Committee Recommendation At its meeting of November 17, 2016, the El Paseo Business Improvement District Board of Directors offered unanimous support for the "Tour de Palm Springs in Palm Desert" to take place on El Paseo from Friday, February 9, through Saturday, February 10, 2018. Strateqic Plan Obiective Approval of the "Tour de Palm Springs in Palm Desert" would help address the following Economic Development and Tourism and Marketing priorities as specified in the 2013- 2033 Strategic Plan, Envision Palm Desert — Forward Together. o Economic Development — Priority 3: Create and attract entertainment and events to enhance and expand the Palm Desert economy and lifestyle. o Tourism and Marketing — Priority 2: Grow existing events and develop new events to enhance the desirability of Palm Desert as a year round destination. Executive Summary Coachella Valley Serving People in Need (CVSPIN, Inc.) is requesting approval to hold the 20th annual "Tour de Palm Springs" event on El Paseo (exact location to be determined) from Friday, February 9, to Saturday, February 10, 2018. Due to recognition of the "Tour de Palm Springs" brand, CVSPIN has offered to formally change the name of the 2018 event to "Tour de Palm Springs in Palm Desert" and may STAFF REPORT 2018 TOUR DE PALM SPRINGS IN PALM DESERT DECEMBER 8, 2016 PAGE 2 be open to other name suggestions in subsequent years. This two-day event will feature a vendor expo with live entertainment, something that the El Paseo Business Improvement District has offered unanimous support for. At this time, staff is requesting approval to hold the event on El Paseo during the aforementioned dates so that CVSPIN can announce the relocation in January at the 2017 Tour de Palm Springs. Although there is no fiscal impact to the City associated with the current request, staff plans to come back before City Council at a later date with additional information regarding event logistics and sponsorship for Council consideration. Discussion The Tour de Palm Springs has been held in Palm Springs for the last 18 years. For 2016 and 2017, CVSPIN was required to reschedule their event to January, as opposed to its usual weekend in February because of conflicts with other events in Palm Springs. Organizers indicated that the date change has resulted in a substantial decrease in ridership. In effort to continue holding the event in February, which is no longer an option if it were to remain in Palm Springs, CVSPIN began looking at other potential venues in the Coachella Valley. After considering El Paseo's unique atmosphere and the many retail and dining options the street would offer the thousands of attendees, CVSPIN decided that relocating to El Paseo in Palm Desert would be the best choice. In 2016, the Tour de Palm Springs reported a total of 5,774 riders representing 39 states, four Canadian provinces, and four foreign countries. According to CVSPIN, the number of riders at the 2016 event was down substantially due to the aforementioned date change. They believe that returning the event to its usual weekend in February could eventually boost ridership back up to the nearly 10,000 riders who had been participating prior to the change. With an average group size of 3.3 (including the registered rider), CVSPIN estimates their 2016 event generated $114,892 for the City of Palm Springs in TOT/City taxes. Moving the event to Palm Desert could generate meaningful economic benefits in these areas at a time when hotel occupancy can be further optimized. If the City Council approves the event, staff will work with CVSPIN and other City departments, to include Public Works and the Police Department, on logistics including road closures on El Paseo and bike routes. In addition, staff will meet with the El Paseo Business Improvement District throughout the logistics process to gain input regarding the road closures and other elements of the event. Staff also plans to recommend an event sponsorship in an amount to be determined, based on an analysis of associated hard costs. Once the logistics and sponsorship details have been discussed at the staff level, staff will come back to City Council with recommendations. STAFF REPORT 2018 TOUR DE PALM SPRINGS IN PALM DESERT DECEMBER 8, 2016 PAGE 3 Organizers have underscored that their primary focus in putting on the "Tour de Palm Springs in Palm Desert" is to raise funds for Coachella Valley charitable organizations. According to the Tour de Palm Springs Economic Impact Report submitted by CVSPIN, in the past five years, the event has generated over $1,250,000 in donations. Considering the El Paseo Business Improvement District's unanimous support for the event, as well as the City's Strategic Plan objectives, staff believes that this particular event would be beneficial to add to Palm Desert's portfolio. Fiscal Analysis There is no fiscal impact to the City associated with this particular request; however, staff will come back to City Council to discuss event logistics and sponsorship at a later date.
