JUNE 25, REGULAR CITY COUNCIL MEETING TO THURSDAY,
JUNE 18, 2015.

Recommendation
By Minute Motion, concur with staff's recommendation and: 1) Adjourn the
Thursday, June 11, 2015, Regular City Council Meeting to Thursday, June 18,
2015; 2) cancel the June 25, 2015, Regular City Council Meeting in order for
Councilmembers to attend the League of California Cities' 2015 Mayors and
Council Members Executive Forum, June 24-26, in Monterey.
Background
During the week of March 9, City Councilmembers received announcement of the League
of California Cities' 2015 Mayors and Council Members Executive Forum to be held in
Monterey, California, June 24-26 (the first Executive Forum to be held since 2009).
Council's regular June 2015 meetings are scheduled to be held June 11 and 25. As it
sounds like at least a quorum of the Council wishes to take part in the Forum, it will
require rescheduling the June 25 Meeting to take care of all the business needing to be
done at that time, including adoption of the City's Fiscal Year 2015-2016 Budget that
commences on July 1.
At the Council's March 12 Meeting, the subject was raised about moving the June 25
Meeting up one week to June 18. Councilmembers were asked to check their schedules
for availability on June 18 and also forwho was planning to attend the Forum June 24-26,
and staff would put a discussion item on the March 26 agenda. To date at the writing of
this report, three Councilmembers have indicated they're available on June 18. Of
additional note, there is limited registration and housing availability for the Forum for the
first 250 Mayors and Councilmembers, with a deadline of May 22, so time is of the
essence in making this scheduling decision.
In discussing the logistics with Executive Management staff, it was felt that holding the
regular June 11 Meeting back-to-back with another one week later would be difficult and

inefficient. With this much advance notice, the Finance Department can have all its
FY 2015-2016 Budget components ready to be considered on June 18. Therefore, staff
recommends consolidating both June 2015 Meetings into one on the 18th. By setting the
schedule this far in advance, all of City staff can make the necessary adjustments to
prepare items to be considered in June on one meeting agenda, and the public can also
be given sufficient advance notice about this change.

New Tools for Tax Increment Financing in the
Post -Redevelopment World
The elimination of redevelopment agencies did away with the only effective tax increment
financing tool available to California cities to conduct economic development and to
make investments in infrastructure. In 2014, Governor Brown signed SB 628 (Beall), which
enacted a new type of tax increment authority called "Enhanced Infrastructure Financing
Districts,'or EIFDs. Although this new option is far from perfect when compared to the
former redevelopment program, cities across the state are now considering how EIFDs
could work to finance various types of projects, potentially under innovative partnerships
with counties. Discover the basics of the EIFD law, its differences with redevelopment,
a case study of how the City of West Sacramento is using EIFDs, and factors for cities to
consider when evaluating this new financing tool.

protecting the rights of the council members, and related issues. The presentation will
consider both the legal principles that govern this area, as well as practical approaches to

Agency World
The loss of redevelopment dollars has eliminated a major funding source for municipal
