Recommendation
By Minute Motion,
1. Award Contract No. C34440 to the Lowest Responsible Bidder
for the Civic Center Turf Reduction Phase I Project; and
2. Authorize the Mayor to execute the same.
Funds are available in Account No. 4004614-4391501, Culture and Recreation -Water
Conservation and in Fund 400 unobligated Capitol Reserve Fund.
Background
On October 8, 2015, City Council rejected all bids for the Civic Center Turf Reduction
Phase I, and authorized staff to rebid the project. The project was advertised on
October 9, 2015 with a bid opening scheduled for October 20, 2015. This does not
permit time for staff to prepare a staff report with a contractor recommendation;
however, a memo will be presented to the City Council meeting on October 22, 2015,
recapping the bids received with a recommendation at that time.
Timing of the bid opening was scheduled due to the availability of Coachella Valley
Water District (CVWD) rebate funds. Staff successfully applied for a rebate of one
dollar per square foot of turf removed. The rebate requires the work to be performed
within ninety days of approval, August 25, 2015, with the possibility of one 30-day
extension, which we have been granted. The contract schedule will meet this deadline,
with an absolute completion date of December 22, 2015.

Fiscal Analysis
The initial cost of the contract will be paid through budgeted funds in the Culture and
Recreation -Water Conservation Fund. We are reducing the turf area by approximately
15,000 square feet, for which CVWD will reimburse the City $1.00 per square foot of
actual removal. The turf area is being replaced with low water use plant material and
inorganic material, reducing the overall water bill. The maintenance cost will remain
about the same.
