REQUEST: MEMORANDUM OF UNDERSTANDING FOR OPHELIA
PROJECT SUPPORT

Recommendation
By Minute Motion:
1. Authorize the Mayor to execute the Ophelia Project MOU; and
2. Appropriate $20,000. for FY 2015/16 from the G.F. Unobligated
General Fund Reserve to Account 1104800-438000 for the first
year City commitment to the Ophelia Project in Palm Desert
schools.
Strategic Plan Consistency
Priority 3 in Education:
Create community awareness of, and support for, the building blocks of student
success, including academic, vocational and career success.
Background
The Ophelia Project, founded by Susan Wellman, an educator and mother, recognized
a disconnect between youth and parents in an ever changing social context, or
dysfunctional culture. Therefore, their mission is to empower all members of the
community to recognize and address relational aggression through systemic change in
the social culture or help create safe social places for all children and their parents. The
Ophelia Project utilizes student leadership to make change in schools through the
students themselves.
Focuses of the Ophelia project include:
1. Elimination of bullying.
2. Improve student self esteem and student leadership.

Memorandum of Understanding Contract No- C34560
In consideration of the mutual agreement on the part of all parties, this MOU is made by
and between the City of Palm Desert, John F. Kennedy Memorial Foundation (DBA
Ophelia Project), Desert Sands Unified School District, Palm Desert High School, and
Palm Desert Charter Middle School, for the period of July 1, 2015 through June 30,
2018 (three years).
The Ophelia Project agrees to provide the following, in service of said collaboration:
1. Design and implement programming that support the ideals and philosophy of
the national model of the Ophelia Project.
2. Coordinate and manage team mentoring program at Palm Desert Charter Middle
School.
3. Coordinate and manage team mentoring program at Palm Desert High School.
4. Coordinate and manage COD scholarship/mentoring team to assist Ophelia
senior students in scholarship application process.
5. Fundraise dollars at least equal to or greater than the City of Palm Desert's
financial contribution.
6. Ophelia matching funds will be used exclusively in Coachella Valley schools (as
provided by the match of the City of Palm Desert, page 2).
7. Provide adequate general liability insurance and indemnify the City of Palm
Desert of all liabilities.
Desert Sands Unified School District is aware of the mutual efforts of the City of Palm
Desert, Palm Desert High School, Palm Desert Charter Middle School and the Ophelia
Project in attempt to develop sustainable resources for supporting the Ophelia Project
programming to serve these schools in Palm Desert.
Palm Desert High School agrees to:
1. Using Ophelia Project selection criteria, recommend 30 potential candidates.
2. Provide adequate in -school facilities for the Ophelia Project activities.
3. Provide counselor assigned to Ophelia Project.
4. Provide in -kind services to facilitate Ophelia programs (such as bus
transportation).
5. Permit participating students to be released from class without penalty to attend
the Ophelia Project events and programs.

6. Participate in matching funds efforts to offset the cost of students served in their
school through financial contribution or assisting in the development of Ophelia
Project fundraising strategies.
Palm Desert Charter Middle School agrees to:
1. Using Ophelia Project selection criteria, recommend 20 potential candidates.
2. Provide adequate in -school facilities for the Ophelia Project activities.
3. Provide counselor assigned to Ophelia Project.
4. Provide in -kind services to facilitate Ophelia programs (such as bus
transportation).
5. Permit participating students to be released from class without penalty to attend
the Ophelia Project events and programs.
6. Participate in matching funds efforts to offset the cost of students served in their
school through financial contribution or assisting in the development of Ophelia
Project fundraising strategies.
The City of Palm Desert agrees to:
1. Make a non -binding three-year financial commitment.
2. Commit to $20,000 for the Ophelia Project start-up costs, Year One.
3. Intend to fund Year Two at $10,000 when the Ophelia Project demonstrates at
least $20,000 was raised from other sources in Year One; and
4. Intend to fund Year Three at $5,000 when the Ophelia Project demonstrates that
at least $10,000 was raised from other sources in Year Two.
5. Receive confirmation that the Ophelia Project has raised funds equal or more
than the Palm Desert contribution before funding the following year.
6. Receive confirmation that the Palm Desert contributions were utilized at Palm
Desert schools.
7. Assist, at City's discretion, in development of fundraising strategies in Palm
Desert.
