SUBMITTED BY: Stephen Y. Aryan, Risk Manager, City of Palm Desert DATE: October 22, 2015 Recommendation By minute motion, approve implementation of a biennial sponsorship for the Palm Desert Police Explorer Program, in the amount of $13,800. Commission Action The Palm Desert Public Safety Commission approved this matter at their October 14, 2015, meeting. The Cove Communities Services Commission is scheduled to review this item at the time this report was prepared, so no action can currently be reported. Background The Palm Desert Explorer Program is part of the Learning for Life Division of the Boy Scouts of America. It was designed to allow youth between the ages of fourteen and twenty-one years of age to "Explore" the field of law enforcement. This goal is accomplished by exposing participants to the workings of the Sheriff's Department through "ride alongs", community activities, and scenario -based training, as well as competitions. The Palm Desert Explorer Program is a non-profit 501 (C) (3) tax exempt organization and serves the Cove Communities since the inception of the Palm Desert Sheriff Station in 1990. The explorers are active in volunteering their services at various local events, including, but not limited to, the annual Palm Desert Golf Cart Parade, the Fourth of July celebration, BNP Paribas Open, and they also deploy the McGruff the Crime Dog at various schools in the Cove Communities. Staff recommends approval of implementing and funding this explorer program. Staff Report: Palm Desert Explorers Program October 22, 2015 Page 2 of 2 Fiscal Analysis The Sheriff's Department recommends that each year the Cove Communities contribute a combined total of $20,000 that will go towards the two-year sponsorship of the explorer program. The funds provided by each city would be determined by using the current Cove Commission formula of 69% Palm Desert ($13,800.00), 24% Rancho Mirage ($4,800.00) and 7% Indian Wells ($1,400.00). Sheriff Department officials state that this funding scenario should be sufficient to allow this program to continue for the next two years.
