Chair Buller called the meeting to order at 3:35 p.m.

Senior Management Analyst, Jessica Gonzales, advised the Commission no
comments or inquiries were received by email or voicemail, nor were any requests for
public participation received for the meeting.
IV. CONSENT CALENDAR
REGULAR HOUSING COMMISSION MEETING — VIRTUAL JULY 7, 2021
A. MINUTES of the Virtual Regular Housing Commission meeting of June 2, 2021.
Rec: Approve as presented.
Upon a motion by Commissioner Morrison, seconded by Commissioner
Mireles, and a 7-0 vote of the Housing Commission, the Consent Calendar was
approved as presented. (AYES: Ault, Buller, Ballard, Guinaw, Marcuse, Mireles,
and Morrison; NOES: None; ABSENT: None).
V. ACTION ITEMS
A. REQUEST FOR CONSIDERATION to recommend approval of an extension to
Contract No. HA37272 with John Harrison Contracting, Inc. for HVAC Mechanical
Systems Maintenance Services at the Palm Desert Housing Authority properties in a
total annual amount not to exceed $175,000.
Senior Management Analyst, Jessica Gonzales, acknowledged the staff report
before the Commission and provided a presentation on the item. She invited
questions or comments regarding the item and recommendation. Discussion
ensued with Commissioners providing comments and concerns.
Upon a motion by Commissioner Morrison, seconded by Commissioner
Mireles, and a 7-0 vote of the Housing Commission, a recommendation of approval
for an extension to Contract No. HA37272 with John Harrison Contracting, Inc. for
HVAC Mechanical Systems Maintenance Services at the Palm Desert Housing
Authority properties in a total annual amount not to exceed $175,00 was approved
as presented. (AYES: Autl, Buller, Ballard, Guinaw, Marcuse, Mireles, and
Morrison; NOES: None; ABSENT: None).
VI. REPORTS AND REMARKS
A. Commissioners Reports and Remarks

B. Commission Reports
Senior Management Analyst, Jessica Gonzales, introduced and welcomed newly
appointed Housing Commissioner, Carol Marcuse.
Mrs. Gonzales reported on the reappointment of Commissioner Morrison and
Commissioner Mireles. An update was provided on the appointment of
commissioners, including the new term that now starts in July of every year with a
four-year term. Chair Buller and Vice -Chair Guinaw will remain in place, serving in
the same position through June 2022.
Mrs. Gonzales moved to the next item, the in -person meeting survey. The survey
was sent out and the results revealed 50 percent in favor of continuing virtual
meetings and 50 pecent in favor of resuming in -person meetings. September may

be a hybrid meeting if feasible. Commissioners will be notified of any changes or
updates in regards to meetings. Agendas will continue to be distributed in the same
format.
Mrs. Gonzales moved on to the next item. Mrs. Gonzales provided a summary of
City Council and Housing Authority Actions to the Commission. Mrs. Gonzales
reported the Housing Authority budget for the properties was approved as
presented and as recommended by the Housing Commission in January 2020.
C. RPM Company Monthly Reports for April 2021
RPM Company Vice President, Teresa Vakili, acknowledged the RPM reports
provided to commissioners for the month of April 2021. Ms. Vakili reported in
month of March 2021 RPM staff contacted 359 individuals on the waitlist and
processed 89 re -certifications. She stated 200 individuals were added to the
waitlist for the Housing Authority properties.
Ms. Vakili reported 359 service requests were completed in the month of May at
the Housing Authority properties.
D. Update on the Home Improvement Program

Mrs. Gonzales acknowledged the activity numbers for the Home Improvement
Program and provided information on the Energy Savings Assistance Program
which potential applicants may be referred to.
VII. ADJOURNMENT
With Commission concurrence, Chair Buller adjourned the meeting at 4:14 p.m.
