1. Accept the FY 2015 Emergency Management Performance Grant (EMPG) through the
California Governor's Office of Emergency Services (OES) in the amount of $14,439.
2. Authorize the City Manager to execute all required grant documentation.
Committee Recommendation
The Public Safety Commission did not review this item as the grant application deadline is May
1, 2015, and their next meeting is after this date. Staff will provide an update to the Commission
at the next regularly scheduled meeting.
Strategic Plan Objective
This item is related to the Public Safety and Emergency Services section of the Palm Desert
Strategic Plan, specifically under Priority 3: Help the community become more prepared for
disasters and public safety emergencies. These funds will defray the costs for an enhanced
Emergency Services Program, provided under contract with the Riverside County Office of
Emergency Services. If this is a part-time activity, it will assist in staff training, enhancing the
emergency operations center (EOC), and updating the emergency plan. A fully involved
program in partnership with the City of Indian Wells and identified below, would also assist with
community preparedness activities.
Background
As part of the FY 2015-16 budget staff proposes providing an enhanced Emergency Services
Program for the City of Pam Desert, as part of a contract with the Riverside County Office of
Emergency Services. All three Cove Cities (Palm Desert, Rancho Mirage, and Indian Wells)
discussed sharing the costs for this program. However, the City of Rancho Mirage indicated that
they are not interested in participating at this time, which requires the City of Palm Desert and

Indian Wells to fully fund the program. The full cost of providing staffing for this program is a
maximum of $102,000, but it may be funded at a lower cost depending on qualifications. There
is also an initial startup cost of approximately $57,000 for related equipment (vehicle, radios,
etc.).
Should Indian Wells not partner with the City of Palm Desert, the City may elect to fully or
partially fund the program. A partially funded program would primarily assist with staff training,
EOC readiness, and updating the emergency plan. There would not be the opportunity initially
for community preparedness outreach. As the fiscal impact is the same for both a fully funded
and partially funded program, the first is the preferred option.
Fiscal Impact
The FY 2015 EMPG would help defray the costs of an enhanced Emergency Services Program
by funding staff cost up to $14,439. PASAse note that this is a matching grant program, so the
City would have to expend the sam aro t for full reimbursement.
