Recommendation
By Minute Motion, ratify submittal of grant application to Mobile Source Air Pollution
Reduction Review Committee (MSRC) Clean Transportation Funding, Local Government
Match Program in the total project amount of $112,000 ($56,000 grant request and $56,000
other agency/City funding).
Executive Summa
The South Coast Air Quality Management District (SCAQMD) Governing Board approved Clean
Fuel Connection, Inc., in partnership with eVgo, to install and maintain 20 DC Fast Chargers as
the building block to an eventual statewide network of DC Fast Chargers across California.
SCAQMD staff approached the City to determine its interest in participating in the program. The
City agreed to participate as it would not only expand the City's program to provide charging
stations throughout the city, but will also add a unique asset to the Electric Vehicle Charging
Station Facility making Palm Desert one of very few select communities to be able to offer the
use of a DC Fast Charger. SCAQMD awarded Clean Fuel Connection $46,000 per site to
install the DC Fast Chargers; however, in order to move the project forward, additional funding
was required. As a result, City staff submitted a grant application to MSRC requesting the
additional funds necessary to complete the project.
Discussion
SCAQMD awarded funding to Clean Fuel Connection, Inc. (Contractor) to install 20 DC Fast
Chargers. Staff met with Clean Fuel Connection and Southern California Edison (SCE) to
commence with initial project and budget assessment. Based on site conditions and project
needs, the proposed budget was determined. Since SCAQMD's award to the Contractor only
allowed $46,000 per site, additional funding was necessary. MSRC's Local Government Match
Grant Program funding cycle was open and installation of electric vehicle chargers was eligible
for funding. As a result, staff submitted a grant application to MSRC, which was due on
September 3, 2015, prior to City Council's September 10, 2015, meeting. The total project

budget is $112,000 (breakdown: $46,000 from SCAQMD/Clean Fuel Connection, Inc., $10,000
from the City's AB2766 Fund, and $56,000 from MSRC, if approved).
If the City is awarded MSRC grant funding, the next step will be to meet with Clean Fuel
Connection to discuss installation and construction relative to the project, as well as the on-
going operating agreement for the charger. Once these details have been ironed out, staff will
return to City Council for review and approval of the project and award of contract.
The DC Fast Charger will be a single use unit located at the west end of the Electric Vehicle
Charging Station at the Palm Desert Civic Center. The charger has the capability to provide a
full charge to most vehicles in approximately 30 minutes, versus 6 to 8 hours with the level II
chargers. The intent is that users will pay a minimal fee to offset the cost of electricity used
through a software system that has the ability to track and monitor use and accept payment.
The charger will be set up as revenue neutral initially with the ability to increase the fee at a later
date. In order to determine electrical use by users, a separate SCE meter will be installed as
part of the project.
