STAFF REPORT
REQUEST: Waive further reading and adopt Resolution No.
2016 -92 amending Resolution 2016-62, allocated
classifications, authorized positions and salary ranges for the
period July 1, 2016 — June 30, 2017, to reflect the revision
of Building Permit Specialist II salary to a lower grade and
appropriate $57,000 to fund the position from January 1 —
June 30, 2017.

Recommendation:
1. Waive further reading and adopt Resolution No. 2016 92
amending Resolution 2016-62, allocated classifications, authorized
positions and salary ranges for the period July 1, 2016 — June 30,
2017, to reflect the revision of Building Permit Specialist salary to a
lower grade.
2. Appropriate $57,000 from the unobligated general reserve to fund the
position from January 2017 through June 2017.
Strateqic Plan Ob'tective:
Economic Development Priority 4: Expand and raise awareness of business -
friendly services in order to retain and attract business. This action supports
business friendly services by maintaining the current plan review schedule. If this
action is not approved it will result in a slowed schedule of plan review, as days
are added to the plan review schedule for transit to outside consultants. This
could slow down projects.

Executive Summarv:
The Building and Safety Department currently has two Building Permit
Specialists, a Building Permit Specialist I who works primarily at the counter and
a Building Permit Specialist II who works primarily on plan review, but is able to
provide counter permit issuance coverage as needed. The Building Permit
Specialist II has announced her retirement at the end of the December 2016.
This position is necessary to maintain customer service levels both in plan
approval and at the counter issuing permits. The department should have two
Building Permit Specialists that are able to issue permits at the counter in order
to maintain coverage in case of illness, vacation or training.
During the preparation of the FY 16/17 budget the prior City Manager authorized
funding for the Building Permit Specialist II through December 2016. In order to
fill the position in January the Council would need to appropriate approximately
$57,000 from the Unobligated General Fund Reserve.
Background:
As positions are vacated, staff reviews each vacancy to determine the
appropriateness of filling the position and to identify opportunities to reduce
salaries prior to recruitment. The Department has made a compelling case that
this position should be filled in order to maintain service levels to the public.
Staff has reviewed the salary and recommends moving it into a lower salary
grade based on a review of internal equities within the City's salary structure.
This change represents approximately a 7.5% reduction in the approved salary
range.
Since the national economic downturn in 2009 there have been a number of
these types of individual adjustments made in response to vacancies and
reorganizations. In order to assess where Palm Desert stands in the labor market
and to provide a comprehensive review of internal relationships, in December
staff will be submitting a Request for Qualifications/Request for Proposal to retain
a consultant for a Compensation and Classification study of all positions. Our
goal is to conduct the study in the spring of 2017.

RESOLUTION NO. 2016- 92
A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF PALM
DESERT, CALIFORNIA, AMENDING PORTIONS OF RESOLUTION NO.
2016-62, SALARY SCHEDULE, SALARY RANGES, AND ALLOCATED
CLASSIFICATIONS.
WHEREAS, the City of Palm Desert has hereto established salary schedules,
ranges, and allocated classifications and desires to modify and amend that system; and,
WHEREAS, the recommended staffing change was identified to recognize the
reduction of salary grade for the Building Permit Specialist II position;
NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of Palm
Desert, California, that Sections I, Exhibit A of Resolution No. 2016-62 be amended as
follows:
