Approve Saturday, January 9, 2016, date for the Palm Springs Art Museum in Palm Desert's Galen New Year's Resolution 5K Color Run; and 2. Approve course map to include road closures on Painters Path (from El Paseo to Fred Waring Dr. — behind Desert Crossing) and Edgehill (from El Paseo to Cahuilla Hills Park). Discussion The Palm Springs Art Museum in Palm Desert is requesting to hold their third annual New Year's Resolution 5K event on Saturday, January 9, 2016, from 8 a.m. to 2 p.m., utilizing the course outlined on the attached map to include road closures on Painters Path (from El Paseo to Fred Waring Dr. — behind Desert Crossing) and Edgehill (from El Paseo to Cahuilla Hills Park). This event is slotted to be the Museum's signature "First Weekend" event for January, and will include family friendly art activities in the Sculpture Garden after the 5K. Last year the event saw 700 attendees; this year, Museum staff anticipates 1,000 attendees, with all proceeds benefitting the Museum's community and educational programs. The course (see attached map) is identical to what was approved by City Council and utilized for the last two events which had minimal impact to residential and business areas along the route. For those residents and businesses that were directly affected by the course (i.e. approximately 16 homes at the top west side of Edgehill, those in the Vista Paseo Community, four homes south of the Desert Cities Baptist Church, and businesses in the Desert Crossing Shopping Center), Museum staff provided notification of the event and mitigated any issues by personally working with them to find resolution. Additionally, alternate parking was made available for those wishing to utilize the Bump and Grind Trailhead the morning of the event. As for this event, staff will require the applicant to take these same measures, as well as any others identified to assure that the event has minimal impact to residents and businesses along the route. One requirement will be to post signs along Painters Path at least 48 hours in advance of the event notifying the public of alternate parking for the Bump and Grind Trailhead the morning of the event. With regard to road closures, staff recommends that the same traffic control timeline be STAFF REPORT 2016 GALEN NEW YEAR'S RESOLUTION 5K COLOR RUN OCTOBER 22, 2015 PAGE 2 utilized again this year, i.e. set-up of traffic control to begin at 5:30 a.m. with full clean-up by noon. The actual race time will be from 8 a.m. to 10 a.m. and Tops N' Barricades will open the roads as soon as all participants clear the course. While the event set-up, start, and clean-up times and course remain the same as in years past, the applicant is requesting permission to post five color throwing stations along the course this year (see attached map for locations), thereby making this a "color run". The applicant indicated that all stations will avoid residential and commercial buildings and will be manned by volunteers and staff. It was also noted that the color used will be "washable" and that all stations will be contained, meaning that no individual color packets will be distributed. With regard to clean-up, the applicant is currently researching costs for a professional clean-up crew experienced in cleaning up after color runs to come through after the event to remove any traces of color left behind. Note: the applicant conveyed that if they cannot determine a cost effective and efficient clean up option, the color run element of the 5K will have to be eliminated. Staff recommends approval of the Galen New Year's Resolution 5K Color Run on Saturday, January 9, 2016, and course map to include road closures on Painters Path (from El Paseo to Fred Waring Dr. — behind Desert Crossing) and Edgehill (from El Paseo to Cahuilla Hills Park). Fiscal Analysis There is no fiscal impact related to this event as all costs will be covered by the Palm Springs Art Museum.
