The architecture is characterized by an open gable roof with a 4112 pitch, and exterior materials consisting of stucco siding and asphalt roof shingles. The front yard features landscaping and two (2) side entry carport structures setback 16' from the curb face; the reduced setback for the carport structure will require a setback reduction granted by the Commission based on design merit. HUGO CE 'UANTES, Gordon Stein Design, agreed that the roof slopes away from the street and said from the street you won't see anything. The Commission and MR. CERVANTES discussed the roof height exception, the front yard setback requirements, and how the roof projects into the setback. The Commissioners liked the dramatic architecture but were concerned that the roof projection is 3' behind the curb at 7'-6". Mr. Eric Ceja, Principal Planner, said the municipal code does allow for architectural projections particularly if they are not directly attached to the ground and can encroach up to 6' into the front yard setback. Mr. Ceja said that code does allow an encroachment into a setback area up to 25% for certain building projections so long as the other half of the site is pulled back an equivalent amount. If they are encroaching 5' staff can permit that by code, but the other half of the home would have to be pulled back 5'. Commissioner Vuksic said if there is a house that deserves some latitude for architectural merit this is the house for that. However, 3' from the curb at that height seems really close. Commissioner McIntosh said the design has a lot of architectural merit, but he doesn't think the ordinanceAal ows an, croachment to this extreme. He suggested pulling baok the profeet�o and feels that it would still be dramatic even if it as pulled i3&K',1MR. CERVANTES said pulling back the columns an r'oced�glt a little, bit=may be possible, if necessary. LMRtOMY SHAH, representative, said the reason they are requesting more signage is because there are currently seventeen (17) larger suites that will be sub -divided into 20 to 21 smaller suites because prospective tenants are no longer interested in leasing larger suites. The Commission and staff discussed the amount of spacing top and bottom of the fascia. Mr. Mellon! suggested that language be added to the Program to specify adequate spacing from the top and bottom of the fascia. Commissioner Lambell noticed that 38" x 180" was the maximum sign size and didn't think that was right. Commissioner McIntosh said in other sign programs there is a consistent design theme, but didn't see that in this Program. Commissioner Vuksic said in office buildings they should have some consistency because it is not like retail. Commissioner McIntosh said the building has some strong architecture and very symmetrical from one end to the other. It is quite an. elegant building with its use of materials, texture and relief and feels there should be some language in the Program that describes a theme so -there is so ; e similarity in the composition of signs on the building not just.ze. The fronts of buildings D, E, F & G depict an eave with a cornice. In architecture, a cornice is generally any horizontal decorative molding that crowns a building element. A projecting cornice on a building has the function of throwing rain water free of the building walls_ In the Spanish style, this function was handled by projecting roof eaves with a cornice underneath. Eaves are primarily functional and not necessarily decorative so the cornice has a decorative aspect to it. See eave/ cornice details as approved on attached sheet A-1.8. We feel the use of Spanish style, two-piece tile, has typical nomenclature describing the ends of roof conditions consistent with the selected vernacular. For the style and design of El Paseo, a 'rake' is the edge of a building that occurs on the side that is parallel to a gable roof edge (mansard) bound by a vertical wall in our case. This rake edge, is at or adjacent to the first or last rafter, is a condition on this project that should be consistent with the same Spanish style consisting of a single piece of roof tile overlaying the rake as indicated on attached rake detail. The overlapping side tile is traditionally used in Spanish Tile applications as indicated in the additionally attached diagrams and pictures. We feel the project plans and documents are in substantial conformance with the approved Preliminary Design intent. Existing conditions left after demolition of certain mass elements adjacent to the mansard roof ends made the construction of the provided 'rake' detail an obvious choice. The suggestion that two different sloping cornice pieces (eave vs. rake) meet at one intersection at the roof edge is not a constructible condition nor aesthetically pleasing. The units are all one -bedroom and range in size from 455 to 628 square feet. The site currently has an existing two -bedroom, single -story apartment building, a swimming pool, a 12-foot driveway on the west end of the property, and parking spaces adjacent to the street. The project includes relocating. the parking spaces to the rear of the property and constructing two, two-story (25'-4") buildings 10 feet from front property line. Each building will have two units. The third building is single - story, with one -apartment unit, and will be located in the rear abutting the existing single -story building. The existing building will be modified per Building Code, and the exterior will match the new architecture. Zoning Ordinance Summary The modification requires approval of a precise plan by the Planning Commission, and a recommendation from the Architectural Review Commission for the project architecture.
