Strategic Plan Objective The proposed projects will further the goals of the Strategic Plan by providing a safe, efficient, and reliable transportation system for residents and visitors. Background The City is preparing several improvement projects in the vicinity of Haystack Road. The following projects are in development: • Project No. 567-21, Haystack Road & Highway 74 Intersection Modification. • Project No. 667-21, Haystack Road Traffic Calming Improvements. • Project No. 509-22, Haystack Road Channel Improvements. Haystack Road & Highway 74 Intersection Modification The Project originated as a request from the City Council to improve the safety of the intersection for pedestrians. The proposed project will implement an improved pedestrian crosswalk of Haystack Road at Highway 74, which will include modification of the existing traffic signal, sidewalks and wheelchair ramps, roadway markings and signage. The intersection of Haystack Road with Highway 74 is complex in that the frontage road to the east of Highway 74 also intersects with Haystack Road. There presently exists no marked pedestrian crossing across Haystack Road east of Highway 74, despite the presence of sidewalks along the north and south sides of Haystack Road. On March 30, 2021, the City Manager authorized Contract No. A41600 in the amount of $48,714 to Kimley-Horn and Associates, Inc. of Indian Wells, California for design services for the Haystack Road and Highway 74 Intersection Modification (Project No. 567-21). December 16, 2021 — Staff Report Informational Item — Haystack Road Area Improvements Page 2of3 The consultant commenced study and preliminary engineering design of the intersection in June 2021 and in August 2021 provided alternative designs to staff for review and approval. The design effort for the intersection modification was paused in August 2021 to ensure coordinated design between the intersection modification and the pending results of the Haystack Road Traffic Calming Study, which commenced in May 2021. With direction on selected improvements received from the City Council at its meeting on November 18, 2021, the consultant will resume the design of the intersection modifications. Plans will be completed in early 2022 and construction will commence thereafter in coordination with the traffic calming improvements. Haystack Road Traffic Calming Improvements Residents who live along Haystack Road and in the adjacent neighborhoods have expressed concerns to the City Council about traffic speeds and safety on Haystack Road. In response, the City Council commissioned the Haystack Traffic Calming and Safety Study to analyze solutions to make Haystack Road safer for motorists, pedestrians, golf carts, and bicycles. On May 13, 2021, City Council authorized Amendment No. 1 for Contract No. C37870A in the amount of $99,897 to KOA Corporation of Monterey Park, California, for Design Services for the Haystack Road Traffic Calming and Safety Improvements (Project No. 667-21). The project team engaged with community members from the neighborhoods located along Haystack Road and other interested community members. The City hosted three community meetings while the study was being completed. In addition, a project website was developed and was made available for all persons to review study materials and provide input. Three outreach meetings were held with the neighborhood in May, July, and October 2021. At its November 18, 2021 meeting, the City Council was presented with the results of the study and recommended a series of prioritized improvements to address identified issues. The City Council directed staff to implement: • Intersection safety improvements at Alamo Drive, Chia Drive, and Moon Lane; and • A Class IV golf cart/bikeway on the north side of the roadway Under separate staff report, staff is presenting to the City Council on December 16, 2021 recommendations for funding and other action items to proceed with the design and construction of the above improvements. Haystack Road Channel Improvements During the months of August and September, City crews removed 4 feet high silt mounds around storm pipeline outlets in the Haystack Channel. Nearly 2,400 linear feet of slopes were re -compacted with existing sand and 30 cubic yards of debris and trash were removed. In addition to on -going channel maintenance, staff is pursuing proposals for a project rehabilitation of the Haystack Channel. The area of scope is located north of Haystack Road generally east of Highway 74 and west of Portola Avenue including the undercrossing on Portola Avenue. The work will include environmental clearance, permitting, analysis, and December 16, 2021 — Staff Report Informational Item — Haystack Road Area Improvements Page 3 of 3 design of the channel to better handle existing storm flows. In general, the unimproved section of the channel (located east of Heliotrope Drive) has significant sedimentation. This concern has the potential of impacting the storm water capacity which present potential flooding to the north of the channel. The City advertised the Request for Proposals for the design of the project on November 8, 2021. Proposals are due by December 15, 2021. A recommendation for award of the contract is anticipated to be presented to the City Council in January 2022. Fiscal Analysis The following table summarizes the anticipated cost of the projects.
