RESOLUTIONS None 2 POSTED AGENDA PALM DESERT HOUSING AUTHORITY MEETING APRIL 10, 2014 VIII. NEW BUSINESS A. REQUEST FOR AUTHORIZATION FOR THE CHAIR/CHAIRMAN AND/OR EXECUTIVE DIRECTOR OF THE SUCCESSOR AGENCY TO THE PALM DESERT REDEVELOPMENT AGENCY/PALM DESERT HOUSING AUTHORITY TO FINALIZE AND EXECUTE ANY ANCILLARY DOCUMENTS REQUIRED TO FACILITATE THE ACTIONS NECESSARY FOR THE CARLOS ORTEGA VILLAS PROJECT (JOINT CONSIDERATION WITH THE SUCCESSOR AGENCY TO THE PALM DESERT REDEVELOPMENT AGENCY). Rec: By Minute Motion: Action: 1) Authorize the Chair of the Successor Agency to the Palm Desert Redevelopment Agency (SA -RDA) to sign the Final Parcel Map as the property owner. 2) Authorize the Chairman of the Palm Desert Housing Authority to execute a Certificate of Acceptance for the property to be known as Carlos Ortega Villas (Parcel 1 of Parcel Map No. 36363) through recordation of a Grant Deed. 3) Approve the Reciprocal Access, Drainage, and Utility Easement Agreement, substantially as to form. 4) Authorize the Executive Director to execute the finalized Reciprocal Access, Drainage, and Utility Easement Agreement, as approved by Palm Desert Housing Authority legal counsel. 5) Authorize the Chair/Chairman and/or Executive Director of the Successor Agency to the Palm Desert Redevelopment Agency/Palm Desert Housing Authority to finalize and execute any ancillary documents required to facilitate the actions necessary for the Carlos Ortega Villas Project — estimated cost for the project ($16,665,218) is listed on ROPS, lines 171 and 186; SA -RDA will reimburse the Authority for costs from bond proceeds, which include a project for the Carlos Ortega Villas Improvements in the bond covenant, project is budgeted in the Housing Authority Capital Improvements Account, No. 871-8691-466-4001. 3 POSTED AGENDA PALM DESERT HOUSING AUTHORITY MEETING APRIL 10, 2014 IX. CHAIRMAN AND MEMBERS OF THE AUTHORITY XIII. ORAL COMMUNICATIONS - C Any person wishing to discuss any item not scheduled for public hearing may address the City Council, Successor Agency to the Palm Desert Redevelopment Agency, or Housing Authority Boards at this point by stepping to the lectern and giving his/her name and address for the record. Remarks shall be limited to a maximum of three minutes unless additional time is authorized by the City Council, Successor Agency to the Palm Desert Redevelopment Agency, or Housing Authority Boards. Because the Brown Act does not allow the City Council, Successor Agency to the Palm Desert Redevelopment Agency, or Housing Authority Boards to take action on items not on the Agenda, members will not enter into discussion with speakers but may briefly respond or instead refer the matter to staff for report and recommendation at a future City Council, Successor Agency to the Palm Desert Redevelopment Agency, or Housing Authority meeting. XIV.
