MINUTES
JULY 13, 2016
I. CALL TO ORDER
Heather Horning, Housing Commission Vice -Chair, convened the meeting at
3:30 p.m.

MINUTES of the Regular Housing Commission meeting of June 8th, 2016:
Motion was made by Commissioner Wade Tucker to approve the minutes
of the Housing Commission meeting of June 8th, 2016. Motion was
seconded by Commissioner Robert Nevares and carried by 6-0 vote
(AYES: Ballard, Lewis, Nevares, Tucker, Whitehurst, and Horning; NOES:
none).

V. NEW BUSINESS
July 13, 2016
A. Curtis Allan Floor Covering — Extension of Contract No. HA34820
Jessica Gonzales summarized the staff report, stating that staff is
requesting an extension to the Curtis Allan's contract for a period of 12
months.
Upon question, Mrs. Gonzales explained that National Joint Powers Alliance
(NJPA) is a cooperative purchasing organization, established through a
collaborative effort to assist public agencies and non -profits across the
Unites States with specific purpose of reducing procurement costs by
leveraging group volume. NJPA solicits proposals and awards contracts that
are held by a principal procurement agency for commonly purchased
products and services at prices that have been assessed to be fair,
reasonable, and competitive. Curtis Allan was identified as the primary
vendor for purchasing of various floor coverings, installation and supplies
under the NJPA Agreement with Mohawk.
Commissioner Greg Ballard inquired if the carpets are stain guard; Teresa
Vakili replied that the carpets are stain resistant against wine, dirt, ketchup
etc. as part of the warranty.
Motion was made by Commissioner Mike Lewis to forward a
recommendation to the Palm Desert Housing Authority to approve an
extension to Contract No. HA34820 with Curtis Allan Floor Covering
Inc. for purposes of procuring floor coverings and related supplies
and services for the Palm Desert Housing Authority properties for FY
2016/2017 in an amount not to exceed $194,250. Motion was seconded
by Commissioner Joy Whitehurst and carried by 6-0 vote (AYES:
Ballard, Lewis, Nevares, Tucker, Whitehurst, and Horning; NOES:
none).
B. Request for Qualifications/Proposals — Affordable Housing Compliance/
Property Management Services
Janet Moore explained the request for qualifications/proposals from
qualified firms for affordable housing compliance/property management
services. The RFQ/RFP will require the firm to provide documentation with
respect to their qualifications. RPM Company has been the main provider
since the former agency acquired the properties from the County; she noted
there have been no issues or concerns with RPM. Currently the
management fees to RPM have been in line with other management
company's costs based on an informal review. In addition, RPM has not had
an increase in the last five years which is not typical.

Commissioner Joy Whitehurst asked about RPM's satisfactorily levels of
performance.
Janet Moore stated that it is not the City's goal to promote vendors,
providers, professional services and/or consultants therefore satisfactorily
and non -satisfactorily are the only two levels of performance recognized.
She further noted that there has been a remarkable improvement to the
properties from when the County managed them.
Councilmember Liaison Sabby Jonathan stated that this RFQ/RFP is not an
exception and in fact the City is currently looking at all its contracts up for
renewal mainly those existing for a long period of time. He expressed that
he hopes the existing provider participates in the process since there has
been great satisfaction. He commented that the City owes it to the residents
of Palm Desert to ensure our service providers remain competitive and
provide the best performance at reasonable prices.
Councilmember Jonathan asked Teresa Vakili if RPM Company intends to
participate; Ms. Vakili replied yes stating that they have enjoyed managing
the properties since 1998.
Motion was made by Commissioner Mike Lewis to forward a
recommendation to the Palm Desert Housing Authority to authorize
staff to issue a Request for Qualifications/Proposals for Affordable
Housing Compliance/Property Management Services for the Authority
owned rental properties. Motion was seconded by Commissioner
Wade Tucker and carried by 6-0 vote (AYES: Ballard, Lewis, Nevares,
Tucker, Whitehurst, and Horning; NOES: none).
VI. CONTINUED BUSINESS
A. Palm Desert Housing Authority Rental Properties — Vendor List
Jessica Gonzales stated that at the last meeting there was a request to
consider looking at a different service provider for water service. The vendor
list was revised to include a different provider; no other changes were made
to the vendor list.
Motion was made by Commissioner Mike Lewis to forward a
recommendation to the Palm Desert Housing Authority to authorize
the use of named vendors for purposes of providing recurring, routine
services, supplies, and maintenance to the Housing Authority owned
residential rental properties effective July 1, 2016. Motion was
seconded by Commissioner Wade Tucker and carried by 6-0 vote
(AYES: Ballard, Lewis, Nevares, Tucker, Whitehurst, and Horning;
NOES: none).

VII. REPORTS AND REMARKS
A. COMMISSION REPORTS
No reports.
B. SUMMARY OF CITY COUNCIL, SUCCESSOR AGENCY TO THE
REDEVELOPMENT AGENCY, AND HOUSING AUTHORITY AGENDA ITEMS
A memo summarizing the approved action items from the City Council
meetings in June were provided to the Commission for review.
As previously mentioned at the last meeting concerning Burtec's service times
at Desert Arc, Jessica Gonzales stated that Burtec's commercial times vary
between the summer months and winter months. Winter months include
October to April with trash pickup starting at 6:00 a.m. to 6:00 p.m. and summer
months May to September from 5:30 a.m. to 6:00 p.m. Residential such as Las
Serenas start trash pickup half an hour later than commercial facilities.
Commissioner Mike Lewis referenced ARC Village Development and asked if
the subsidy for the 5 units is for City of Palm Desert employees only; Janet
Moore clarified that it is for employees that work in Palm Desert such as the
mall, hotels, etc.
C. MONTHLY OCCUPANCY STATUS REPORT
The Commission reviewed the Monthly Occupancy Status Report for May.
Teresa Vakili reported an increase to Carlos Ortega Villas' occupancy of 83%.
Commissioner Mike Lewis asked if the tenant who was smoking at COV was
addressed; Teresa Vakili replied yes.
D. REPORT #1 — MONTHLY OCCUPANCY AND AVERAGE RENT STATEMENT
The Commission reviewed the Monthly Occupancy and Average Rent
Statement for May.
Janet Moore commented that the annual income limits for 2016 were published
and had no significant changes to the incomes except minor changes to the
lower incomes.
E. REPORT #2 — MONTHLY NET OPERATING INCOME STATEMENTS
The Commission reviewed the Monthly Net Operating Income Statements for
May.

F. HOUSING AUTHORITY PROPERTIES UPDATE
An update on the Housing Authority Properties was provided to the
Commission for review.
Teresa Vakili summarized the report.
A slide show presentation was displayed of One Quail Place roofs restoration in
progress. Also included in the slide show were the decks at Palm Village
Apartments and Sagecrest. Sagecrest's roof and deck restoration has been
complete and expect a reimbursement of cost from the Insurance Company.
She noted staff was very happy with Garland; they were very efficient no
complaints from the residents.
Mrs. Vakili also reported that Las Serenas' asphalt project started Monday.
Commissioner Wade Tucker commented on the relocating of parking and how
he has been assisting other tenants with rides.
Jessica Gonzales called attention to the slide show of recent units with new
flooring (carpet and vinyl).

Janet Moore requested to move its September 7tn meeting back to its regular
schedule meeting date of September 14tn
Motion was made by Commissioner Wade Tucker to reschedule the
September Housing Commission meeting date to September 14t". Motion
was seconded by Commissioner Gregory Ballard and carried by 6-0 vote
(AYES: Ballard, Lewis, Nevares, Tucker, Whitehurst, and Horning; NOES:
none).
IX. ADJOURNMENT
With Commission concurrence the meeting was adjourned at 4:05 pm to
