Recommendation
By Minute Motion,
Approve Martha's Village & Kitchen 2015 Thanksgiving Day 5K Event including
road closures on El Paseo between Highway 74 and Portola Avenue.
Discussion
Martha's Village & Kitchen is requesting to hold their Ninth Annual Thanksgiving Day 5K
Run/Walk on Thursday, November 26, 2015, utilizing the City's certified course on El
Paseo with road closures between Highway 74 and Portola Avenue (see attached traffic
control plan). As a refresher, at its meeting of April 25, 2013, City Council approved a
total of six events that require road closures on El Paseo annually and the Thanksgiving
Day 5K was one of those events. The proceeds of this event allow Martha's Village &
Kitchen to continue providing 225,000 meals to the hungry every year.
Last year's Thanksgiving Day 5K drew over 2,000 participants and 180 volunteers. This
year, the event organizers are anticipating an increase in participants and volunteers in
honor of the organization's 25th anniversary. Staff recently met with the event organizers
and was informed that although Martha's Village and Kitchen was involved in a
concurrent 5K event in Palm Springs last year, this year, the Palm Desert event will be
their only one. Because this event is scheduled for Thanksgiving Day, there will be no
negative impact to the merchants on El Paseo due to a majority of the businesses being
closed for the holiday. As reflected on the attached traffic control plan, for safety

precautions, hard closures will be utilized at all major intersections and sworn police
officers will be required at designated locations along the route.
Fiscal Analysis
There is no fiscal impact to the City associated with this request. Martha's Village &
Kitchen will be responsible for all costs related to the event.
