Discussion
At its meeting of March 13, 2008, City Council approved the CVAG Homelessness
Committee's Homeless Strategic Plan. In addition, at the joint CVAG Executive
Committee, Technical Advisory Committee, and Homelessness Committee meeting of
September 29, 2008, approval of an "across the board" funding method for the operation
of Roy's Desert Resource Center was approved. It was agreed that the contribution be
limited to the amount determined using the total estimated operations of Phase 1 in the
amount of $1,023,805 for a ten (10) year period, which is congruent with the Riverside
County's Continuum of Care 10 Year Plan to End Homelessness.
The City of Palm Desert has funded Roy's $103,000 annually beginning in FY 2009/2010,
and is included as part of the City's FY 2015/2016 budget process.

Fiscal Impact
Funds in the amount of $103,000 will be set aside pending Council approval of the FY
2015/2016 budget. There is no additional impact to the General Fund.

Dear Mayor Weber:
In September 2008, the CVAG Executive Committee took action to administer a Multi -Service Center for
the Homeless, now known as Roy's Desert Resource Center (Roy's). CVAG is requesting a contribution
from the City of Palm Desert in the amount of $103,000 for operation expenses at Roy's Desert Resource
Center for fiscal year 2015-16. The amount was determined by the Executive Committee based on the
equal division of the initial operating costs for Roy's.
Since 2010, Roy's Desert Resource Center continues to serve clients from across the Coachella Valley.
Below is a summary of services at Roy's from January 2014 through December 2014:
Approximately 884 unduplicated individuals (men, women and children) have been through the
regional homeless shelter. A breakdown of the total is as follows: 63% male; 36% female; 10% were
children 17 years and under, and 23% were seniors 55 years and older. A total of 91 veterans and 62
families received services and assistance.
Also, 405 of the exiting clients enrolled in Case Management and were successfully placed into
housing ending their cycle of homelessness; 721 secured benefits ranging from Medi-Cal! Medi-Care
to unemployment assistance; and 303 were able to secure new employment. In addition, Health to
Hope clinics provided medical services to 219 individuals.
Roy's Desert Resource Center is a collaborative effort to help those who have lost their home transition
out of homelessness. The CVAG Executive Committee has committed to continue to administer Roy's
through until August 2017, which coincides with the end of Riverside County's 10-year plan to end
homelessness. The City of Palm Desert's contribution is needed to continue to build on the legacy of
County Supervisor Roy Wilson: to help the underserved is a responsibility that must be shared by all.

EMERGENCY SHELTER FACT SHEET
Roy's Desert Resource Center (aka Roy's), a multi -service homeless center in North Palm Springs, is the
first step in the Coachella Valley Association of Governments' (CVAG) effort to address homelessness
throughout the Coachella Valley. Roy's, named after the late 4"' District County Supervisor Roy Wilson, is
located at 19531 McLane Street in North Palm Springs where it is easily accessible from all Coachella
Valley cities (1-10/Indian Avenue exit). Roy's opened on December 21, 2009.
Clients at Roy's have access to a full range of services needed to move toward independence. These
services remove the sometimes insurmountable obstacle of traveling from one service provider to the next.
Average stay at Roy's is approximately 90 days.
Operations: Roy's is administered by CVAG staff through a contract with Jewish Family Service of San
Diego (JFSSD), known locally as Desert SOS, a non-profit organization that has operated two sheltering
programs in the Coachella Valley since 2005. CVAG was very pleased to renew its contract with
JFSSD/Desert SOS in October 2012.
Emergency Shelter: Effective September 1, 2012, Roy's has approximately 90 emergency shelter beds for
single women, single men, and families with children. The shelters are separated into two dorms - one for
men and one for single women and women with children. There are also three private dorm rooms for
families. Clients have access to the most basic amenities such as showers, laundry, phone and email,
mailboxes, and a place to keep some of their personal belongings.

Food Services: All residents are provided with two meals per day. Dinner and breakfast are provided in the
dining area. With further funding, we hope to reinstate the sack lunch meals for clients. In the meantime,
clients are provided a resource list of places where they can obtain a lunch meal. Regular food contributors
to Rov's include:

SunLine Transit Agency - 2014 "Fill the Bus" Holiday Food Drive, Roy's received over 1 Y tons of food
Case Management: Clients receive case management services necessary to help them break the cycle of
homelessness. Case managers complete the intake process for all clients and create a plan along with the
client to help end each individual's cycle of homelessness.
A range of services are provided on a rotating and consistent basis at Roy's by partner agencies from
throughout the community. These partner service agencies INCLUDE:

County Workforce Development -General Services County Mental Health
Social Security Administration Loma Linda Veterans Outreach
Veterans Welcome Home -Resources for Veterans Goodwill Industries
Wells Fargo - Budgeting Assistance Lighthouse Veterans Outreach
Riverside County HPRP -Housing Family Law Facilitators -Legal Aid
Desert Horizon and Desert Vista -HUD Permanent Supportive Housing Programs
Transportation: JFSSD provides transportation for clients to SunLine Transit Agency bus line hubs where
clients utilize the buses to access other area services, such as employment and employment search, more in
depth medical treatment, etc.
Nursing Program: Through generous grants from the Desert Healthcare District and the California Wellness
Foundation, a nursing program allows clients to be seen by public health nurses and then given referrals for
follow-up treatment. Basic health education classes for clients were added in Fall 2012 and much needed
dental services will soon follow.
Physician Services: Health to Hope Clinic (formerly Urban Community Action Project) provides free medical
care along with prepaid prescription medications and referral visits. They also conduct health awareness
seminars.
In 2014, 884 unduplicated men, women and children were comfortably and safely sheltered at Roy's.
• 63% were men; 36% were women
• 10% were children 0-17 years; 67% were Adults ages 18-54 years; and 23% were Adults ages 55+
years
• 62 Families received services at Roy's
• 91 unduplicated individuals (10%) were Veterans
• 135 unduplicated individuals (15%) were disabled
• 56 of the 88 clients referred to Mental Health were accepted and began treatment at Full Service
Partnership (FSP). Ten (10) were referred to Riverside Mental Health, and thirty two (32) to Oasis
Mental Health
• 303 individual clients were placed into new jobs
• 721 unduplicated clients completed budgeting and resource training
721 adult individuals enrolled in case management who entered without mainstream benefits secured
entitlements such as Medi-Cal, RCHC, Mental Health Services, income based medical treatment,
unemployment, TNIF, affordable housing programs, Transitional Housing programs, Cal Fresh (food
stamps) etc.
405 exiting unduplicated clients enrolled in case management services at Roy's and were
successfully placed into affordable housing ending their Cycle of Homelessness
2014 MEDICAL/HEALTH ACCOMPLISHMENTS
• Health to Hope Medical Clinic provided services to 219 individuals;
Clients who were uninsured and in need of medical care were seen free of charge by a physician on
site at Roy's and received lab and follow-up referrals for medical care;
Flu shots were provided to clients who requested them and clients were provided meds free;
• Desert AIDS Project conducts health and wellness classes for clients
• 21 Clients attended the Remote Area Medical Foundation Clinic for medical and dental care in Indio;
• Roy's is also associated with the Volunteers In Medicine Clinic for services
HOPE.
