Walker Application Recommendation By Minute Motion: 1) Reappoint Douglas J. Walker as the City of Palm Desert's representative to the Coachella Valley Mosquito and Vector Control District (CVMVCD) Board of Trustees for a full four-year term, January 2017 to January 2021. OR 2) Reappoint Douglas J. Walker as the City of Palm Desert's representative to the CVMVCD on an interim basis until such time as City Council can complete an interview for this position. Strateaic Plan Obiective This request represents routine conduct of the City's municipal affairs; additionally, it supports citizen involvement in the City's governance and, in this case, that of the entire Coachella Valley and Southern California Region. Backaround Doug Walker was first appointed as the City's representative to the CVMVCD on January 11, 2007, and has been reappointed twice, with current term expiring on January 1, 2017. CVMVCD's Clerk of the Board notified the City that it is time to either reappoint Mr. Walker, or appoint a Councilmember or other eligible City resident to the position, for a term that commences January 2, 2017 (first Monday of January). Staff Report - January 2021 December 8, Page No. 2 Reappointment of Doug Walker to the CVMVCD, January 2017 - Staff spoke with Mr. Walker and inquired of his continued interest in serving the City in this capacity, and the response was a very resounding, "Yes;" providing, of course, that the City would like him to do so. He is currently serving as President of CVMVCD, also the greater area as Southern California Region Council Trustee to the Mosquito and Vector Control Association of California, and is scheduled to take over as Chairman of the Council in January 2017. His representation in this capacity would be contingent upon reappointment to the local Board. As a retired Professor of Natural Resources and Entomology, Dean, and Division Chair at College of the Desert, he is ideally qualified for the appointment and serves both Palm Desert and the region well. However, staff further advised Mr. Walker that there was a three-part timing concern in this instance. First, it involved City Council's earlier 2016 action directing interviews be conducted for all incumbent City Committee/Commission Members and related appointees (e.g. CVMVCD) prior to reappointment consideration. Secondly, there was reorganization of the City Council occurring at the first regular meeting in December. Thirdly, CVMVCD's bylaws require that the Member Appointee be in place prior to the first Monday in January for the term being filled. Doug offered to make himself available to meet with Councilmembers prior to December 8 if it would be of help in this process. The aforementioned notwithstanding, staff recommends approval of a full -term reappointment of Doug Walker to the CVMVCD but stands ready to respond to your action and/or further direction in this matter. Fiscal Analvsis There is no fiscal impact to the City with approval of this reappointment.
