Notice of Public Hearing 2. Mailing List Recommendation By Minute Motion: 1. Open the Public Hearing and receive public comment relative to the FY 2016/2017 Community Development Block Grant (CDBG) Cycle and development of the One -Year Action Plan; and 2. Open the Community Development Block Grant (CDBG) Application Process for FY 2016/2017. No further action is required at this time. Background The City's Community Development Block Grant (CDBG) is entering its fourteenth (14tn) year as a Direct Entitlement Jurisdiction with the U.S. Department of Housing and Urban Development (HUD). In order to commence with development of the City's FY 2016/2017 One -Year Action Plan and accept applications for the upcoming year, City Council must conduct a public hearing to receive comments from the general public. This process will officially open the FY 2016/2017 (42"d Year) Cycle of the CDBG Program that will culminate with recommendations for grant awards by the Outside Agency Funding Committee to City Council as well as approval of the One -Year Action Plan. The City of Palm Desert's CDBG allocation will not be known until the U.S. Department of Housing and Urban Development (HUD) approves the Federal budget. Since jurisdictions are required to commence with their annual process regardless of whether or not the Federal budget has been approved, HUD recommends that cities move forward with the annual process and base their funding on the previous year's allocation. As a result, staff is moving forward with the annual process and estimating STAFF REPORT APPROVAL FOR COMMENCEMENT OF THE FY 2016/2017 COMMUNITY DEVELOPMENT BLOCK GRANT (CDBG) ONE-YEAR ACTION PLAN AND GRANT APPLICATION PROCESS DECEMBER 10, 2015 PAGE 2 the FY 2016/2017 CDBG funding level based on the previous year's allocation of $269,514. If the City is not notified of its allocation prior to grant award recommendations to City Council in mid -May, awards will be modified as outlined by the Outside Agency Funding Committee, if necessary. Each year the City mails a letter notifying agencies of the CDBG process and meeting dates. As a result, the letter was mailed to 99 organizations included on the City's CDBG mailing list (attached) as prospective sub -recipients. Potential sub -recipients were informed that the CDBG application is available on the City's website or by contacting the City to request that a hard copy be mailed. Included with the letter were a copy of the Notice of Public Hearing for December 10, 2015, and the Needs Assessment, which allows organizations and agencies an opportunity to attend the City Council meeting to make comments or to submit written comments by means of the Needs Assessment. In addition, a copy of the Community Meeting Notice scheduled for January 8, 2016, was included. Those present at the City Council meeting and Community Meeting will be able to provide input on projects and programs that address community needs in the short and long-term and on the development of the CDBG One - Year Action Plan. All CDBG applications will be accepted and reviewed by the Outside Agency Funding Committee with recommendations submitted to City Council for final review and approval. Anyone interested in participating in the development of the Action Plan is encouraged to attend the meeting or contact the designated City staff person. The City Council will also open the grant application process to consider proposals for FY 2016/2017 Community Development Block Grant (42"d Year) Cycle and receive public comment relative to all items pursuant to the City's Citizen Participation Plan process. The hearing will be held in the Palm Desert Civic Center, Council Chambers located at 73-510 Fred Waring Drive, Palm Desert. The City, as part of the current Consolidated Plan process completed a Needs Assessment which is available to assist in providing public comment for those that may not be able to attend the meeting. If desired, a copy may be requested from the City of Palm Desert's Special Programs Department. Projects that are eligible to receive funding are those, which benefit the very low to low, and moderate -income population within the community such as seniors, developmentally disabled, victims of domestic violence, homeless, etc. Programs and projects such as park development, public facilities improvements or repairs, energy efficiency projects, housing, and community service programs are eligible. Funds are awarded based on the following breakdown (1) 65% of CDBG funds are awarded to capital improvement and housing types projects; (2) 15% is awarded to community service programs; and (3) 20% administrative.
