Approve the purchase of one new 2015 BMW R1200 RT-P motorcycle and emergency equipment, to the lowest bidder, BMW Motorcycles of Riverside in the amount of $31,686.78. 2. Appropriate $31,686.78 from Equipment Replacement Fund 530 for the purchase of one new 2015 BMW R1200 RT-P motorcycle. Commission Recommendation The Public Safety Commission reviewed this matter at their meeting on January 14, 2015, and concurred with staff's recommendation to purchase a 2015 BMW R1200 RT-P motorcycle for the Palm Desert Police Department. Background The Palm Desert Police Department's Traffic Enforcement Team is comprised of one Sergeant and eight Motor Officers. The Sergeant and officers are each assigned a fully outfitted police motorcycle. The Police Department currently has the following motor unit fleet as indicated: YEAR & MAKE QUANTITY 2013 BMW Motorcycles Two (2) 2012 BMW Motorcycles Two (2) 2007 Honda Motorcycle Two (2) 2009 Honda Motorcycle Three (3) 2007 Honda Motorcycle One (1) "Training Unit" TOTAL MOTOR UNITS 10 Staff Report: BMW Police Motorcycle Purchase February 12, 2015 Page 2 of 2 In 2012, the City Council approved the following police motorcycles replacement schedule: FISCAL YEAR REPLACEMENT RECOMMENDATION FY 2011/12 Replaced Two BMW Units FY 2013/14 Replaced Two BMW Units FY 2014/15-Therafter Replace One Honda Unit p/year In late 2013, the City issued a Notice Inviting Sealed Bids for two new 2013 BMW R1200 RT-P Motorcycles and emergency equipment. BMW Motorcycles of Riverside was the lowest bidder at $31,686.78 per unit. In their bid, they indicated that the quote would be valid until June 30, 2015, for any 2013 or 2014 model year BMW RT-P motorcycle. Staff was recently notified by the Police Department that the 2013 and 2014 models were discontinued and no longer available from the previous vendor. However, the dealer would still honor the original bid price of $31,686.78 for the purchase of a 2015 model year motorcycle. Staff respectfully recommends purchasing a new 2015 BMW R1200 RT-P motorcycle and emergency equipment from BMW Motorcycles of Riverside, as they were the original low bidder for this project. Staff will go out to bid again in FY 2015/16 for the next new motorcycle purchase. Fiscal Analysis The purchase of one new 2015 BMW R1200 RT-P motorcycle is $$31,686.78. Model year 2014 bikes are no longer available, but BMW Motorcycles of Riverside will honor the price of $31,686.78 per the bid dated September 27"i, 2013. The 2015 bike will be comparably equipped. The lighting package is more highly integrated and has significant performance improvements, as does many of the features of the base motorcycle. Please find attached the detailed order form and light configuration. Please disregard the price since we are honoring the prior model year bid price. I look forward to finalizing the light configuration, which is highly programmable on the new 2015 model, prior to the bike build. VENDOR BID BMW Motorcycles of Riverside $63,373.56 Long Beach BMW Motorcycles $64,881.08 Please note the bid amount includes applicable taxestfees, additional equipment, and labor costs. In addition, the Police Department will have to apply graphics to each unit at a cost of $175 per unit. This amount is not included in the sale price because it is provided by a separate vendor. The warranty of each unit is 36 months or 60,000 miles. The Police Department indicated that on average, each motor unit accumulates approximately 7,000 miles annually. Staff respectfully recommends the purchase of two 2013 BMW police motorcycles from BMW Motorcycles of Riverside.
