Background In 2010, the Coachella Valley Water District (CVWD) implemented tiered water rates that penalize excessive water use by charging higher rates for higher usage. There are 5 Tier categories with Tier 1 being "Excellent" and Tier 5 being "Wasteful." Since that rate structure went into effect, the Landscape Services Division has been working to increase efficiency of water use in the landscaped areas maintained by the City. In April 2015, with snowpack water content at a record low of 5 percent of average, Governor Brown directed the State Water Board to implement mandatory statewide water reductions to reduce potable urban water usage by 25 percent. However, urban water suppliers were assigned a conservation standard that ranged up to 36 percent depending on the number of customers. CVWD is among the water districts being required to reduce domestic water use by the maximum of 36 percent. In May of 2015, CVWD announced that beginning July 1, 2015, a Tier 2 Drought Penalty would be implemented for customers that fail to reduce their outdoor water budget by 36 percent. Since the announcement, staff has implemented measures to reduce irrigation by the required percentage and achieve the highest level of efficiency without drastically affecting the City's landscape. The water bills for July have been received and 92 percent of the City's areas are within the "Tier 2: Up to 64 percent" category, and only 6 percent fall under the "Tier 2: Above 64 percent" category. This results in an overall water savings of 32 percent. This is Staff Report Informational item — Water Conservation August 27, 2015 Page 2 of 2 exceptional considering the large area staff has to monitor and the short amount of time given to achieve reductions. Additionally, over the past several years staff had already been making adjustments in order to reduce water usage. This efficiency has been achieved through monthly monitoring of water usage, and staff being able to immediately make repairs and adjustments. Staff continues to work toward achieving the full 36 percent mandated reduction. Fiscal Analysis There is no fiscal impact associated with this action.
