On June 9, 2015, the City received a request from Comstock Homes requesting a refund of building permit fees from the Building and Safety Department. Discussion: Mr. Robert W. Comstock of Comstock Homes requested in a meeting with the City Manager that Comstock Homes be allowed to enter into a "Third Party Inspection Agreement." This agreement allowed a full time inspector on the site at all times in hopes of accelerating their project (Villa Portofino). The City entered into an agreement with Comstock Homes on March 21, 2014, which allowed Comstock Homes to acquire the services of Willdan Engineering to provide third party inspection services for the Villa Portofino project. Staff Report — Building Permit Refund Comstock Homes Page two July 9, 2015 The fees that are being refunded are only those fees that were collected to cover building inspections.
