Recommendation:
By Minute Motion,
1. Authorize the Mayor to execute a Grant of Easement to Southern
California Edison (SCE) for the Generator Relocation Project;
2. Authorize staff to advertise for bids for the Generator Relocation
Project; and
3. Appropriate $180,000 from Unobligated Fund 450 to Account No. 450-
4164-415-4001, Improvements to City -Owned Facilities.
Strategic Plan Objective
The proposed action will further the goals of the strategic plan by providing a safe area
for residents in the event of power loss during an emergency. This is a key component
of the Public Safety and Emergency Services area of the Strategic Plan.
Background:
As part of the HVAC upgrade at the Sheriff Substation in 2013, the City installed a new
backup generator for emergency power. The new generator was required because the
existing generator was undersized and couldn't handle the new electrical load at the

facility. MRC Engineering (MRC), a local electrical engineering firm, has designed a
plan to relocate the old generator to the Joslyn Senior Center where it could provide a
cool area during an emergency.
The plans have been completed and SCE has reviewed them. In order to bring the
system up to current SCE standards, a transformer must be relocated and an easement
must be granted to SCE to accommodate their infrastructure.
MRC has provided a cost estimate for a contractor to remove the generator from the
substation facility, upgrade the generator system to comply with air quality regulations,
and install the generator at the Joslyn Senior Center. The cost for the work is estimated
at $164,000, and SCE fees would increase the project cost by over $11,000. The fees
charged by SCE are for the upgrades to their electrical system, performed by SCE
contractors, and it is not work that the City can bid out. In addition, staff is requesting
that an additional $5,000 be allocated to cover any unforeseen conditions.
By approving this report, Council is granting SCE an easement to relocate its facilities in
preparation of the generator relocation, and authorizing Public Works to advertise for
bids for the generator relocation project.
Fiscal Analysis:
In addition to the estimated $180,000 cost of the project, the generator will require
periodic maintenance and fees must be paid to the Air Quality Management District.
The cost to operate the generator is estimated to be less than $1,000 per year.

CITY OF PALM DESERT, a municipal corporation (hereinafter referred to as "Grantor"), hereby grants to
SOUTHERN CALIFORNIA EDISON COMPANY, a corporation, its successors and assigns (hereinafter referred to as
"Grantee"), an easement and right of way to construct, use, maintain, operate, alter, add to, repair, replace, reconstruct, inspect
and remove at any time and from time to time underground electrical supply systems and communication systems (hereinafter

ground enclosures, markers and concrete pads and other appurtenant fixtures and equipment necessary or useful for distributing
electrical energy and for transmitting intelligence by electrical means, in, on, over, under, across and along that certain real
property in the County of Riverside, State of California, described as follows:

Grantor agrees for himself, his heirs and assigns, not to erect, place or maintain, nor to permit the erection, placement or
maintenance of any building, planter boxes, earth fill or other structures except walls and fences on the above described real
property. The Grantee, and its contractors, agents and employees, shall have the right to trim or cut tree roots as may endanger
or interfere with said systems and shall have free access to said systems and every part thereof, at all times, for the purpose of
exercising the rights herein granted; provided, however, that in making any excavation on said property of the Grantor, the
Grantee shall make the same in such a manner as will cause the least injury to the surface of the ground around such excavation,
and shall replace the earth so removed by it and restore the surface of the ground to as near the same condition as it was prior to
such excavation as is practicable.
