Recommendation
By Minute Motion, approve commissioning an artist to create a design for
a vinyl wrap to be placed on the set of two traffic signal cabinets on the
southeast corner of Magnesia Falls Drive and Portola Avenue.
Commission Recommendation
At its meeting of October 14, 2015, the Art in Public Places (AIPP) Commission
recommended with a 6-0-0 vote, with Commissioner Megan Miller absent, to
commission an artist to create artwork for a vinyl wrap to be placed on the set of two (2)
traffic signal cabinets on the southeast corner of Magnesia Falls Drive and Portola
Avenue.
Executive Summary
Since 2007, the City of Palm Desert has commissioned or received a donation to paint a
design on eight (8) single or sets of traffic signal cabinets. The program has been well
received and therefore staff would like to proceed with commissioning an artist to work
on the set of two (2) traffic signal cabinets on the southeast corner of Magnesia Falls
Drive and Portola Avenue. Traditionally, Palm Desert has commissioned artists to paint
their artwork directly onto the traffic signal cabinets, but other cities have had positive
experiences with purchasing the rights to an artist's design and having it transferred
onto a vinyl wrap that is printed and installed on the cabinet. Staff is suggesting trying
this method for the set of cabinets at the aforementioned location.
In order to attract interested artists to apply for the project, staff would send out a
Request for Qualifications. From the submitted qualifications, the Commission would be
asked to select one (1) finalist who would work with students at Lincoln Elementary

School or its afterschool program in two (2) or three (3) workshops to create up either
two (2) or three (3) design proposals. The selected artist would be paid $750 for the
proposals, which would be brought before the Commission and City Council for design
review and approval. Staff would manage the coordination and installation of the vinyl
wraps, which are estimated to cost between $1,000 and $1,500.
Fiscal Analysis
Funds are available in Account Number 4364650-4400100. No General Fund money
will be expended.

Public Artwork for Traffic Signal Cabinets
DEADLINE FOR ENTRIES
Thursday, January 7, 2016 at 4:00 p.m.
ABOUT THE COMMISSION:
The City of Palm Desert is seeking an artist to create artwork for the set of two traffic
signal cabinets located on the northeast corner of Magnesia Falls Drive and Portola
Avenue. The selected artist will be required to host two (2) to three (3) workshops with
students to create two (2) to three (3) design proposals for the cabinets, from which the
City's Art in Public Places Commission and City Council will select the final design. The
selected artist will provide the City with a high resolution digital image of the original
artwork from which the City will facilitate the fabrication and installation of the vinyl wrap.
MATERIALS:
The selected artist will be required to provide his or her own materials for the workshops
and creation of the original artwork.
SUBMITTAL DEADLINE:
The receipt deadline for entries is Thursday, January 7, 2016 at 4:00 p.m. This is a
receipt deadline.
PROJECT BUDGET:
• $750 for the workshops, proposals, and final artwork in digital form.
ELIGIBILITY:
Open to artists in the Coachella Valley and surrounding area. Artists will adhere to
insurance requirements as required by the City's Risk Manager. In order to work with
students as required, the selected artist must receive clearance from the school district
or appropriate after school program to work with the students.

• A current resume or CV, including experience, if any, working with students and
current contact information.
• Up to 10 images of past work in jpeg format either on CD, flash drive, or via
email, and a corresponding image list.
