REQUEST: Approval of a monthly Small Business Market on San Pablo
Recommendation
By Minute Motion:
1. Authorize the road closure on San Pablo Avenue between Alessandro Drive and San
Gorgonio Way, once a month from January through April of 2022.
2. Approve a sponsorship agreement between the City and Thriftology in the amount of
$5,000 to assist with launching the Market. Funds are available in the City Sponsored
Events Account No. 1104416-4306201.
3. Authorize waiving of all City -assessed permit and inspection fees pertaining to
the event.
Strategic Plan
Approval of the monthly Small Business Market on San Pablo helps address the following
priorities as specified in the 2013-2033 Strategic Plan, Envision Palm Desert — Forward
Together:
• Economic Development Priority 3: Create and attract entertainment and events to
enhance and expand the Palm Desert economy and lifestyle.
• Tourism & Marketing Priority 2: Grow existing events and develop new events to
enhance the desirability of Palm Desert as a year-round destination
• Land Use, Housing & Open Space Priority 4: Create a mixed -use city core integrating
shopping, dining, lodging, and housing.
• Transportation Priority 1: Create walkable neighborhoods and areas within Palm
Desert that would include residential; retail; services and employment centers; and
parks, recreation, and open space to reduce the use of low occupancy vehicles.
Background Analysis
Dutchess Sanchez, owner of Thriftology on San Pablo, has created and cultivated a monthly
shopping market geared towards assisting small business owners with enhancing and
creating awareness of their products and brands. This market consists of vintage items,
recycled goods, and homemade products. Ms. Sanchez also wants to assist her San Pablo
business neighbors attract new customers and increase foot traffic along the street, to
enhance San Pablo as a unique shopping destination in Palm Desert.

Because many Coachella Valley residents turned to entrepreneurship during the pandemic
as a means to provide for their families, turning passion projects into businesses, a growing
number of small business owners are requesting to be a part of the market. Ms. Sanchez
currently has a temporary use permit to host this market in the parking lot in front of her
business. However, the increase in demand has resulted in considerable growth of the
market, which now needs a larger footprint.
Ms. Sanchez has requested to expand the Small Business Market to San Pablo between
Alessandro Drive and San Gorgonio Way. This location would allow for up to about 60 small
business owners to participate each month, including any San Pablo business that would like
to join. Ms. Sanchez has reached out to each of the business owners to receive their feedback
and to gather a consensus of a day and time that will work best each month.
Along with requesting an approval of location, Ms. Sanchez is requesting City sponsorship
funds to assist with getting the expanded Market established in the new location. Ms. Sanchez
would also like the City's partnership in assisting with marketing efforts where possible.
Fiscal Analysis
In the near term, sponsorship for the 2021/2022 monthly Small Business Market in the
amount of $5,000 is available in Account No. 1104416-4306201. This amount will assist the
proposed new market to get off the ground.
If the market moves to a permanent monthly schedule of October -April each season,
Thriftology will complete the sponsorship application each fiscal year for Council's review and
approval.
