CALL TO ORDER Chairperson Boren convened the meeting at 9:01 a.m. II. ORAL COMMUNICATIONS None Art in Public Places Minutes January 14, 2015 IV. CONSENT CALENDAR Minutes of the regular meeting held on October 8, 2014. Commissioner Darby moved to approve the Minutes of October 8, 2014. Motion was seconded by Commissioner Bussing and carried 6-0-0 with Bussing, Darby, Hough, Miller, Thompson, and Boren voting AYE with Blalock absent. V. DISCUSSION ITEMS A. ORAL REVIEW OF CITY COUNCIL ACTION — Mayor Susan Marie Weber Mayor Weber reported that at its October 23, 2014 meeting, City Council approved Showcase Mosaics to create the public art component for the Carlos Ortega Villas as well as the contract in the amount of $30,000. Chairperson Boren stated that she appreciated Mayor Weber's welcome and comments at the El Paseo Exhibition dedication on Monday, January 5 at the Gardens on El Paseo. She also thanked the Commissioners who attended the event. B. PLANNING COMMISSION REPORT — Ken Stendell Mr. Stendell reported that at the Planning Commission meeting of December 2, 2014, students from the College of the Desert's urban planning class were in attendance. Mr. Stendell reported that the Planning Commission approved a tentative track map of 30 acres with 111 homes on Dick Kelly Drive near Ponderosa Homes. C. ARCHITECTURAL REVIEW COMMISSION (ARC) REPORT — John Vuksic Mr. Vuksic reported that the Architectural Review Commission (ARC) approved a design for a Fellowship Hall at Hope Lutheran Church on Portola. A four unit residential condominium on Shadow Mountain was also approved. 2 Art in Public Places Minutes January 14, 2015 The Commission reviewed a proposal for two more potential office buildings at University Village on Cook and Gerald Ford. The item was continued with several comments. Mr. Vuksic reported that the Fairfield Inn by Marriott that burned (across from the Desert Crossing center) will be remodeled as SpringHill Suites by Marriott. That item was continued. D. PALM SPRINGS ART MUSEUM IN PALM DESERT REPORT — Arlene Amick Ms. Amick circulated the Palm Springs Art Museum in Palm Desert's Program Guide and Exhibition Schedule. The Museum had 9,000 visitors in 2014. Sculptures Awilda and Laura by Juame Plensa were installed in the Eric Johnson Memorial Gardens. The spring exhibition will be Personalities: Fantasy and Identity in Photography and New Media. Michael Petry will perform Libations in the Sculpture Garden on February 6 as part of First Weekend Palm Desert. A new film series will start January 30. The Museum's new Director is Elizabeth Armstrong. VI. CONSENT ITEMS HELD OVER None VII. NEW BUSINESS A. ELECTION OF CHAIRPERSON AND VICE CHAIRPERSON FOR 2015 Commissioner Darby nominated Commissioner Boren to serve as Chairperson and Commissioner Bussing nominated Commissioner Darby to serve as Vice Chairperson for 2015. Commissioner Bussing moved to elect Commissioner Boren to serve as Chairperson and Commissioner Darby to serve as Vice Chairperson for 2015. Motion was seconded by 3 Art in Public Places Minutes January 14, 2015 Commissioner Thompson and carried 6-0-0 with Bussing, Darby, Hough, Miller, Thompson, and Boren voting AYE with Blalock absent. B. CONSIDERATION OF ARTISTS(S) TO BE INCLUDED IN CITY OF PALM DESERT'S ARTIST REGISTRY The following artists applied to be included in the City of Palm Desert's Artist Registry. Dennis Dezmain, Joe O'Connell, Lori Nozick, and Peter Hazel. Commissioner Hough moved to include artists Dennis Dezmain, Joe O'Connell, Lori Nozick, and Peter Hazel in the City of Palm Desert's Artist Registry. Motion was seconded by Commissioner Miller and carried 6-0-0 with Bussing, Darby, Hough, Miller, Thompson, and Boren voting AYE with Blalock absent. VIII. CONTINUED BUSINESS NONE IX. OLD BUSINESS NONE X. PROJECT STATUS REPORTS A. Palm Desert Community Gallery Ms. Schwartz Glickman reported that Second Chances with artists Tim Robson and Burton Swope will end January 23. The next show, Coachella Valley. Inside and Out with artists Moira Johannessen, Linda Kottke, and John Resser, will open January 29 with the artist reception to be held Monday, February 2. Ms. Schwartz Glickman stated that she sent out a call for artists for the next gallery season. Applications are due the beginning of March for review at the March Art in Public Places Commission meeting. 0 Art in Public Places Minutes January 14, 2015 B. Docent Program Approximately 30 people attended the tour of the El Paseo Exhibition on Saturday, January 3. This was the first Saturday tour of the new El Paseo Exhibition. C. Carlos Ortega Villas Art Project Ms. Schwartz Glickman circulated a revised proposal from Showcase Mosaics for the Carlos Ortega Villas art project. Ms. Schwartz Glickman noted that staff had received comments regarding the original proposal being somewhat busy which caused for the revision. The Commission members reviewed the new proposal and offered a few suggestions. Some of the comments were that the design is still too busy, the windmills are not in Palm Desert, and that Mr. Carlos Ortega was more instrumental in retail than what is portrayed in the design. It was the concurrence of the Commissioners that because Mr. Carlos Ortega was involved in the energy project, it was suggested to keep the windmills in the design. As part of the proposal, the artist was able to choose between two different locations on the Community Building on which they preferred to place their mural. Showcase Mosaics chose the west wall which would provide a larger area for the art. After staff visited the site several times, it was suggested to have the artist reconsider the wall on the north side of the building because the art would be more visible. Ms. Schwartz Glickman asked if anyone was strongly against the artist changing the choice of location to the front of the building. She added that the area for the artwork on the front of the building is smaller than the area on the side of the building. This location was also the preference of the architect for the project. D. El Paseo Exhibition Ms. Schwartz Glickman reported that with the exception of one sculpture, the art for the El Paseo Exhibition has been installed. The artist who was assigned Pad 6 had a family emergency and was not able to participate in the show. Ms. Schwartz Glickman reminded the Commission that three alternates were approved for the Exhibition by the Commission and City Council. The artist of the first alternate is very busy and declined to participate in the exhibition. 5 Art in Public Places Minutes January 14, 2015 She talked to the artist of the second alternate, Michael McLaughlin, who will be able to participate in the exhibition with his sculpture "Woodpeckers". There were a few comments from the Commissioners who attended the dedication for the artists in the El Paseo Exhibition. They suggested that there be more light around the lawn area, additional heaters, and an opportunity for the Commission members to meet privately with the artists. Commissioner Darby requested information on the El Paseo Exhibition artists and sculptures. Ms. Thompson will provide packets of information on the El Paseo Exhibition as well as the schedule of the docent tours at the next meeting. Chairperson Boren stated it would be helpful to spend time with the artists prior to the dedication to get acquainted with them. XI. REPORTS AND REMARKS A. STAFF Ms. Schwartz Glickman reported that the two year loan period for the sculpture "Big Steel Roots" by Steve Tobin from Melissa Morgan Fine Art has expired. Staff will take the item to City Council to recommend a one year extension. Ms. Schwartz Glickman stated that the Palm Desert Public Art Film Series starts on Thursday, January 15 with the film Morris Louis: The Life and Art of One of America's Greatest 201h Century Abstract Artists. There are close to 300 people registered for the film. Ms. Schwartz Glickman stated that there are a lot of activities scheduled for First Weekend which starts on the first Friday of each month November through May. The website (pdfirstweekend.com) lists the activities. Chairperson Boren reminded the Commission that she had inquired about holding an all -Valley public art conference. Ms. Schwartz Glickman revisited the idea with the Indio Commission. She also talked to Bill Schinsky who runs the Coachella Valley Arts Center. He is working on another project where an all -Valley wide conference could be incorporated. Ms. Schwartz Glickman will contact the other cities again to see if she gets more interest. Commissioner Hough stated that she has a contact in Santa Fe, New A Art in Public Places Minutes January 14 2015 Mexico who would be interested in participating to share what they do there. Once the interested parties have been notified the Commissioners will get involved to coordinate an event. B. COMMISSION REPORTS No report. XI.
