C34370A PUBLIC WORKS DEPARTMENT STAFF REPORT REQUEST: AUTHORIZE STAFF TO ADVERTISE FOR BIDS FOR A NEW EMERGENCY GENERATOR FOR THE JOSLYN CENTER SUBMITTED BY: Mark Greenwood, P.E., Director of Public Works DATE: December 8, 2016 CONTENTS: Engineer's Estimate Recommendation: By Minute Motion, authorize staff to advertise for bids for a new emergency generator at The Joslyn Center, and sell the old generator outside of the state. Strateqic Plan Obiective This matter is related to the Public Safety and Emergency Services section of the Palm Desert Strategic Plan, specifically under Priority 3: Help the community become more prepared for disasters and public safety emergencies. The priority's strategy is to expand the City's current disaster preparedness efforts through increased education and public outreach. Although not related to education or outreach, an emergency generator at The Joslyn Center will be very beneficial during disaster response and recovery efforts. Background: When the old emergency generator at the Civic Center Sheriff Substation was replaced during an upgrade, staff was asked to find a location where the generator could be used. After researching City -owned facilities, The Joslyn Center was selected as the ideal location for the generator. An electrical engineer was hired to design the system to integrate the generator into the building's power system. The engineer completed the design and provided a cost estimate of $164,000. On July 28, 2016, the City Council authorized staff to advertise for bids for the generator relocation project. Prior to bidding, it was necessary to secure permits from the South Coast Air Quality Management District (AQMD). During the application process it was discovered that when a generator is relocated to a new parcel, the generator is treated as a new install, and it is subject to all of the current emission requirements. Staff Report Authorize Staff to Install New Generator at Joslyn Center Page 2 of 2 December 8, 2016 When the generator relocation was designed, a diesel particulate filter was included in the retrofit to bring the diesel emissions into compliance, but the retrofit will not reduce the Nitrogen Oxides (NOx) emissions enough to comply with current requirements. There are other filters available that can reduce NOx; however, the engineer advised that those types of filters would likely be unable to reduce the emissions enough to meet compliance requirements. Even if a filter could bring emissions into compliance, the strain the filter would place on the generator would limit the ability to produce sufficient electricity for the facility. Because of the requirements that have been placed on the generator, it has become functionally obsolete in California. Staff recommends that the City Council authorize the sale of the generator outside of the state The electrical engineer was asked to redesign the project using a new generator that meets the emissions requirements rather than relocating and retrofitting the old generator. The engineer has revised the plans and provided an engineer's estimate of $180,625. The estimate contains a significant contingency, so it is possible that the project could be completed within the existing budget of $168,000. In the event that the low bid exceeds the budget, staff will request an appropriation of funds at the time a contract is awarded. Staff recommends that the City Council authorize the City Clerk to advertise for bids for the new generator at The Joslyn Center. Upon receipt of the bids, the City Council will have the option to review the bids and determine if proceeding with the project is cost effective. Fiscal Analysis: In addition to the estimated $180,000 cost of the project, the generator will require periodic maintenance and fees must be paid to the Air Quality Management District. The cost to operate the generator is estimated to be les§fthan/$1,000 perXear.
