor issue in the City's response to comments on page 7 regarding
Lake Elsinore ALUC notification. The comment reads:
"The Airport Land Use Commission office shall be notified and sent a Request for
Agency Comments for all new projects, and projects proposing added floor area or
STAFF change in building occupancy type within 2 miles of the airport".

University Neighborhood Specific Plan
As the representative of Palm Desert Funding Company, the owner of 166 acres within the planned University
Neighborhood Specific Plan, we respectfully request additional time review the details of the University Neighborhood
Specific Plan. We were first contacted by Tony Bogota in 2015 to collaborate on the land plan, land use designations,
and design guidelines of this project. While we have had multiple productive meetings with the City since then, the
timing of this hearing has come as a surprise without receiving prior notice.
An extension of time will allow us to review the current plan for the UNSP to ensure that we understand the City's
ultimate vision for the area and, if possible, provide constructive input to the plan that may enhance the efficiency and
marketability of the project when developed.
We appreciate your consideration.
