Glickman, Management Analyst DATE: November 12, 2015 CONTENTS: Draft Request for Qualifications Recommendation By Minute Motion, approve commissioning an artist to create a design to be painted on the set of two traffic signal cabinets on the northwest comer of Fred Waring Drive and Portola Avenue. Commission Recommendation At its meeting of October 14, 2015, the Art in Public Places (AIPP) Commission recommended approval with a 6-0-0 vote, with Commissioner Megan Miller absent, to commission an artist to paint a design on the set of two (2) traffic signal cabinets on the northwest corner of Fred Waring Drive and Portola Avenue. Executive Summary Since 2007, the City of Palm Desert has commissioned or received a donation to paint a design on eight (8) single or sets of traffic signal cabinets throughout Palm Desert. The program of painting designs on traffic signal cabinets has been well received by the community, and therefore staff would like to proceed with commissioning an artist to paint a design on the set of two (2) traffic signal cabinets on the northwest corner of Fred Waring Drive and Portola Avenue. In order to attract interested artists to apply for the project, staff would send out a Request for Qualifications. From the submitted qualifications, the Commission would be asked to narrow the selection to up to three (3) finalists who would be paid an honorarium of $100.00 each to create a proposal. Staff will request that of the artist that the proposals relate to the area around the signal cabinets. These proposals would be brought before the Commission and City Council for design review and approval. The selected artist would receive $1,500.00 to complete the project. Glickman, Management Analyst Department Head: Tony Bagato, Adting Director of Community Development M/k, w9aw Paul'tibson, Director of Finance Request for Qualifications 6 Public Artwork for Traffic Signal Cabinets DEADLINE FOR ENTRIES Thursday, January 7, 2016 at 4:00 p.m. ABOUT THE COMMISSION: The City of Palm Desert is seeking an artist to create artwork to be painted on the set of traffic signal cabinets on the northwest corner of Fred Waring Drive and Portola Avenue. The painting of the traffic signal cabinets is intended to compliment the area's already existing sculpture and painted traffic signal cabinet program. MATERIALS: Artists will be required to provide their own materials and are requested to use One Shot paint or any material of their choosing upon approval by the City. The City will perform the preparatory work on the cabinets prior to the painting. SUBMITTAL DEADLINE: The deadline for entries is Thursday, January 7, 2016 at 4:00 p.m. (receipt deadline) PROJECT BUDGET: • $1,500 for the painting of both cabinets ELIGIBILITY: Open to artists in the Coachella Valley and surrounding area. Artists will adhere to insurance requirements as required by the City's Risk Manager. FINALISTS: Up to three (3) finalists will be selected to receive a $100 honorarium each to create a proposal. SUBMITTALS: A current resume or CV, including current contact information. Up to 10 images of past work in jpeg format on CD, flash drive, or jpegs and a corresponding image list.
