By Minute Motion, direct staff to proceed with the approach as proposed in the Haystack Road Traffic Calming and Safety Study. Strategic Plan While the Traffic Operations and Capacity Improvements project is an on -going maintenance activity and is not a specific objective of the Strategic Plan, maintaining the City's roadways by making necessary adjustments to traffic operations and intersection capacity improvements is an essential function of the City of Palm Desert (City) for safety and roadway connectivity. Background Residents who live along Haystack Road and in the adjacent neighborhoods have expressed concerns to the City Council about traffic speeds and safety along Haystack Road. In response, the City Council commissioned the Haystack Traffic Calming and Safety Study to analyze solutions to make Haystack Road safer for motorists, pedestrians, golf carts, and bicycles (Project). On May 13, 2021, City Council awarded Amendment No. 1 for Contract No. C37870A in the amount of $99,897.00 to KOA Corporation of Monterey Park, California, for Design Services for the Haystack Road Traffic Calming and Safety Improvements (Project No. 667-21). In an effort to proactively address safety and speed concerns on Haystack Road, the City has already installed six speed feedback signs along Haystack Road and engaged the Sheriff's Department for increased speed enforcement along the corridor. Between June and August, the Sheriff's Department reported 36 traffic stops on Haystack Road, 19 of which were for speed violations. Nearly two-thirds of the citations issued were to residents that live within five to six blocks of Haystack Road. The City will continue to monitor speed data collected from the speed feedback signs and share data with the Sheriff's Department to coordinate continued police presence during periods when the greatest speeding issues are observed. November 18, 2021 - Staff Report Request Direction for Haystack Road Traffic Calming and Safety Improvements Page 2 of 4 Stakeholder and Public Input The project team identified and engaged with community members from the neighborhoods located along Haystack Road and other community members interested in the Project. The City of Palm Desert hosted three community meetings during the time the study was being completed. In addition, a project website was developed and was made available for all persons to review study materials and provide input. Outreach meetings were held as follows: Mav 4. 2021 - Community Meeting #1: The project team introduced community members to the project and facilitated a group discussion focused on corridor safety. July 20, 2021 — Community Meeting #2: The project team described the types of solutions that could be used to address issues on Haystack Road. City staff facilitated a group discussion focused on the potential solutions presented in the meeting. October 18, 2021 — Community Meeting #3: The project team presented the recommended solutions based on their analysis and feedback received from the community in the previous two meetings. The consultant also maintained a project website, www.haystack.com, for stakeholders to stay informed and remain engaged. Community meeting presentations and meeting recordings have been posted on the website for those who could not attend the meetings. In addition, the consultant developed a web -based mapping tool and a survey posted on the website to capture additional stakeholder input. Discussion The consultant has prepared the Haystack Road Traffic Calming and Safety Study with the objective to address high travel speeds, intersection safety, pedestrian, bicycle, and golf cart safety. The study contains the following: • A summary of existing conditions along the Haystack Road corridor • A summary of stakeholder engagement • General transportation improvements that may address issues associated with intersection safety, speed management, pedestrian improvements, and bicycle improvements • Proposed implementation plan — priority approach based on effectiveness, durability, cost, and timing The following table summarizes the recommended priorities and fiscal year to implement improvements to achieve the project goals of reducing speeds (e.g., a reduction in posted speed limit of 5 — 10 MPH), improving intersection safety (e.g., reduction in crashes), and increasing accommodation for bicycles and pedestrians in the corridor. Estimates to be refined during design. It is important to note that all the priority improvements may not be necessary to achieve the Project objectives. Implementation of the Project is proposed as an iterative process of implementing specific improvements, evaluating their effectiveness, and determining if Project objectives are achieved, or if an issue persists, implement additional improvements until Project objectives are achieved. The project team will continue to engage the stakeholders during Project implementation. Recommendation Staff recommends that the City proceed with the approach as proposed in the Haystack Road Traffic Calming and Safety Study and requests City Council direction for Project implementation. Fiscal Analysis There is no fiscal impact associated with this action. The Project study was commissioned after the current budget was under consideration by the City Council; therefore, funding was not established in the current fiscal year for implementation. Should the City Council direct staff to proceed with implementation, staff will return to City Council to request funding for design and construction of the first phase of Project improvements. In addition, staff will recommend amending the current professional services contract with KOA Corporation for the design of the improvements. In response, the City Council commissioned this study. This study describes solutions to make Haystack Road safer for motorists, pedestrians, golf carts, and bicyclists. Study objectives are to address high travel speeds, intersection safety, pedestrian, bicycle, and golf cart safety. An implementation plan is also presented to describe project recommendations. While roadways have long been designed and built with motor vehicle throughput in mind, more attention is being given on the use of roadways by pedestrians, golf carts, bicyclists, transit and other "active" transportation users. This shift towards livability, or the development of environments that encourage healthy living and provide transportation choices, has meant an increasing emphasis on providing pedestrian, golf cart, bicycle and transit friendly infrastructure. This report describes strategies that can be used on Haystack Road to calm traffic. Traffic calming is a term that refers to transportation strategies that reduces vehicles speeds on roadways through the use of physical measures. The objectives of these strategies are to reduce the number of vehicle collisions and to increase the safety and comfort for all roadway users. Traffic Calming and Safety Study 1 Section 1: Introduction Project Location The Haystack Road is an east -west street located in the south part of Palm Desert. Haystack Road provides access from adjacent neighborhoods to connect to SR-74 and to Portola Road. It also provides a route used by through traffic and is a route used by a number of visitors to the Living Desert Zoo and Gardens. The location of Haystack Road is shown in Figure 1-1. This study addresses the area around Haystack Road between Highway 74 and Portola Avenue (1.3 mile -long segment). Haystack Road is a three lane undivided road with parallel on - street parking lane marked on both the north side and the south side of the street and sidewalks along portions of the south side for much of the road segment. There are Class II golf cart / bicycle lanes provided for the length of the segment. There are five intersections along the study segment, including Alamo Drive, Chia Drive, Heliotrope Drive, Moon Lane, and Portola Avenue. A sixth intersection, Haystack Road and Highway 74 is being addressed by a separate study effort. It also has striped Class II golf cart / bicycle lanes and striped parking lanes along most of the residential frontage. The south residential side has numerous driveways and mailboxes. The north side of Haystack Road is bordered by a greenway with a concrete trail. All the intersecting side streets are "T" intersections controlled by stop signs. Intersection ahead warning signs are posted on Haystack Road in advance of some of intersecting streets, and some of the warning signs also have advance street name placards. The only 4-way intersection is at Alamo Drive and Haystack Road, which has stop control on Alamo Drive. Haystack Road is posted 45 mph. The grade on Haystack Road is generally flat and features a gentle horizontal curve approaching Portola Avenue. Driveway densities in the corridor are high, with driveways intersecting the road on an average of every 100 feet. The right-of-way on Haystack Road is 88 feet. On -street parking is permitted on both sides of the road for the entire length of the segment, except between Heliotrope Drive and Portola Avenue, where parking is not permitted on the north side of the road. The typical roadway cross section for the three -lane section of Haystack Road is shown in Figure 2-1. Intersection turning movement counts are provided in Appendix A. Existing average daily traffic (ADT) segment counts were obtained in 2020. Bicycle and pedestrian counts were also obtained on Thursday, May 13, 2021, and on Saturday, May 15, 2021, indicating the current level of pedestrian and bicycle travel in the corridor. The ADT and weekday a.m. and p.m. peak hour traffic volumes, pedestrian, and bicycle counts are shown on Figure 2-3. There was a total of 10 collisions that occurred along the study corridor with no fatalities but with one injury collision. One collision involved a bicycle. Generally, crash rates are low for the corridor, with an average of one collision per year over the ten-year period. Figure 2-4 provides charts that summarize the collision experience in the study corridor from 2011 through 2020. The locations of the collisions are shown in Figure 2-5. Information about the speeds vehicles travel on Haystack Road was taken from the Engineering and Traffic Survey (E&TS) completed in January 2020. The information includes radar speed surveys, daily traffic counts, a collision summary, and an analysis of roadway characteristics. Radar guns were used to collect sample speeds on Haystack Road. The speed survey was conducted during the day -time, so it does not capture speeds in the evening hours. The data was used to calculate the following measurements: 50th Percentile Speed (Median Speed): This is the speed at or below which 50 percent of the vehicles sampled are travelling. 85th Percentile Speed (Critical Speed): This is the speed at or below which 85 percent of the vehicles sampled are travelling. 10 MPH Pace Speed: This is the 10-mph increment (range) of speeds containing the greatest number of vehicles. The radar speed survey data was compiled and analyzed to determine the 50th percentile (average) speed, 85th percentile speed, 10 mph Table 2-1 Haystack Road Speed Survey pace speed (the 10-mile most frequent range) and the percent of vehicles observed within the 10-mph pace. The 85% speed is used to verify that the posted speed for the roadway is correct. The 85th percentile speed was 48 MPH. But since the 85th percentile speed was within 5 mph of the posted speed, the E&TS concluded that no change to the current posted speed was necessary. Based on this finding, traffic calming measures are needed on Haystack Road in order to reduce travel speeds and allow for a change in the posted speed. The speed survey results for Haystack Road are shown in Table 2-1. Intersection Sight Distance Analysis was performed for the intersection sight distance available to side street vehicles entering Haystack Road. Sight distance need to safely enter Haystack Road was compared to the sight distance actually available. Table 2-2 summarizes the sight distance review results. The results indicate that Alamo Drive, Chia Drive, and Moon Lane have inadequate intersection sight distance for the safe entry onto Haystack Road from the side streets, based on the prevailing traffic speeds on Haystack Road. All three of these intersections with Haystack Road could warrant the installation of all way stop control. The location of the Class II lanes along Haystack Road are shown in Figure 2-6. Pedestrian Circulation A continuous off -road sidewalk is provided in the greenway on the north side of the roadway for the entire length of the segment. Intermittent sidewalks are provided on the south side of the roadway, and crosswalks are non-existent along this segment. The location of the sidewalks along Haystack Road are shown in Figure 2-7. Existing conditions have been assessed by collecting and analyzing transportation data on Haystack Road and are summarized below. There are four street intersections with Haystack Road, at Alamo Drive, Chia Drive, Heliotrope Drive, and Moon Lane. Each of these intersections have stop control on the side street. Travel speed - Travel speeds were found to average 42 miles per hour on Haystack Road. 85 percent of the vehicles were found to travel at 48 MPH or less. These travel speeds are not desirable on streets with residential frontage. Traffic volume - The daily traffic volume is 4,700 on Haystack Road. Volumes are under 200 vehicles per hour in each direction, and side street volumes approaching Haystack Road are under 50 vehicles per hour. Collisions - Nine collisions occurred over the last 10 years. Two collisions involved injuries. Pedestrian crossings - There are no marked pedestrian crossings on Haystack Road. Given the current speed of vehicle traffic, crosswalk treatments are recommended. Sidewalks - The north side of Haystack Road has a continuous sidewalk/trail. On the south side of the street, the sidewalk is not continuous. Bicycle - Class II gold cart/bicycle lanes are provided along Haystack Road. However, buffered lanes would provide additional safety and comfort for golf cart users and bicyclists, 10 City of Palm Desert Section 3: Stakeholder Engagement and would be more compatible with current travel speeds. 3.0 Stakeholder Engagement This project involved community members from the neighborhoods located along Haystack Road, as well as other stakeholders. Stakeholders included residents, and other community members who were encouraged to participate and offer comments at the project's stakeholder engagement activities. The City of Palm Desert hosted three stakeholder meetings during the time the study was being completed. In addition, a project web site was developed and was made available for all persons to review study materials and provide input. Community Meeting #1 May 4, 2021 At the first meeting, the project team introduced community members to the project. A presentation was made of existing corridor conditions and challenges, community outreach strategy and the project schedule. KOA reported information obtained from field observations and traffic, and from analyzing traffic data and accident experience. Information presented included vehicle travel speed, traffic volumes, lane widths, corner sight distance measurements, lighting, and use of the existing parking and bike lanes. The City staff and the Mayor facilitated a group discussion focused on corridor safety. Stakeholder input included the following: • Traffic speeds on Haystack are too high • It is difficult to cross Haystack safely on foot • Pedestrians have to walk in the street along some sections of the road • It is difficult to safely back out of a driveway • Intersections are hard to see at night • On -street parking is needed on the south side of Haystack • Solutions that were suggested included installing stop signs, lowering the speed limit, installing speed feedback signs, constructing sidewalks, and constructing one or more roundabouts J Traffic Calming and Safety Study 1 1 Section 3: Stakeholder Engagement Community Meeting #2 July 20, 2021 At the second meeting the project team described the types of solutions that could be used to address issues on Haystack Road. The community meeting was attended virtually via zoom by a total of 23 participants, including City staff, residents and the consultant KOA staff. The presentation described strategies to address intersection safety, speed management and pedestrian and bicycle improvements. The presentation summarized the benefits, drawbacks and costs of the strategies. Concept illustrations were presented for enhanced crosswalks at intersections, protected bike lanes, and roundabouts. The City staff and the Mayor facilitated a group discussion focused on corridor safety. The meeting included discussion of the following topics: Issue: How to lower the travel speed on Haystack Road Discussion: Posting a lower travel speed and then providing speed advisory signage is one possible way to approach lowering travel speed. But the approach supported by engineering experience is modify the driving experience by providing traffic calming to reduce the speeds. Issue: Cross streets that could have intersection control or roundabouts constructed Discussion: The presentation had identified roundabouts as a possible solution. Participants asked if providing stop control or speed cushions would also provide for speed reduction. They also asked which streets would be best for roundabouts if they were constructed. Participants discussed having two or one roundabout(s). If stop control used rather than roundabouts, please put stop signs with flashing LED. Issue: Locations of crosswalks Discussion: Supportive of more crosswalks but may create a false sense of security. Issue: Backing up on driveways Discussion: What tools are available for vehicles backing out of driveways? The key is to lower speeds on Haystack Rd. Issue: The need for continuous sidewalks on the south side of the street Discussion: The south side of Haystack Rd has no shade and may not be attractive for walkers. Might be better to place sidewalks on north side closer to grassy knoll and shade trees. 12 City of Palm Desert Section 3: Stakeholder Engagement Community Meeting #2 - Cont'd Issue: The need for on -street parking on both sides of the street Discussion: Some of the concepts show loss of parking on north side of Haystack, but keep in mid that some residents rely on those parking spots. Issue: How quick the traffic calming strategies be implemented Discussion: Some tools are less complex and others are in stock by vendors. Most are straightforward to implement with the roundabout being most complex. Communities like to begin with near -term approach and value solutions and program more complex strategies in the mid-term. Community Meeting #3 October 18, 2021 The third meeting provided input on the recommended solutions. At night sounds like motorcycles are racing. 16 City of Palm Desert Section 4: Project Improvement Types 4.0 Project Improvement Types This section provides a set of transportation tools that can be used to create a safer and more comfortable walking and biking corridor. Project improvement types are described for four improvement categories: 1) Intersection safety, 2) Speed management, 3) Pedestrian improvements, and 4) Bicycle improvements. Intersection safety 35 MPH Heliotrope Dr 1 All -Way Stop Control All -way stop control can reduce right-angle and turning collisions at unsignalized intersections by providing more orderly movement at an intersection, reducing through and turning speeds, and minimizing the safety effect of any sight distance restrictions that may be present. All -way stop control is suitable only at intersections with moderate and relatively balanced volume levels on the intersection approaches. Large / Flashing Stop Sign The flashing stop sign increases the visibility of the sign to drivers at a greater distance. This project type works best at unsignalized intersections with patterns of rear -end, right-angle, or turning collisions related to lack of driver awareness of the presence of the intersection. Speed Advisory Provide speed advisory signs to alert drivers of travel speed in areas where there are entering vehicle traffic from driveways and side streets. The speed advisory sign will be paired with a cross road sign detailing the type of intersection incoming and the advance street name of the intersecting street. Traffic Calming and Safety Study 17 Section 4: Project Improvement Types Lighting Provide additional lighting points to improve nighttime visibility. This can be in the form of residential style street light poles that adhere to Dark Sky standards. Speed Management Speed Limit Signs and Markings Add signage and/or pavement markings showing speed limit. Speed Cushion Speed cushions are either speed humps or speed tables that include wheel cutouts to allow large vehicles to pass unaffected, while reducing passenger car speeds. They can be offset to allow unimpeded passage by emergency vehicles and are typically used on key emergency response routes. 18 City of Palm Desert Section 4: Project Improvement Types Lane Narrowing Narrowing traffic lanes makes slower speeds seem more natural to drivers and are less intrusive than other treatments that limit speed or restrict route choice. Construct Roundabout at Intersection Roundabouts direct motorists into the intersection and guide counterclockwise travel around a circular island. Featuring yield controls for all approaches, roundabout designs typically include raised medians to channelize approaching traffic. Without unnecessary stops, they help slows vehicle speeds while better facilitating the flow of traffic, bicyclists, and pedestrians. Promotes continuous flow of traffic by not requiring full stops and slower travel speeds at the intersections. Guiding traffic in a counterclockwise travel, roundabouts reduce the possibility for T-bone and head-on collisions. Constructing one or more roundabouts, which reduce speeds, reduce accident severity, provide equal access for cross streets, provide safer street crossings for pedestrians, and maintain traffic flow on Haystack. Speed Feedback Signs A dynamic message sign that uses radar or laser technology to determine the speed of an approaching vehicle and then displays the speed to the driver. If motorists are speeding, the sign flashes the exceeded speed along with 'SLOW DOWN' or 'YOUR SPEED'. Activates when drivers exceed posted speed limit by five miles per hour. Traffic Calming and Safety Study 19 Section 4: Project Improvement Types The following project types would improve the safety of crossing Haystack Road or improve walking along the side of the street. Pedestrian Projects Enhanced Crosswalks High -visibility ladder crosswalks provide a designated walkway for pedestrians to cross from one side of a street to the other. They enhance visibility of pedestrian crossings and creates a more comfortable crossing experience for pedestrians. Sidewalks Sidewalks are physically separated from the roadway by a curb or unpaved buffer space, providing dedicated space intended for use by pedestrians that is safe, comfortable, and accessible to all. They are the fundamental component to any pedestrian network and help provide opportunities for walking and connections between places. Rectangular Rapid Flashing Beacon (RRFB) or Pedestrian Hybrid Beacon Rectangular rapid flash beacons (RRFBs), a type of active warning beacon, that combines a pedestrian warning sign with user -activated light - emitting diodes (LEDs). The device flashes amber when activated through a pedestrian push button or by pedestrian detection. These are used at uncontrolled crossing locations. 20 City of Palm Desert Section 4: Project Improvement Types Raised Crosswalk A raised crosswalk is achieved through the use of crosswalk pavement markings overlayed onto speed bumps. The benefits include slowing down vehicles right at the crosswalk and increasing driver awareness of where people cross through the visual aid of crosswalk markings and the physical aid of speed humps. Bulbouts Curb extensions or bulb -outs visually and physically narrow the roadway, creating safer and shorter crossings for pedestrians while increasing the available space for street furniture, benches, plantings, and street trees. By extending the sidewalk, narrower roadways at intersections and crossings help slow down motor vehicle speeds. Bicycle Projects • Class I bicycle lanes are provided on Haystack Road. The following project types provide additional safety and comfort for bicyclists. Class I - Separated Bike Path An off-street bikeway facility that is physically separated from any street or highway, commonly planned along rights -of -way such as waterways, utility corridors, flood control access roads, railroads, and similar paths that offer continuously separated riding opportunities. This project type is needed along routes that have travel speeds of 50 MPH and above. An additional striped buffercan provide greater separation between bicyclists and vehicular traffic. Buffered bike lanes are recommended where roadway space allows. Buffered lanes are desired on streets with posted speeds of 40 MPH and above. Class IV Protected Bike Lane A protected bikeway includes a physical barrier between bicyclists and motor vehicle traffic. It combines the user experience of a separated path with the on -street infrastructure of a conventional bike lane. This project type is good where there are high bicycle volumes and a mix of rider skills. Traffic Calming and Safety Study 21 Section 5: Implementation Plan 5.0 Implementation Plan The City can use many strategies to plan, design, and construct the project types described in Section 3. This section of the report presents a priority approach to implementing projects to provide traffic calming, and to improve safety on Haystack Road. Each transportation improvement project was identified as falling within one of four project types: intersection safety, speed management, pedestrian improvements, and bicycle improvements. The projects listed under each type were evaluated against the following factors: • Durability of Improvement: Time that the project will provide service before replacement or major maintenance. • Effectiveness: the degree that the project will result in improved travel safety and travel speed reduction without need for enforcement. • Project Cost and Time: Infrastructure improvements roughly follow along a time/ cost continuum. Priority 1 Projects • Priority 1 projects included installation of speed feedback signs and the establishment of all -way stop control at Alamo Drive, Chia Drive, and Moon Lane. The all -way stop installations would be accompanied by construction of sidewalk ramps, marked crosswalks, and cross street name placards on stop ahead warning signs. The speed feedback signs have already been installed and are being monitored for effectiveness. The estimated cost for the all -way stop control and associated improvements is $65,000, including engineering, construction administration, and construction. The priority 1 projects are shown in Figure 5-1. Priority 2 Project • Priority 2 included a narrowing of the travel width by reassigning the width of pavement dedicated to parking on the north side of Haystack Road to provide buffers for the class II bike lanes on each side of Haystack Road. The restriping of the roadway would require a slurry seal of the entire pavement and restriping all markings on Haystack Road at an estimated cost of $500,000. The priority 2 project is illustrated in Figure 5-2 and Figure 5-3. Priority 3 Projects • Four priority 3 projects were suggested, which could be implemented individually or at the same time. Those projects included construction of continuous sidewalk at an estimated cost of $360,000, construction of a class IV golf cart/ bikeway on the north side of Haystack Road at an estimated cost of $950,000, construction of a roundabout at Alamo Drive for an estimated cost of $980,000, and installation of streetlights at intersections for an estimated cost of $130,000. Illustrations of priority 3 projects are shown in Figure 5-4, Figure 5-5, Figure 5-6, and Figure 5-7. 22 City of Palm Desert Section 5: Implementation Plan The priority for each project was assigned based on the "best value" combination of durability, effectiveness, and project cost and time. Table 5-1 lists the evaluation of the transportation improvements and provides the project recommendations that fall into the priorities for implementation. A general evaluation of the each of these factors was completed for each of the project types. The ratings for durability (length of time project is effective) and level of effectiveness were based upon information provided in the Caltrans 2020 Local Roadway Safety Manual Table 3. The cost ratings are based upon City and KOA project experience. Not all projects listed in the evaluation table were suggested as projects to be implemented. Input from the community meetings and discussion between KOA and City staff identified those projects appropriate for Haystack Road and most likely to produce the desired results.
