Review Comm►ss on`(ARC) and the Planning Commission approved
two (�2) hotels, a�§ part of the M,illor�hium Master Plan; Holiday Inn and
Staybndg He presented the'.bnstruction drawings for review and
stated/that when this was approved in 2018, the Commissioners
didn't have zany comments on the elevations but requested additional
trees on the north side -elevation to help block the wind. Staff has

Mr. Nick Melloni, Assistant Planner; presented a requesttoconstruct
a new 2,776 square -foot restaurant bullc�ng with adrive-through on
parcel 7 of the approved Monterey Crosai:gs,comrercial center. He
presented a PowerPoint of the elevations and site"plan. The building

features a contemporary design charactenzed�kydesert appropriate
grey, brown and tan colored stucco finishes with area masonry

The Commission and the applicant reviewed- and discussed the

Chair Van Vliet referred to the mechanical room and asked if that
was the only place where it can be located. He was concerned that
it is visible on the corner and so close to the main electrical panel
with the water heater. MS. JESSICA STEINER, architect, said the
way Habit's proto-typical floor plan works is they,have dining that
goes all the way along the west elevation. The door on the south is
also a dining room door. That only leaves the west elevation, for the

closets, which would take away from windows into the dining room
taking away from the customers experience. She also pointed out
-that the north side has glazing for the customer area as well. She
stated there will be lots of trees on the corner to shade and screen it,
as well as a significant landscape buffer between the drive -through
lane and the building.
Commissioner Levin was trying to understand the circulation and
asked how much of the site improvements are going: in in conjunction
with buildings 4 and 7. MS. VASANTHI OKIJMA, Fountainhead
Development; said everything shown on the4pla�willbe constructed
as part ofPhase 1. They have already submitted for all their site work
improvements and obtaining perm�jts As part of the site work, they
are building to the curb line for the �I�abit and their"' ext�steps will be
to proceed with their construction documents for the buildings. They

are already in process for buildingancj5xand Chick Fil-A is almost
approved. These will all be going in at tfifesame time. The building
on Parcel 3 is the only one',that will lag behmd,,atlttle because they
are in the process of cornpletirt the lease wiW0them. That will be the
next building they wu�,brmg to`n�ARC Comm�s`sioner Lambell asked if
the site improvements werefh'appdhing,at the same time as buildings
4 through 7. MS. OKU>MA; said befoie,they start construction, their
first step is to relocate a major sewer line that bisects the property.
Once replacmnt lines arecostructed, they will abandon that line
and then the buildings can goys. Meanwhile, they will proceed with
all the "grading and put in the parking lot improvements while

6 obtaining permits for the buildings.
Co missioner V"kSic referred to the roof plan and pointed out a
parapet fgoing�around three sides of the tower at the covered drive -
through He,suggested that they close that in as the corner will be
visible and rt"needs to be a solid form. MS. OKUMA said they. will
take a lokok'at that.

�CharrVan Vliet asked if all rooftop equipment was screened. MS.
OKUMA answered yes and said they are modeled after all roofs on
the entire project. Commissioner Vuksic asked if they checked the'
heights on all the rooftop equipment because sometimes kitchen
equipment can get really tall and pointed out that the applicant is
representing that everything is below the parapet but asked if it
actually was. MS. STEINER said they checked out all equipment and
verified the heights.

ACTION:
Commissioner Levin moved to approve subject to enclosing the rear of the
25'-0" parapet "tower" on the east elevation to create a four-sided element.
Materials and finishes shall be carried over to the rear portion. Motion was
seconded by Commissioner McIntosh and carried by a 7-0 vote, with
- Lambell, Levin, McAuliffe, McIntosh, Schmid, Van Vliet, and Vuksic voting
YES.

Mr. Nick MejlO`n'"1, Assistant Planner, presented a request to modify
the approved facade of the Jeisen's Shopping Center. The original

/r facade/,was approved August, 2018 by the Architectural Review
Oomm`'issid1h (ARC) and the building permit was subsequently issued
November, 2018 `The project appeared before the ARC on January2020 and the Coimissioners directed the applicant to prepare a
solutao/for the cornice condition. The applicant has returned with
two (2)options which are submitted for review. He presented the
renderings/showing how each of the options will interplay with the

existing�pornice at the.top. Staff is leaning more towards Option 2 ! / r
�r and recommends—the-.AR.C_:take.,_a_final__action_.on,,,the_-.pr_oposed____
'' changes.
Commissioner Vuksic agrees that Option 2 looks better and thanked
the applicant for taking the Commissioner's, comments to heart and
coming back with a solution that does the job.
Mr. Melloni had a concern with the west elevation and suggested that
- the band carry back along the upper portion of thewall where it
interplays with the roof screening at the corner. Mr. Melloni, Mr. Bill

Lang, project manager, and the architect Mr. Greg Palasky
discussed how this may or may not work. Commissioner Vuksic said
having it under the clay tile is probably the right place because that
is one element and this horizontal parapet is something different that
starts to go into a different element or condition.
ACTION:
Commissioner Lambell, moved to approve Option 2 as shown on rendering.
.Motion was seconded by Commissioner McIntosh and carried by a 6-0-1
vote, with Lambell, Levin, McIntosh, Schmid, Van Vliet/`and Vuksic voting
YES and McAuliffe abstaining. ``'

1. CASE NO: PP/CUP 19-0007
APPLICANT AND ADDRESS): La Quinta Brewing Company,
Attn: Ramon Gutierrez, 77-917 Wildcat Drive, Palm Desert, CA ,

NATURE OF PROJECT/APPROVAL SOUGHT: Consideration of a
recommendation to the Planning Commission to construct a 13,325
square -foot building, with space for a brewery, taproom, and a
restaurant for La Quinta Brewing Company.
LOCATION: 74-714 Technology Drive
ZONE: PC-3/FCOZ
Mr. Nick Melloni, Assistant Planner, reminded the Commission this
project for La Quinta Brewery was continued from the meeting on
August 27. He stated this was a 13,000 square -foot brewery
operation with an on -site taproom and an outdoor beer garden. The
Commissioners comments related to the parapet on the front portion
of the building being continuous on the stick -frame, adding
articulation to the east and west elevation, as well as the north
elevation, and properly depicting some of the score lines in the
concrete. He presented the rendering to show how the applicant
addressed the parapet, provided details for the waterfall in the beer
garden, the addition of a trellis to create a small covered area provide
articulation, and on the east and west elevations they are taking the
corten paneling used on the front portion and applying it to the side.
It is mostly concentrated in the areas that will be most visually
impactful from the street. He presented the roof plan and stated that
all roof -top equipment will be screened and pointed out the two roof
accesses located within the building. Staff feels that the building is
well designed and recommends approval.
MR. RAMON GUTIERREZ, designer, stated that at the last meeting
it was brought to their attention that the score lines on the concrete
panel tilt -up were not shown on the renderings. He said they didn't
include the score lines since they may place an art piece on the north
elevation.

MINUTES September 24, 2019
Chair Van Vliet and MR. SCOTT STOKES reviewed and discussed
the 6'-6" tall chiller and how it would be screened by an 8' high
wrought iron fence.
Commissioner Lambell discussed the score lines on the building and
said to make_ the score lines work for them to add interest rather than
becoming a hindrance when putting- up the signage.
ACTION:
Commissioner Levin moved to preliminarily approve. Motion was
seconded by Commissioner McAuliffe and carried by a 4-1-2 vote,
with Lambell, Levin, McAuliffe, Van Vliet voting YES, McIntosh
abstaining and Schmid and`Vuksic absent.
