Recommendation
By minute motion, recommend that the Palm Desert City Council:
Approve the purchase of a new ambulance, from Frazer, Ltd. (Houston, TX) in an
amount not to exceed $170,000 and authorize the designation of Frazer as a
sole source vendor.
2. Authorize out of state travel for one Fire Department representative to travel to
Houston, Texas, to inspect and deliver the new medic unit.
3. Authorize staff to designate the existing Medic Unit 267 (1997 E-One
Ambulance) as surplus and donate to Riverside County for training purposes.
4. Appropriate $170,000 from the Unobligated Equipment Replacement Fund to
Account No. 530-4195-4403000 for the purchase of a new Palm Desert Medic Unit.
Commission Action
The Palm Desert Public Safety Commission approved this matter at their October 14,
2015, meeting.
Strategic Plan Objective
This matter is related to the Public Safety and Emergency Services section of the Palm
Desert Strategic Plan, specifically under Priority 1: Enhance the Delivery of Public
Safety Services. The priority's strategy is to expand the existing superlative services
provided by the fire and police departments to address future growth and safety
concerns. One of the action steps is to identify Public Safety needs including new
equipment.

Background
Prior to 2009, the City owned and operated three medic units that are housed at the
three Palm Desert Fire Stations. In 2009, the City staffed a fourth front line ambulance
utilizing an older reserve vehicle. This unit was placed at Indian Wells Fire Station 55 to
serve the eastern portion of Palm Desert. A new vehicle was not purchased at that
time, as the City was in the middle of testing a prototype CNG ambulance, and awaiting
the outcome of that evaluation. It was eventually determined that the CNG ambulance
was not a feasible option.
At the time, the City of Indian Wells had an older ambulance they were selling as
surplus. The unit was a 1997 ambulance manufactured by "E-One". The City
negotiated with Indian Wells and purchased this unit as a stop gap to utilize in reserve
capacity, until a new ambulance was ordered. The last new City ambulance was
ordered in 2012, when the 1997 unit was placed into reserve status. It is currently
recommended that this 1997 reserve unit be removed from service for several reasons,
including:
• Current age of the unit is 18 years old, which is substantially older than the other
units and a different manufacturer.
• Unit is showing excessive signs of wear and tear.
• This older type of ambulance module is does not meet current design and
industry safety standards designated by the Fire Department.
• The air conditioning/heating system runs off of the vehicles system, is unreliable
and maintenance/repair are costly. This also causes lengthy down time for
repairs.
Once the new ambulance is built, it will replace Palm Desert Medic 33 housed at Palm
Desert Station No. 33 (Town Center Way) and serve downtown Palm Desert. The
current Medic Unit 33 will then be placed into reserve status as Palm Desert Reserve
Medic 267, with the previous one (the 1997 E-One ambulance) designated as surplus.
Disposition of 1997 Medic Unit
The Fire Department recommends that the current Reserve Medic 267 be designated
as surplus and donated to the Riverside County Fire Department to be used as a driver
training platform. This would benefit the city because several times a year a current
reserve ambulance is sent to the training center, to be utilized in the mandatory
Emergency Vehicle Operations Course that is given to new employees. An alternate
option would be to sell the vehicle at auction, which would likely sell for approximately
$3,000. By utilizing it as a training vehicle, it would enhance the knowledge of current
and future Palm Desert Fire personnel in safe vehicle operations.
Sole Source Vendor
Over the years, the City purchased solely Frazer manufactured ambulances. These
self-contained units have a generator that powers the ambulance module including the
independent air conditioning unit that can be replaced quickly with less than an hour of
downtime.

This manufacturer also provides the ability to remount the existing ambulance module
on a new chassis. The ambulance module is refurbished as needed (new floor,
cabinets, latches, etc.) then remounted. This action amounts to a savings of
approximately $50,000 over the cost of replacing a medic unit with an entire new
ambulance. The Fire Department indicated that they would like to have Frazer, Ltd.
Designated as a sole source vendor for the aforementioned reasons. Staff respectfully
recommends City Council approval for the purchase of a new ambulance from Frazer,
Ltd., in an amount not to exceed $170,000.
Fiscal Analysis
The cost to replace Medic Unit No. 33 with a new 2015 Type I Ambulance from Frazer
Ambulance is estimate not to exceed $170,000 (includes travel and delivery costs). An
appropriation is required from the Unobligated Equipment Replacement Fund

Re: Sole Source Purchase Justification — Ambulance
The Fire Department is recommending the sole source purchase of a specified ambulance
from Frazer Ltd, Houston Texas. The following justifications are provided in support of this
purchase.
• Only known manufacturer of this product:
Based on extensive research, Frazer is the only manufacturer of an ambulance that has a
generator powered patient care module. In this design, all electrical for lighting, air-
conditioning, on -board medical equipment, as well as all sirens and warning lights are
powered by a separate on -board generator. In other traditional ambulances, power is derived
from the engine -driven alternator. This is often inadequate, and has proven to be unreliable,
and prone to breakdown — especially in our desert climate. Additionally, these units have a
separate 1 ton heavy duty, residential -style air conditioning module which has proven
effective in our desert heat. The ability to connect these units to a shore line while in quarters
allows us to respond with a pre -cooled unit which is important for the medications and fluids
we carry.
• Compatibility to existing ambulance fleet:
The cities of Palm Desert, Rancho Mirage, Indian Wells and Indio have been purchasing
Frazer ambulances since 1999. Currently there are 17 ambulances in the fleet, of which 16
are Frazer ambulances. Standardization provides operational benefits in the form of common
layout, uniform storage of supplies and ease of use by Paramedics under stressful situations.
Maintenance issues are improved via a standardization of parts, allowing a ready inventory of
spares. Familiarity of systems and equipment also produces a reduction in repair time by
mechanics.
• Cost savings:
The purchase of the Frazer Type I ambulance aids in future savings to the partner cities, as
these ambulances are designed for the patient compartment to be refurbished
and remounted on a new chassis as replacement cycles are reached. Once the unit has
become worn out, the department will only need to remount the patient compartment instead
of replacing the entire ambulance, therefore reducing the ambulance replacement by
approximately 33%, while producing a product that is essentially new. This is done by the
replacement of the cab/chassis with a brand new one, and the removal and complete
refurbishment of the patient care compartment.
• Consequences of not securing this specific item:
A. The loss of generator powered, commercial air conditioning units as part of the integrated
ambulance specification.
B. The inability to remount the ambulance box on a new chassis in thefuture.
C. Possible increase in repair costs.
D. Possible increase in out of service time for repairs.
E. The lack of a standard for ambulances within the department.
In summary, the desert climate we operate in is unique compared with many areas of the
United States. The harsh summer weather puts an incredible burden on air conditioning and
electrical systems of ambulances. The proper functioning of the ambulance in general, and
these systems specifically are critical to our emergency response, care and treatment of our
residents. Through our extensive history and use, the Frazer Units have been determined to
meet our needs and provide reliable service. We recommend the continued sole source
purchase of these vehicles.

Proposal:
Replace Medic 267 [VIN# 1 FDKF37F1 VEA83933] with a new 2015 Type I Frazer
Ambulance.
Background:
In 2009 the City staffed a fourth front line ambulance utilizing an older reserve vehicle. This
unit was placed at Indian Wells Fire Station 55 to serve the eastern portion of Palm Desert.
A new vehicle was not purchased at that time, as the City was in the middle of testing a
prototype CNG ambulance, and awaiting the outcome of that evaluation. It was eventually
determined that the CNG ambulance was not a feasible option.
By placing a reserve unit in frontline service, the City would have been left with only one unit
as a back-up to four front line units. Based on both local and industry experience, it was
recognized that this was insufficient. (We recommend no less than 1 reserve for every 2
front line ambulances). Fortunately at that time the City of Indian Wells had an old
ambulance in their "bone -yard" they were preparing to sell as surplus. The unit was a 1997
ambulance manufactured by "E-Ones. The City negotiated with Indian Wells and purchased
this unit as a stop gap to utilize as a reserve until the new ambulance was ordered. As such
we need to move forward with our ambulance purchase previously slated for FY 13/14.
It is recommended that this unit be replaced for several reasons:
• Unit is a 1997 Ford F350 chassis, current mileage of 63,057 with an E-One patient
compartment build up (module). Current age of the unit is 18 years old — which is
substantially older than the other units and a different manufacturer.
• This unit is showing excessive signs of wear and tear.
• Time spent in shop was excessive at 36 days. This was less than a 1 to 3 ratio when
compared to in service days. This unit has been utilized as a front line ambulance for
a total of 82 days last year. This unit was also staffed for special events and crossed
staffed by station 50 personnel when all the other ambulances are unavailable for
response (Surge Capacity).
• This older type of ambulance module is does not meet current design and industry
safety standards.
• The air conditioning/heating system runs off of the vehicles system, is unreliable and
maintenance/repair are costly. This also causes lengthy down time for repairs.
Once this ambulance is built, it will replace medic 33 at Palm Desert station 33 to operate as
the front line paramedic ambulance for the Town Center area of Palm Desert. Medic 33
[VIN# 1GB3COCL7CG214709] is currently in service as a front line paramedic ambulance
with its primary response area being the Town Center area of the city and is housed out of
Town Center station 33. Medic 33 is a 2012 Chevy 3500 with a Frazer Ambulance buildup.
This unit has a total of 55,240 miles and will be placed into reserve status for the city as
Medic 267.
Over the years, the city has purchased several Frazer Ambulances. These self-contained
units have a generator that powers the ambulance module including the independent air
conditioning unit that can be replaced quickly with less than an hour of downtime. This
manufacturer also provides the ability to remount the existing ambulance module on a new
chassis. The ambulance module is refurbished as needed (new floor, cabinets, latches, etc.)
then remounted. In the future this amounts to a savings of $35,000 or greater over the cost of
replacing with an entire new ambulance providing a significant reduction in ambulance
replacement cost.
Disposition of Surplus Vehicle
It is the recommendation of the Fire Department that the current M267 be placed in surplus
and donated to the Riverside County Fire Department to be used as a driver training
platform. The vehicle still operates well it is up to current standards for patient and employee
safety standards in the patient compartment. This would benefit the city because several
times a year we send a current reserve ambulance to the training center to be utilized in the
mandatory Emergency Vehicle Operations Course that is given to new employees. Based on
our research the value of the ambulance at auction would be less than $2000-3000. By
utilizing it in training it would be utilized to train current and future Palm Desert Fire personnel
in safe vehicle operations, thus reducing liability to the city. If donated all further costs of
maintenance would be borne by the County Fire Department once the vehicle is signed over.
Recommendation:
Replace medic unit 267 with a new 2015 Type I ambulance to be mounted on a new Dodge
4500 high efficiency Diesel chassis by Frazer LTD. Place in service as M33.
