ARCHITECTURAL REVIEW COMMISSION
MINUTES
TUESDAY, DECEMBER 8, 2020 – 12:30 P.M.

A. MINUTES of the Regular Architectural Review Commission meeting of November
10, 2020.

Upon a motion by Commissioner Levin, seconded by Vice-Chair Lambell, and a 5-0-
1-1 vote of the Architectural Review Commission, the minutes were approved with a spelling
correction (AYES: Lambell, Levin, McAuliffe, Van Vliet, and Vuksic; NOES: None; ABSENT:
McIntosh; ABSTAINED: Schmid).

A. FINAL DRAWINGS:
1. CASE NO: CUP 20-0007
NATURE OF PROJECT/APPROVAL SOUGHT: Consideration to approve a
design to construct a new 65-foot wireless telecommunication facility designed as
a palm tree.
APPLICANT AND ADDRESS: Smartlink, 2033 San Elija Avenue, Suite 600,
Cardiff, CA 92007
LOCATION: 73750 Dinah Shore Drive ZONE: SI
Assistant Planner Nick Melloni noted that this item is a Preliminary Plan and not a
Final Drawing. See action below.
B. PRELIMINARY PLANS:
1. CASE NO: CUP 20-0007
NATURE OF PROJECT/APPROVAL SOUGHT: Consideration to approve a
design to construct a new 65-foot wireless telecommunication facility designed as
a palm tree.

Commissioner John Vuksic recused himself from this item due to a conflict of interest
and left the meeting.
Vice-Chair Lambell moved to, by Minute Motion, recommend to the Planning
Commission approval of Case No. CUP 20-0007, subject to a landscape maintenance
agreement. The motion was seconded by Commissioner Levin and carried by a 6-0 vote
(AYES: Lambell, Levin, McAuliffe, McIntosh, Schmid, and Van Vliet; NOES: None; ABSENT:
Vuksic).

2. CASE NO: PP/CUP 20-0006
NATURE OF PROJECT/APPROVAL SOUGHT: Consideration to approve an
exterior remodel to an existing office professional building.
APPLICANT AND ADDRESS: Prest Vuksic Greenwood Architects, 44530 San
Pablo Avenue, Suite 200, Palm Desert, CA 92260
LOCATION: SEC Fred Waring Drive and ZONE: DE
San Pablo Avenue
Commissioner Vuksic recused himself from this item due to a conflict of interest;
however, he stayed in the Zoom meeting during the presentation.
Commissioner Levin moved to, by Minute Motion, recommend to the Planning
Commission approval of Case No. PP/CUP 20-0006, subject to City staff to work with the
applicant and Burrtec concerning a trash enclosure or receptacle for the proposed project.
The motion was seconded by Commissioner McAuliffe and carried by a 6-0-1 vote (AYES:
Lambell, Levin, McAuliffe, McIntosh, Schmid, and Van Vliet; NOES: None; ABSENT: None;
ABSTAINED: Vuksic).
C. MISCELLANEOUS:
1. INFORMATIONAL REPORT on outdoor dining decks by Principal Planner Eric
Ceja.
Principal Planner Eric Ceja provided an informational report on outdoor dining decks
and displayed pictures of various decks on El Paseo and Highway 111.
Director of Community Development Ryan Stendell stated that under normal operation
and outside of the pandemic, the Architectural Review Commission (ARC) would
review outdoor dining decks. However, the City Council requested that the Planning
Division approve the dining decks as soon as possible.
Mr. Ceja added that there are no established design guidelines; therefore, there are
various dining deck designs. When the City starts looking more into long-term outdoor
dining decks, staff would solicit feedback from the ARC for design guidelines.
The Commission agreed it is a good opportunity for a study on how outdoor dining
could improve the street scene. The Commission also noted that some decks look
better than others do.
Staff commented that the road closed signs at Lupine Lane and safety cones for the
Farmers Market on San Pablo Avenue are not aesthetically enhancing; however, they
are required for safety. There were also budget constraints to enhance the Lupine
Lane street closure.

VII. ADJOURNMENT
With the Architectural Review Commission concurrence, Chair Van Vliet adjourned the
meeting at 1:42 p.m.
