Gibson, Finance Director Date: July 9, 2015 Contents: Draft Minutes - Outside Agency Committee meeting of June 17, 2015 Recommendation By Minute motion, that the City Council: 1. Approve the award of charitable contributions in the amount of $5,000 to ACT for Multiple Sclerosis (ACT for MS) with associated restrictions and conditions; and 2. Authorize the Mayor to execute agreement with said agency for awarded funding. Background Applications were received and reviewed according to standard annual procedure and the majority were approved at the Council meeting of May 13, 2015. At that meeting, Council requested that the Committee reconsider one of the applications received, ACT for MS, which was not recommended by the Committee for funding. ACT for MS is a locally founded organization and all funding provided would remain in the valley for residents who attend their facility. The Committee reviewed the application and recommends that Council approve a $5,000 award to ACT for MS contingent upon all funding being utilized for the program in Palm Desert. Fiscal Impact Approval of this request will result in the ACT for MS receiving $5,000 as a charitable contribution for FY 2015/2016. Submi by: Paul S. Gibson, Finance Director / Committee Chair Robert Spiegel, Mayor Pro-Tem Susan Marie Weber, Mayor John Wohlmuth, City Manager Also Present Niamh Ortega, Recording Secretary APPROVAL OF MINUTES Absent David J. Erwin, City Attorney MOTION was made by Member Weber to approve as presented the Minutes of the regular meeting of the Outside Agency / Charitable Contributions Funding Committee held on May 13, 2015. Motion was seconded by Member Wohlmuth and carried by a 3-0-1 vote, with, Gibson, Weber and Wohlmuth voting AYE; Spiegel ABSTAIN; Erwin ABSENT. ORAL COMMUNICATION — None. OLD BUSINESS — None. NEW BUSINESS A. REQUESTS FOR OUTSIDE AGENCY FUNDING ACT FOR MULTIPLE SCLEROSIS — Request in the amount of $9,408 Per Council request, this item was brought back to the Committee from the May 13, 2015 meeting for further discussion and reconsideration. The Committee agreed that a recommendation should be put forth to award $5,000 to ACT for Multiple Sclerosis with the caveat that any and all funding awarded be used exclusively within the boundary and facilities in Palm Desert. MOTION was made by Member Spiegel to award funding in the amount of $5,000; $2,500 for aquatic pool therapy and $2,500 for strength training as outlined in the request for funding. Motion was seconded by Member Wohlmuth and carried by a 4-0 vote, with, Gibson, Spiegel, Weber and Wohlmuth voting AYE; Erwin ABSENT. REPORTS AND REMARKS — It was suggested that all agencies receiving Outside Agency funding for FY 2015/2016 be encouraged to utilize Desert Willow as a prospective location for fund-raising events and activities. This request will be incorporated into all cover letters being distributed with the agreements. X. NEXT MEETING DATE — To be determined. XI. ADJOURNMENT MOTION was made by Member Spiegel to adjourn the meeting at 2:11 p.m. Motion was seconded by Member Wohlmuth and carried by a 4-0 vote, with Gibson, Spiegel, Weber and Wohlmuth voting AYE; Erwin ABSENT.
