CALL TO ORDER Heather Horning, Housing Commission Vice -Chair, convened the meeting at 3:30 p.m. II. ORAL COMMUNICATIONS Ruthann Moore presented information about Measure T. IV. APPROVAL OF MINUTES MINUTES of the Regular Housing Commission meeting of July 13th, 2016: Motion was made by Commissioner Mike Lewis to approve the minutes of the Housing Commission meeting of July 13th, 2016. Motion was seconded by Commissioner Wade Tucker and carried by 6-0 vote (AYES: Ballard, Lewis, Nevares, Tucker, Whitehurst, and Horning; NOES: none). 1 Housing Commission Minutes September 14, 2016 V. NEW BUSINESS A. Receive and File the approved staff report from the Housing Authority Board meeting of Julv 28, 2016: 1) Adopt Resolution No. HA-80 of the Palm Desert Housing Authority, declaring that due to the event of an emergency, the public interest and necessity demand the immediate expenditure of public money to safeguard life, health or property in the estimated total not to exceed amount of $308,511.00 Jessica Gonzales summarized the staff report stating that there were plumbing leaks in four buildings at One Quail Place. The Authority's insurance recommended that the Authority take immediate action in order to prevent further property damage and mold issues, and therefore the Housing Authority board approved the emergency contract with Vincor Construction, Inc. The residents affected by this issue were relocated and transferred to other units within the Authority properties. The insurance will reimburse the Authority for costs related to the construction repairs and the Authority will be responsible for cost to reroute the plumbing. Commissioner Greg Ballard asked if the other buildings were also tested for leaks. Mrs. Gonzales replied yes all buildings were tested but only for irrigation and AC condensation leaks. It was explained that the engineer contracted by the insurance examined the buildings and suggested that, considering the age of the buildings, the source of water intrusion may be pinhole leaks on the interior pipe lines of the units. He also found that the moisture barrier under the slab of the buildings had disintegrated which created moisture on the slab of the concrete. In order to address the water intrusion, the engineer recommended rerouting the plumbing overhead. Commissioner Heather Horning asked if leaks of this nature are considered normal wear and tear. Teresa Vakili replied yes as copper pipes will get pinhole leaks after so many years. She noted that the property was built in the late 1970's. B. Multifamily Energy Efficiency Rebate Program A revised staff report was distributed to the Commission. Jessica Gonzales stated that Southern California Edison (SCE) participates in the Multifamily Energy Efficiency Rebate Program (MEERP) for multifamily properties offering several different products such as ceiling fans, lighting, heat pumps, pool pumps, etc. An SCE approved contractor assessed each property and recommended replacement of both the interior and exterior lighting at nine properties. The work will be done by the SCE - approved contractor. Upon questioned of cost savings to the Authority, Mrs. Gonzales stated approximately $91,007 in savings. Commissioner Robert Nevares commented that the contractor who inspected his unit explained that the energy efficient bulbs will be beneficial to the tenants. Teresa Vakili stated that a recommendation was made to SCE with respect to the type of materials that will be installed. Commissioner Heather Horning asked if staff was being selective to SCE recommendations. Mrs. Vakili replied that the smaller and older properties are in need of a complete replacement whereas One Quail Place was chosen to do exterior lighting only given that most of the interior units had recent replacement of energy savings products. Commissioner Greg Ballard inquired if CVWD was contacted in terms of their programs. Janet Moore stated that CVWD was contacted for landscape retrofits during the removal of turf projects. Staff was directed to provide pictures and/or examples of items recommended to be replaced by SCE. Motion was made by Commissioner Greg Ballard to forward a recommendation to the Palm Desert Housing Authority to approve the use of Multifamily Energy Efficiency Rebate Program coordinated through Southern California Edison for the purpose of providing energy saving products at the Housing Authority's affordable housing 3 Housing Commission Minutes September 14, 2016 rental properties. Motion was seconded by Commissioner Mike Lewis and carried by 6-0 vote (AYES: Ballard, Lewis, Nevares, Tucker, Whitehurst, and Horning; NOES: none). VI. CONTINUED BUSINESS VII. REPORTS AND REMARKS A. COMMISSION REPORTS No reports. B. SUMMARY OF CITY COUNCIL, SUCCESSOR AGENCY TO THE REDEVELOPMENT AGENCY, AND HOUSING AUTHORITY AGENDA ITEMS A memo summarizing the approved action items from the City Council meetings in July were provided to the Commission for review. C. MONTHLY OCCUPANCY STATUS REPORT The Commission reviewed the Monthly Occupancy Status Report for June and July. Teresa Vakili reported 96.8% occupancy at the properties. One Quail Place has 8 down units due to the leak issue previously mentioned. She noted that Carlos Ortega Villas is 97.3% occupied; 753 applicants were contacted from the interest list. Janet Moore stated that the income limits designated for COV are fifty percent at the very low and the other half at low. Most of the applicants on the COV interest list are at the very low income category. She further noted that there were a significant number of applicants that owned a home within the last two years which disqualifies them from the program. D. REPORT #1 — MONTHLY OCCUPANCY AND AVERAGE RENT STATEMENT The Commission reviewed the Monthly Occupancy and Average Rent Statement for June and July. E. REPORT #2 — MONTHLY NET OPERATING INCOME STATEMENTS The Commission reviewed the Monthly Net Operating Income Statements for June and July. 0 Housing Commission Minutes September 14, 2016 F. HOUSING AUTHORITY PROPERTIES UPDATE An update on the Housing Authority Properties was provided to the Commission for review. Teresa Vakili summarized the report. Commissioner Mike Lewis referenced California Villas update and asked if the five units for replacement of flooring were due to the storm. Ms. Vakili replied that those units are complete and occupied. The five units on the report are from a recent plumbing issue. Commissioner Wade Tucker asked on the number of leasing offices at the properties. Ms. Vakili replied that seven of the fifteen properties have leasing office on site. G. Authority Home Improvement Program Update (Janet) ACTIVITY (June 2016): Inquiries (calls, walk-ins, emails): 9 Applications Provided: 2 Applications Submitted: 5 Janet Moore stated that applicants referred to outside funding sources have expressed they are very happy given that they don't have to put a lien on their property which was concerning to homeowners. Upon questioned of the monthly report that show addresses, Mrs. Moore stated that when an application becomes active a report will be brought to the Commission for review. Commissioner Joy Whitehurst asked about Habitat for Humanity two homes. Jessica Gonzales stated that Habitat is moving forward with the construction of the homes and anticipate completion some time in November. Commissioner Robert Nevares asked about San Pablo's future project. Mrs. Moore replied that that project is being contemplated by the City Council. Justin McCarthy added that the City Council has authorized services to commence design work in order to develop construction documents to go out to 5 Housing Commission Minutes September 14, 2016 bid for the San Pablo project. He anticipates the project taking two to three years before it evolves. At this time, Mr. McCarthy announced that his interim as the City Manager will end soon; a new City Manager, Lauri Aylaian, has been selected by the City Council. He commented that Mrs. Aylaian is very energetic, engaged, and a good steward/leader for the community. He further noted he was pleased to see that this Commission continues to be diligent with respect to housing and wished the commissioners well. VIII. NEXT MEETING DATE — October 12, 2016 IX.
