Recommendation
By Minute Motion,
1. Declare three water -filled barriers as surplus; and
2. Authorize the donation of the three water -filled barriers to
Las Palmitas Elementary School of Thermal, California.
Strateqic Plan Obiective
This is an operations function and, as such, does not directly contribute to the objectives
of the Strategic Plan.
Background
The City has 120 water -filled barriers that are used for special events, traffic control,
and emergencies. The barriers are empty when they are being placed in a location, and
movement over concrete and asphalt results in wear on the bottom of the barriers.
Three of the barriers are now leaking when filled with water, and they have been
removed from use.
Staff is requesting approval to surplus these three damaged water -filled barriers, and
dispose of them via donation to Las Palmitas Elementary School in Thermal, California.

Las Palmitas Elementary School proposes to place them at the entrance to the school
and fill them with sand. This will provide an extra level of safety for students, staff, and
visitors. A waiver of liability will be obtained from Las Palmitas Elementary School.
Fiscal Analysis
There is little value remaining in the barriers, therefore, the fiscal impact of disposing of
this equipment is negligible. Replacement of these barriers will be considered in the
Fiscal Year 2017-18 budget.

our school is in need of safety barricades to ensure the safety of our students, staff and
visitors upon entering and exiting our school. We are aware that the barricades you have
are damaged but we would greatly appreciate their donation to us.
