EFFICIENCY REBATE PROGRAM THROUGH SOUTHERN
CALIFORNIA EDISON FOR THE PURPOSE OF PROVIDING
ENERGY SAVING PRODUCTS AT THE HOUSING AUTHORITY'S
AFFORDABLE HOUSING RENTAL PROPERTIES

Recommendation
By Minute Motion, that the Housing Authority Board,
1) Approve the use of the Multifamily Energy Efficiency Rebate Program,
coordinated through Southern California Edison for the purpose of providing
energy saving products at the Housing Authority's affordable housing rental
properties; and
2) Authorize the expenditure for the co -pays (of approximately $20 to $150 per
product) to an SCE -approved contractor in the amount not to exceed of
$45,000.00, plus 10% contingency in the amount not to exceed $4,000.00 for
permit fees and any ancillary charges due to unforeseen changes (i.e., electrical
upgrades), if necessary, from the replacement reserve accounts for the
respective properties; and
3) Authorize the Housing Authority's property manager, RPM Company, to
authorize the work and execute documents necessary to facilitate the installation.
Monies are available in the Housing Authority's individual property's replacement reserve
budget.
Commission Recommendation
The Housing Commission reviewed this recommendation at its meeting of September 14, 2016.
Staff will provide a verbal report upon request of the Authority Board.

Southern California Edison (SCE) participates in the Multifamily Energy Efficiency Rebate
Program (MFEER), sanctioned by the California Public Utilities Commission, for multifamily

properties to provide Clothes Washers, Ceiling Fans, Lighting, Heat pumps and Packaged
Terminal Air Conditioners (PTAC), Vending Machine Controls, Pool Pumps, LED Lighting
commonly known as "Energy Saving Products". Since the Palm Desert Housing Authority's
(Housing Authority) properties consist of two (2) or more dwelling units, the Housing Authority
qualifies to apply for these energy efficiency upgrades provided the owner authorizes the
installation and pays the applicable co -pay.
Background
SCE participates in the MFEER program for multifamily properties customers to provide Clothes
Washers, Ceiling Fans, Lighting, Heat pumps and Packaged Terminal Air Conditioners (PTAC),
Vending Machine Controls, Pool Pumps, LED Lighting.
In order for multifamily properties to participate, the MFEER program first assesses each
property's current energy performance and provides a recommendation based on the energy
saving products offered. The MFEER program also establishes an energy efficient tracking
progress by comparing the current energy use with other similar multifamily properties
nationwide and measures the energy efficiency changes. All of the Housing Authority's
properties were assessed in order to participate. However, only nine (9) properties will be
participating in the MFEER program which includes Candlewood, Catalina Gardens, Desert
Pointe, Las Serenas, Neighbors, Pueblos, Santa Rosa, Taos and the exterior only for One Quail
Place. These properties would yield the most energy performance and profitability from the
MFEER program energy efficient improvements.
The MFEER program utilizes SCE -approved contractors with a small co -payment amount that
the owner pays for the energy saving products and installation. Under the program the co -pay
for each of the energy saving products being replaced range from approximately $20 to $150
per product depending on the product. Energy efficient improvements cost for all nine (9)
properties is anticipated to be $35,031.00. In the event additional energy saving products are
offered or become available, properties will be reevaluated and additional properties and/or
energy saving products may be included. Staff therefore is requesting approval of up to
$45,000.00 to be able to include any new energy saving products that may be added that would
be beneficial. If the Housing Authority were making these improvements without participation of
the MFEER program, the cost to the Housing Authority would be approximately $126,038.00.
Participating in the MFEER program will provide the Housing Authority a cost savings of
approximately $91,007.00.
Staff recommends utilizing the MFEER program for energy saving products that are offered or
that become available for all Housing Authority properties, provided there are sufficient monies
available in replacement reserve. Staff also recommends the expenditure for the co -pays to an
SCE -approved contractor in the amount not to exceed of $45,000.00, plus 10% contingency in
the amount not to exceed $4,000.00 for permit fees and any ancillary charges due to
unforeseen changes (i.e., electrical upgrades), if necessary, from the replacement reserve
accounts for the respective properties.
The energy efficient replacements will not only save the tenants money on utilities, it will
significantly reduce the Authority's costs for eligible replacements and the properties's common
area utilities.

Fiscal Impact
The fiscal impact of this request will be the cost of the co -pay as well as permit fees and any
ancillary charges (i.e., electrical upgrades), if necessary, for each property that participates.
Monies are available in the individual property's replacement reserve budget.

Here's How It All Works
Rebates are available for the installation of qualified energy -efficiency products in -dwelling and common areas of
apartment buildings and/or complexes, senior living facilities, single -room occupancy (SRO) facilities; and common areas
of condominium complexes, mobile home parks and single-family homeowner association (HOA) communities. Property
owners (and property managers, as authorized agents for property owners) of existing multifamily complexes with 2 or
more dwelling units may qualify. New construction homes do not qualify.
Rebates for this program are for a limited time only and may be terminated without prior notice. Funding is limited.
The program ends December 31, 2016 but may end earlier if funds are depleted or for other reasons, at SCE's discretion.
Reservation and Rebate Applications will be accepted on a first -come, first -served basis. If all program requirements are met, a
rebate check is generally mailed within 6-8 weeks. We may conduct an on -site inspection to verify the energy -efficiency product(s)
eligibility and installation prior to payment of rebate. If you are selected for on -site verification, payment of your rebate may be
delayed beyond the standard time.

no -cost energy -saving products including qualified lighting, faucet aerators and low flow shower heads through SCE -authorized
contractors. These no -cost solutions are easy first steps on your road to savings. Make the switch and lower the usage and cost
of energy and water for your property. No -cost offerings include energy -efficient equipment and installation. Customers are
responsible for any required permit fees and any ancillary charges such as electrical upgrades.

Fluorescent Light Fixtures
These popular fixtures use one-fourth of the energy of traditional fixtures and come in a variety of styles for

Low Flow Faucet Aerators
In units that use electric water heating and do not have existing aerators, low flow faucet aerators reduce flow
down to less than 1.5 gallons per minute. These aerators save on the cost of electric water heating and reduce
water use to produce double savings. They are installed on faucets that do not have existing aerators.
Low Flow Shower Heads
In units that use electric water heating, new low flow showerheads are available to reduce the flow rate of
2.5 gallons per minute or greater to 1.7 gallons per minute. These money -saving measures reduce both the
cost of electric energy and water.
