V. NEW BUSINESS A. CIP PROGRESS REPORT - Presentation by Staff Randy Chavez gave a brief update regarding the CIP Report. Mr. Chavez mentioned that some of the progress was pushed back a bit because some of the projects required an overnight stay from the contractors. There are currently bike rack projects that got completed, including Parkview. Three were installed in front of the flag pole and two at the Parkview office. Parks that don't have bike racks will get them installed as well. Sabby Jonathan asked about having bike racks as a form of art. Deborah Glickman mentioned that she has that on the radar already, however art bike racks can take up to a year to install. The basketball court project at Hovley Soccer Park will be starting this week. Surface cracks will be filled in, and other physical structures will be taken into consideration as well. Shade structures are slated to be replaced soon, hopefully by the end of the week. The Joe Mann Park water feature will be taken out, a barbecue grill, and tables are going in as replacements; starting the week of May 8. Mr. Chavez has also kept residents informed regarding these changes. Vice Chair Hardin asked about the mist systems in the parks. Mr. Chavez stated that he is currently working on a quote for the current inventory; there are five at Civic Center and three or four at Freedom Park. VI. CONTINUED BUSINESS A. DESERT X UPDATES - Presentation by Staff 2 PARKS AND RECREATION COMMISSION PRELIMINARY MINUTES MAY 02, 2017 Deborah Glickman stated that Desert X was an exhibition that began in February with 16 pieces of art throughout the Coachella Valley, from Whitewater to Coachella. One of the art pieces that was a robot, ran out of batteries, and so the pieces were used as a wanted billboard throughout California; it was called the Shy-Bot. One of the organizers of the project, Susan Davis, expected about 40,000 spectators for Desert X, it eventually turned into almost 100,000 spectators, ranging from Los Angeles to Nevada; it got massive international press. They estimated up to one thousand people in a day. The City sponsored the Desert X Project from a marketing aspect. The mirror house in Palm Springs will be staying up through October. Most pieces will be de-installing as of today. Ms. Glickman is asking for ideas on other locations for future Desert X exhibitions. Commissioner Hall mentioned the only issue with Desert X was the mobile application; it wasn't very user friendly, please provide updates. VII. OLD BUSINESS NONE VIII. PRESENTATIONS AND UPDATES A. FRIENDS OF THE DESERT MOUNTAINS UPDATE Tammy Martin currently launched a grant application with CV Trek, which is through USA Today, and she is hoping that with the video submission, they will get into the top ten. First place is worth $100,000 or $50,000. CV Trek is a program to help introduce hiking to the youth of the Coachella Valley. The wellness benefits of hiking include, physical exercise, experiencing natural beauty, and camaraderie; voting is open until May 12. A new hiking app will be launched, there will be 8 trails to start off with; they will also be working with the CVB. Trail signs have been completed in La Quinta; next step is Palm Desert. Trails in Palm Desert are in pretty good shape. Ms. Martin also mentioned that Friends of the Desert Mountain is celebrating their 30th Anniversary. B. PARK USE REPORT - Civic Center Park Kim Warpinski reflected on the actuality that Civic Center is the busiest park here in the City; Ms. Warpinski turned things over to Randy Chavez for a few updates. One of the things mentioned is the dog park. Mr. Chavez is hoping to have the fencing replaced, and painted with polyurethane to prevent rusting; it's a pretty aggressive plan for next fiscal year. There will be new trash cans installed, in addition to that there will be new drinking fountains, not only for the dog park, but also for the baseball fields; they are trying to standardize everything. The nets for the 3 PARKS AND RECREATION COMMISSION PRELIMINARY MINUTES MAY 02, 2017 volleyball courts will be replaced, and the sand as well. Ryan Stendell wanted to thank Mr. Chavez for being accommodating on Earth Day to the Girls Scouts, and for allowing someone to donate a tree to the dog park. Mr. Chavez mentioned that they are hoping to possibly make this an annual event. In the future it can expand into something more wonderful. Sabby Jonathan brought up the issue with the standing water that can be unhealthy, and it can create legal issues if not tended to accordingly. Updated maps of the park are up for next fiscal year. C. PALM DESERT AQUATIC CENTER David Keyes gave an update on the Aquatic Center. There were a total of 975 attendees for the water egg hunt on Easter. It was a great day, a great event, and a great turnout. New Mexico University will be coming out in December; British Colombia is still set to come out in January, 2018. There are more full facility rentals which includes Desert Christian Academy, and the Girl Scouts of San Gorgonio who will have a movie night on June 2. A group from Irvine will be coming out for a retreat. CVUSD is the majority of the school field trips to the pool; they are booked May 19 — June 9. In addition to the school trips, birthday parties are in full swing as well. Next event will be on May 13, Free Swim Lesson Day. They are hoping for a bigger turnout than last year. There were some closures; the lap pool for filtration, and clarity of water. The recreational pool had some replacements and is back in action. There is a big event coming up for July 4. D. FAMILY YMCA OF THE DESERT Rob Ballew gave an update on programs. There was an egg hunt for Healthy Kids Day. There were five separate egg hunts based on age groups, with about 10,000 eggs that day. Bags with prizes were given out to 600 kids and their families. For Y activities there are 150 kids for Spring Football, 120 kids for Y-Rookies. They're getting ready for a big summer with Day Camps. One camp will be dealing with world records. The following is a list of camps for this summer: Lego, Jedi, Dodgeball, Hot-Wheel, Groove & More, Nerf, Fashion Week, Harry Potter, Geek Week, Princess, and Sports Academy Camps. Mr. Ballew also added that last year all camps were filled. There will be about 180 kids (ages 8-14) going out to Camp Oaks in Big Bear, June 17-24. Camp Fox will be out in Catalina Island, August 6-12. Future Facilities update: The consultants have completed the report along with a study session. Mr. Ballew will report back to the City and Commission next meeting. 4 PARKS AND RECREATION COMMISSION PRELIMINARY MINUTES MAY 02, 2017 E. DESERT RECREATION DISTRICT Brenda Nutcher reported that the center is starting to slow down a bit. The volleyball program is up; they are working on getting a co-ed softball team going. Spring Camp had great numbers; and DRD is getting ready for summer camps. Commissioner Tanner wanted to say that the First Tee looks great and is doing very well. There were about fifty different donations of golf clubs. On April 21, there was the First Tee Tournament, and it raised another $25,000. IX. COMMISSIONER COMMENTS Commissioner Hall will be in Australia for the next meeting. Kim Warpinski mentioned the concerts in the park will be kicking off this week, and everyone is invited. X. There were persons attempting to rescue the child, but to no avail as he had no swimming skills whatsoever. My fellow administrator, Nancy Hill of Jackson Elementary, and I determined to do what we could to prevent such a tragedy. Jackson School held swim lessons for years. Nearly twenty years later, it is still a goal of mine to institute swim lessons for children. Approximately three years ago, we started a water safety swim program at our tuition-free private school in Thousand Palms. The vast majority of our children did not know how to swim and were afraid of the water. Karen, Roger, David and the instructors were top-notch at all aspects of the eight swim lessons, water safety and recreation activities. The program planning meetings, discussion and emails were professional and courteous. The program delivery was exemplary. As with any program that deals with service to a wide-range of people, problems will crop up. The Aquatic Center staff handled our questions, concerns, and needs promptly and graciously. It is a study to watch the staff balance safety and a variety of needs with a wide spectrum of the public in apparent effortless decision-making and actions done with respect, kindness and graciousness. With the change in leadership at Karen's retiring from the head position, we were concerned. As has been the case in all past experiences with the PDAC staff, the new program director, David Keyes, carries the mantle of quality established by the inaugural PDAC, team with excellence. It is no wonder that we frequently hear from friends who live in Palm Desert that the community of Palm Desert is very proud of its exemplary Aquatic Center. Well done! One of the impetuses for writing this letter today was discovering that one of our high school students will come to the Swim Club at the PDAC starting this week. What makes this an amazing event is that she was a non-swimmer from Thermal when we started the program. She went from clinging to the instructors in terror three years ago to taking the challenge to join the Swim Club when her instructor, Amanda, suggested that she has real potential. This morning, when I saw her at our school library program, she gave a bright smile at the mention of swimming! Her family has been trying to discover ways to make her smile after the death of her father less than two years ago. This is just one example of the tremendous positive impact of your PDAC program. Thank you for providing this outstanding program that services many people in our Coachella Valley. Finally, we'll be offering Saturday The First Tee programming for Pavilion 192 Softball Field 866 Soccer Field 217.5 1909 Player 3, Player 6 and Player 9 level youth. With these various activities, we are working to offer a summer activity for all levels of our participants and keep them engaged with our Chapter throughout the summer. 4) Great news with our participants being accepted at various The First Tee National events. Dana Condon and Caroline Wales received invitations to attend TFT Life Skills and Leadership Academy July 26th — August 1 at Michigan State University, East Lansing MI. This fun and educational experience will allow these youth to become leaders within our Chapter, our local schools and community. Further, Dana Condon was also selected to attend 2017 College Golf Prep Academy in West Palm Beach, FL July 11 — 18. This Academy is geared to prepare the participants with a very golf intensive environment with the expectation of a competitive and rigorous playing experience. Finally, our Program Director Dustin Smith applied and was selected to participate as a Coach Instructor at the Life Skills and Leadership Academy in East Lansing, MI. A great opportunity for Dustin to expand his skill set working with highly qualified TFT Coaches. 5) Finally, we are experiencing steady growth with our NSP (National Schools Program) initiative gaining entry to elementary schools with the Desert Sands Unified School District. With the support of targeted grant donations, we are now able to bring TFT programming to the physical education classes at minimal cost to the schools coupled with a complete program of equipment, lesson plans and oversight for each school involved. Golf Center Activities— 1) With the increasing seasonal heat and the departure of our snow bird golfers, volume at the Golf Center continued to decrease as the month of May concluded.The golf course continues to work through the seasonal turf transition from the winter rye grass to the summer Bermuda grass playing conditions. Our grounds crew has been busy with responding to 'hot spots' on the course with added water being applied in response to the warm late Spring temperatures. We are also in active discussion with our current maintenance contractor to determine whether we will extend our current contract, as described in the vendor contract, or to move in the direction of an overall new contract. We anticipate a decision by mid-June. We are also determining the feasibility of utilizing a range ball dispensing machine for certain times of the year to reduce labor while providing range ball access and golfer practice opportunities. In addition, the final tally has been completed with over $9K raised from our monthly Second Saturday parking lot sales of donated goods. Both good will and good donations were achieved and we look to fine tuning this event for next season. Finally, the Golf Center has moved to it's summer hours of operation schedule of 7:OOA— 1:00P seven days a week. The First Tee Board Activities/Outreach— Our The First Tee—Coachella Valley Board of Directors held their Board meeting Monday, May 8th at the Golf Center. Topics of discussion included a re-cap of our April Invitational event at the Sinatra Resort and Country Club in Rancho Mirage. Board Member and Tournament Chairperson Jon Proctor reported an approximate $24K raised from the event, an increase over prior year with additional opportunities available with expanded sponsor participation available in addition to the support of the new owner of the Sinatra. We also have been fortunate to receive support from over 10 country clubs in the Valley with continued outreach to this important segment gaining traction over time. We also have received notification of the support of three of the nation's top golf management groups sharing their donations with the National TFT and our local chapter. As we look to the coming fall season, we'll be formulating our 2018 Strategic Plan with continued focus on expanding our outreach and telling our story to Valley residents. Finally, we are actively identifying and recruiting potential TFT-CV Board members to further our commitment to an engaged and energized core group of Valley wide individuals. • s • . .. Camp will include weekly themes, field trips, the 9-Hole Adult 11 Aquatic Center on Tuesdays and Thursdays, sports, dance, Lessons 0 music arts and crafts, weekly speakers and a free farmer's Misc. Usage 0 market each Wednesday. Total 323 We partnered with DSUSD to offer the summer feed Rentals by Location program for children to receive free breakfast and lunch throughout the summer. We offer these to the children Civic Center Park 90 attending our camp as well as the YMCA to provide the Freedom Park 82 lunches for their campers as well. Any child is welcome. Olsen Field 16 PD Soccer Park 4 We will be offering girls volleyball clinics at 8:OOam on PD Community Center 67 Wednesday and Saturday mornings throughout the Portola Center 40 summer. Total 299 Summer Youth basketball league will start June 27 and run through August 3rd. Games will be held on Tuesday and Rentals by Facility Type Thursday evenings and practices on Mondays and Amphitheater 0 Wednesdays. We have 301 participants enrolled. Our Park Rentals by Location Ambassadors and Custodians did a wonderful job at trying to get rid of all the trash before the next morning.They have Civic Center Park 85 received quite a few compliments. We offer these to the children Portola Center 33 attending our camp as well as the YMCA to provide the Total 275 lunches for their campers as well. Any child is welcome. We worked with the city to hold the Cities Blood Drive Rentals by Facility Type Challenge here on July 8, 2017. We were busy throughout Amphitheater 0 the day and it seemed like a big success. Games are held on Tuesday and Pavilion 1 Thursday evenings and practices on Mondays and Softball Field 147 Wednesdays. We have 301 participants enrolled.
