Recommendation
By Minute Motion:
1. Appropriate funds in an amount not to exceed $7,750 for street closures
and special event insurance for the Swing N' Hops Street Party from the
Unobligated General Fund to Account Number 1104417-4321900;
2. Authorize the City Manager to execute any agreements related to street
closures and special event insurance for the Swing N' Hops Street Party
in an amount not to exceed $7,750.
Executive Summary
Swing N' Hops Street Party is an event designed to elevate First Weekend programing to
include larger scale events than in previous years, while testing out the block of El Paseo
between San Pablo Avenue and Larkspur Lane as a special event space. The event is
intended to attract the local community as well as bring in visitors from throughout the
region. To increase marketing capabilities, the event will bring in partners whose products
and services will help create a fun, festive atmosphere at the Swing N' Hops Street Party,
as well as supply the event with diverse outreach opportunities through each individual
organization's marketing programs and outreach.
On July 9, 2015, City Council approved the closing of El Paseo between San Pablo Avenue
and Larkspur Lane, the consumption of alcoholic beverages on City -owned property, and
established a budget for a First Weekend event, now entitled Swing N' Hops, to be held on
Saturday, February 6, 2016 from noon — 4 p.m. At its meeting of August 27, 2015, City
Council approved an Informational Report on the updated details of the event, which
included the updated name and change of focus of the event from a Mod theme to a swing
dance theme. Swing N' Hops Street Party will include two craft beer gardens; entertainment
by the Jennifer Keith Quintet, a regionally recognized swing band; interactive art by the
Coachella Valley Art Scene; food booths; a classic car show with cars from the 1920s —
1940s; a swing dance party complete with instruction; and era specific fashion.

In both of the previous reports, staff indicated that it would be returning to City Council for
an appropriation of funds for street closures. After inquiring, staff estimates that the cost of
the closures will not exceed $2,750. In addition to the appropriation for street closures, staff
is requesting up to $5,000 for special event insurance. The exact cost of special event
insurance is not available at this time, due to the insurance company's timing in their cost
estimating. The estimated cost was configured by the City's Risk Manager using past
special event insurance as a guideline.
Fiscal Analysis
Funding for this project is not currently budgeted and staff requests an appropriation by the
City Council from the Unobligated General Fund in the amount of $7,750 for Swing N' Hops
in Account Number 1104417-4321900.
